3 03 Foreword Welcome to the GDEKK! With the founding of the GDEKK in 1998, the Deutscher Städtetag (German Association of City Councils) established a highly successful organisation with the power to dynamically adapt to the future challenges of the German health system. Municipalities and district authorities in Western Europe are currently facing the challenging task of implementing regulations which apply to the entire European Union. Thus communal health institutions not only in Germany are called to act accordingly. By transforming these challenges into operative strengths, the GDEKK has managed to support municipal clinics in the Federal Republic of Germany in their independence and self-reliance and in doing so has succeeded in securing their economic success as hardly any comparable institution has been able to do. As a Service and Procurement Association the GDEKK is organised as a Cooperative Society offering an impressive range of services to its members in Germany. It is comforting to know that one can count on a partner like the GDEKK a cooperatively organised service and procurement association in times like these. For the GDEKK is a non-profit organisation which commits itself to the economic success of all its members exclusively. Thus the GDEKK supports and fosters the independence and self-administration of municipal hospitals, not only within Germany. Apart from strategic purchasing and specialised academic courses and measures to further training, the GDEKK possesses comprehensive expertise in the field of legally compliant tendering procedures in accordance with procurement law. As an organisation of the German Association of City Councils ( Deutscher Städtetag ), the GDEKK has from the outset been committed to strengthening the scope of action of municipal hospitals in a sustainable manner economically, technically and strategically. 7 07 The Strengths of the Association A Non-Profi t Cooperative Association At a fi rst glance the GDEKK might appear to some to be no more than an established and successful procurement organisation which guarantees attractive conditions and ensures high reimbursement. However, the association has long since become a reliable, dependable and even indispensable partner in virtually every aspect of economic issues related to day to day hospital routines. 10 10 Competence Centres Strategic Purchasing Negotiation as a Duty The GDEKK currently mediates services to its roughly 70 member hospitals to the extent of over one billion Euros, placing it on the front line of its special area of work in Germany. A large portion of revenue is generated by the Competence Centre: Strategic Purchasing. It is responsible for, amongst others, the procurement of medical devices, pharmaceuticals, medical technology, food products and building and operating technology. All pricing and purchasing conditions are updated on a daily basis and accessible online to all members at all times. In organising the processes above, great importance is placed on cost effective standardisation, bundling assortment and safeguarding the quality of products and services. This is achieved through interdisciplinary exchange with the aim of satisfying the need for the best possible quality at the best possible conditions. Yet, strategic purchasing entails more than achieving reasonable price conditions. Negotiating favourable contract agreements such as special warrantees, complex maintenance agreements or particular delivery conditions also plays a key role. However, specialists for tender procedures constantly assure that all members of the GDEKK are able to prevail in the competitive market. In terms of demographic changes and the predicted future shortage of qualified professionals, further training and additional qualification of existing personnel become increasingly vital. Both of these factors personnel development and commitment led the GDEKK to establish the academy Bildungsnetz Krankenhaus, (Education Network, Hospitals). The Training Academy of the GDEKK aims through its offer of a wide range of training opportunities to strengthen the competencies of clinic staff and management sustainably and to support hospitals in expanding their existing training profile. 14 14 Competence Centres Pharmaceuticals Transparency creates Comparability The Competence Centre Pharmaceuticals is a main pillar of the GDEKK. It is in charge of strategically negotiating procurement and delivery conditions for the pharmacies of its member hospitals. In addition, it supports these hospital units in the area of sustainable knowledge management. This comprises differentiated market overviews as well as appropriate comparisons of pharmaceutical active substances or the expert assessment of new medications. This expert know-how frequently forms a necessary basis to assure effective support for the member hospitals and for the implementation of joint procurement projects.
