It des nt prvide an exhaustive list f duties r perfrmance standards and the incumbent agrees t undertake any ther tasks that are cnsistent with the psitin and with the prvisin f quality service t the rganisatin. Purpse Effective perfrmance in this rle cntributes t keeping aviatin safe and secure. Overview f the rle This rle is a member f the Aernautical Services Unit and wrks t prvide the unit manager with supprt t the regulatry functins assciated with Air Traffic Services (ATS), Dangerus Gds and Aerdrmes. This includes all functins relating t certificatin and surveillance f aviatin participants fr which they have delegated authrity. 4 Qualificatins, skills and experience Essential the psitin hlder must have either: Hlds r has held a prfessinal qualificatin relevant t their functinal specialisatin (e.g. ATC license including an apprpriate ATC rating r ratings, relevant tertiary diplma r equivalent qualificatin). Significant relevant aviatin experience within their functinal specialty. Desirable the psitin hlder shuld have relevant experience in the fllwing areas fr the functinal specialty they perfrm: Aerdrmes Specialist: Experience in aerdrme design and peratins Experience in Airprt Wildlife management Experience in Fire Rescue services. Dangerus Gds specialist: Experience in air carriage f dangerus gds Air Traffic Services specialist: Experience in Instrument prcedure design r ATS instructin qualificatins. Experience in aernautical infrmatin management. Experience in airspace management Aernautical Telecmmunicatins specialist: Experience in air navigatin technlgy Experience in air traffic management technlgy Experience in cnducting surveillance and investigatin activities that invlve quality and risk based management systems is desirable. Sund written and ral cmmunicatin skills Ability t demnstrate gd judgement and sund decisin making with integrity and bjectivity. Sme knwledge and experience relating t aernautical telecmmunicatins, meterlgical services and navigatin prcedure design. Practical knwledge f ICAO standards.

5 Knwledge in aviatin risk assessment. An understanding f the NZ Civil Aviatin legislative and regulatry framewrk and ther statutry requirements including the requirements f the ICAO. The ability t build prfessinal and technical credibility within the CAA, industry and relevant gvernment departments. Highly mtivated with the ability t wrk with minimal supervisin and the flexibility t handle change and re-priritise wrk. Key Tasks Cnducts the certificatin and surveillance f prviders f aernautical services as required, and in line with the applicable CAA rule part. Prvides specialist advice within the CAA and externally in regard t the assigned functinal area(s) e.g. Air Traffic Services (ATS), Dangerus Gds, Telecmmunicatins, Aerdrmes. Prcesses Dangerus Gds certificatins and apprvals, where assigned this functin. Assessment and recmmendatin fr apprval f aernautical studies, safety cases and risk assessments assciated with the assigned functinal area e.g. ATS, Dangerus Gds, Telecmmunicatins, and Aerdrmes. Prvide advice and input int regulatry requirements, including Civil Aviatin Rules and advisry circulars, in regard t air traffic, air navigatin where assigned this functin. This includes assessing change prpsals frm the Internatinal Civil Aviatin Organisatin. Analyses safety incidents related t assigned functinal area be it air traffic services, dangerus gds, aerdrmes and aernautical telecmmunicatins. Exercises delegated pwer and functins legitimately. Remains prficient acrss all cre regulatry skills and techniques thrugh regular participatin in surveillance and certificatin activities. Delivers services and advice in a cnsistently cmpetent, prfessinal and timely manner. Understands client issues and addresses these apprpriately. Cmplies with all relevant plicies and prcedures. Participates actively and psitively in meetings, planning and initiatives designed t imprve effectiveness/prductivity. Actively supprts the manager and team members t ensure team and grup bjectives and bligatins are met. Actively cmmunicates infrmatin t ther units/grups as apprpriate t supprt their effectiveness.

6 Participates in and supprts CAA rganisatinal initiatives t imprve service, maintain and enhance reputatin. Wrks n ther tasks and prjects as maybe required, t assist in the achievement f the CAA missin, business, grup, unit and team gals. Carry ut wrk and cnduct interpersnal relatinships in a way that supprt the Authrity s cmmitment t the principles f EEO and the Treaty f Waitangi. Cntribute t, maintain knwledge f, and practice Health and Safety prcesses and initiatives. Outputs Recmmendatins and reprts cnducted by this psitin are cnsistently sundlybased and effective. The safety bjectives and statutry respnsibilities assciated with this psitin are applied crrectly. Advice prvided by this psitin is prfessinal and sundly based. All clients (external and internal) f the psitin receive accurate, impartial advice and curteus, effective service that meets their needs while maintaining r enhancing the reputatin and integrity f the Authrity Staff participatin in and cntributin t wrkplace Health and Wellbeing is achieved Outcmes The Unit and the Civil Aviatin Authrity are recgnised by clients, industry and Authrity as effective and efficient. The Authrity is a safe wrkplace and meets legislative standards New Zealand Civil Aviatin safety perfrmance is enhanced. Delegated Authrities Aernautical Services Officers will perate in a delegated authrity mdel and be accuntable fr persn specific financial and peple delegatins. Specific warrant and delegated authrities are dependent n learning attained.
