The Policy Learning Platform is an innovative tool of European territorial cooperation, allowing any region in Europe to improve their regional development policies through interregional learning opportunities and targeted expert services. Driven by the mantra of capitalisation, the platform aims at making the knowledge and solutions developed by Interreg Europe projects accessible and usable by other regions. Consequently, the Policy Learning Platform offers networking, knowledge sharing and policy learning opportunities to any interested region in Europe, including those not involved in interregional cooperation projects funded by Interreg Europe. The Policy Learning Platform is therefore a hub of information and services to facilitate continuous learning mainly among local and regional public authorities in Europe where they can find solutions to improve the way they manage and implement their public policies. Complementing the funding for interregional cooperation projects provided by Interreg Europe, the Policy Learning Platform represents the second pillar of the programme and is run by an external consortium led by innotsd. Launched in 2016, the project is part of a framework contract with duration of 7 years (annual renewal clauses). 1

2 The job which responsibilities are on the shoulders of Thematic Manager? The team of the Policy Learning Platform is driven by the motivation to boost interregional learning through innovative, attractive and quality-driven services which meet the needs of local and regional policymakers across Europe. As the faces and backbone of the platform, the team of thematic experts is in the driving seat for preparing and delivering the platform services on the ground. Consequently, the Thematic Manager plays a key role in coordinating, harmonising and supporting the content work of the experts team. In close cooperation with the Project Manager of the Policy Learning Platform, the Thematic Manager thus monitors the timely delivery of services, leads the process of quality control and builds the capacity of the expert team. Moreover, the Thematic Manager contributes to the further evolution of the platform services and strives for synergies with other relevant European programmes, networks and initiatives. She/he will work closely with the entire platform team as well as her/his partners at the Joint Secretariat of Interreg Europe. Altogether, building on her/his genuine commitment to the platform project, the values of teamwork, pro-activeness, result-orientation, creativity and accuracy are key for her/his successful performance in office. Thus, in practical terms, the Thematic Manager and Deputy Project Manager of the Policy Learning Platform: is the main contact for the overall knowledge management of the platform is responsible for the preparation, coordination and management of the content/knowledge related to the platform s online and offline services monitors and supports the timely delivery of the platform services leads the internal process of quality control coordinates, harmonises and supports the tasks of the thematic and ad-hoc/support experts involved in the project priorities: Capitalisation of Interreg Europe project results knowledge hub Community of peers Expert policy advice and support is in charge of regular capacity and knowledge building trainings of the team members involved in the knowledge management takes an active role in the further development and evolution of the platform services strives for synergies with other relevant programmes, platforms and initiatives works closely with the entire platform team (Project Manager, Thematic Experts, communication team, support staff) as well as her/his partners at the Joint Secretariat of Interreg Europe (programme management, platform coordinator, team of policy officers) acts as Deputy Project Manager and reports to the Project Manager of the platform. 2

3 The profile who are we looking for? Essential qualifications (must-haves): Highly qualified professional with at least 10 years of relevant experience, having assumed responsibilities in her/his profession, recruited for her/his management, coordination, intellectual and creativity skills as regards professional practice practice-proven experience of at least four years in the management and/or implementation of European programmes, platforms or projects, preferably in the field of European Territorial Cooperation excellent English language skills (both written and spoken); French language skills are considered as an advantage ability to take the perspective of local/regional policymakers and the managers of European funds practice-proven experience in drafting and reviewing thematic publications, preferably in the field of policymaking practice-proven team/stakeholder coordination, presentation and moderation skills strong intrinsic motivation, accompanied by a positive attitude towards innovative approaches, change and new challenges strong analytical and problem-solving skills, combined with the assets of teamwork, creativity, accuracy and reliability command of MS Office software. Additional assets: thematic know-how in one or more of the four thematic priorities addressed by the Policy Learning Platform: Research and innovation SME competitiveness Low-carbon economy Environment and resource efficiency practice-proven experience in knowledge dissemination and capitalisation activities at cross-border, transnational, macro-regional or European level journalistic/creative writing skills. 3

4 The employment what do we offer? Location You will work at the office of the Policy Learning Platform at the Interreg Europe Joint Secretariat in Lille: Les Arcuriales 45, rue de Tournai, entrée D, Lille, France. At the same time, certain flexibility with regard to some distance work might be agreed, if required. Terms of employment The position is based on an unlimited duration contract under French law (CDI). Naturally, the position is linked to the continuation of the Policy Learning Platform project in the years to come (annual renewal of the framework contract with innotsd upon evaluation by the Joint Secretariat of Interreg Europe). From the beginning of 2019, the assignment will start as soon as possible. Remuneration package In the framework of a comprehensive employment package offered by innotsd, the gross salary is expected to be EUR 50k 55k a year on the basis of the full-time job for managers (managerial agreement not based on fixed working hours/week). This package is open for negotiation according to your professional experience.
