2 2 Why build capabilities in infrastructure leadership in Africa? Demand for infrastructure in Sub Saharan Africa (SSA) is booming. Pinsent Masons Global Construction 2020 sees infrastructure construction in the emerging markets growing by 128% between (as opposed to 18% in developed markets). The World Bank estimates that $93Bn/annum investment is needed in new infrastructure investment in SSA in order to support growth expectations in the region. Currently circa $30Bn/ annum investment is being delivered, resulting in an infrastructure gap in Sub Saharan Africa that is widening each year. The infrastructure sector is well positioned to play a pivotal role in wealth creation, skills development and overall economic growth across the region. It represents a tremendous opportunity to funders, to global and regional providers and to African governments interested in building jobs within the sector. However, the barriers to efficient asset delivery in the region are considerable. There are high and variable levels of commercial risk across regional markets and persistent uncertainties around delivery to time and quality add cost and complicate relationships between delivery partners. Strategy and policy frameworks from government are often inadequate or poorly executed and do not (yet) encourage the levels of investment needed to support the growth ambitions across the region. Crucially, as with many fast growing sectors in Africa, both clients and providers of infrastructure assets struggle to develop and retain the high calibre leaders, technicians and managers needed to reliably procure, design, deliver and operate assets in this fast growing sector. Those working in infrastructure in Africa know that the skills gap in the region is a critical barrier to success. In particular, having the right leadership capabilities on a program is a prerequisite both for reducing commercial risk and for efficient asset delivery. However, across the region there is a scarcity of high quality local leaders able to reliably deliver major projects. These individuals are highly sought after and the cost of finding, developing and retaining them is an on-going frustration for infrastructure organisations. Governments and suppliers that are successful in encouraging investment and in delivering major assets will be those that marshal the exceptional leadership skills needed to promote the bankability of capital projects and ensure their efficient delivery in Africa s diverse markets. There is therefore an urgent need to build the local leadership capabilities required to bridge the infrastructure gap in Sub Saharan Africa. Infrastructure as a sector has a vital role to play in unlocking economic potential in Africa. IDM and KPMG believe that building high-grade leadership skills is vital, both for supporting the commercial viability of individual projects and for the growth of the industry as a whole.

3 3 Outline of the Africa Infrastructure Leaders Program The Africa Infrastructure Leaders Program is delivered in 3 residential modules over 6 months. One-2-one coaching and group work is conducted in the inter-modular periods in order that participants continue to learn and apply their new skills in their own workplace. Individual Diagnostic Every potential attendee will undergo a detailed diagnostic process prior to starting the course. This will be done for two important reasons. Firstly, the diagnostic will assess a participant s suitability for the course. The diagnostic will also enable us to tailor the technical modules to specifically address the current challenges and learning objectives of each particpant, whether they are about to embark on a major procurement process, raise significant capital or are involved in managing an existing project or contract.

4 4 Program Modules Following the diagnostic process the learning journey for each participant to build their leadership skills and infrastructure knowledge includes both formal learning and self-driven learning and development. The formal learning process includes 3 residential modules and an established curriculum. These modules will be delivered at 3 different infrastructure sites that are at different stages in the delivery life cycle. This means that the curriculum and the challenges that participants engage with will be real and visible in the actual learning environment of the program. The three modules are as follows; Module 1 Overview Discovery Module 2 Overview Design and Build Module 3 Overview Operate 3 days As the first step in the learning journey, the Discovery Module needs to catalyse participant thinking about how to learn, how to think about and specify long term requirements and consider alternative means of leading and managing infrastructure projects. It must also build awareness around their own individual challenges and needs. The Discover Module will be located at a feasibility stage mixed use infrastructure location. 4 days The Design and Build Module focuses on the critical challenges the participants face in their own projects. It starts to build awareness of the technical skills needed to successfully deliver infrastructure assets and builds capability around the different leadership and management styles needed to create long term value. The Design & Build Module will be located at an infrastructure location currently in the build phase. 3 days The third face-to-face module is all about implementation. It helps participants embed new skills. It utilizes a late stage infrastructure site and the challenges in the transition from build to go-live as the learning parallel and it emphasizes the critical importance of effective leadership in running an operating business. The Operate Module will be located at an infrastructure location that is an operating asset

6 6 Self-driven learning and development In between the residential modules each participant continues their learning journey through self-driven learning in the workplace. This process requires delegates to work on initiatives or projects that are current challenges within their own organisations. Self-driven learning also includes making active use of ecoach as a vital tool in selfdevelopment, when preparing for and reviewing project work. ecoach is a unique on-line coaching service that is available 24/7 to every participant for the duration of the program. It provides practical coaching support to each particpant at their own pace and helps them practice and apply learning in their own workplace. The process of residential plus self-driven learning allows each participant the maximum opportunity to acquire, test and refine new skills and provides the scope to solve practical problems in live situations. The IDM and KPMG design ensures that each particpant builds self-awareness and develops the practical leadership skills necessary to fulfilling their role in leading efficient asset delivery. The Africa Infrastructure Leaders Program focuses on strengthening capabilities in 5 core areas: The purpose of this program is to grow the knowledge and skill of participants in order to promote investment and the bankability of individual infrastructure programs; reduce commercial risk; and enable leaders to more effectively lead high quality infrastructure delivery in Africa. The learning objectives and the overall benefits of the program include; 1. Being an effective client Clients, including government, need the leadership skills to achieve funding requirements, make quick and effective decisions, maintain the engagement of stakeholders and negotiate and collaborate across contractual boundaries. Participants will understand to: Define a clear infrastructure strategy that is consistent with the regulatory environment Emphasize whole-life value and account for socio-economic and environmental impacts Manage the governance & oversight of asset delivery

7 7 2. Leading effective procurement Establish a sound procurement strategy which is focused on achieving whole-life value. Participants will be able to: Clearly articulate requirements Evaluate project financing mechanisms Establish appropriate levels of risk transfer Develop a strong collaborative environment between clients and providers 3. Leading across boundaries Learn the skills that leaders need to communicate across contractual boundaries. Participants will be able to: Manage change Create joint solutions to commonly understood issues Hold good quality conversations that give quick and effective decision making 4. Leading an efficient delivery Build the skills, tools and techniques to lead the build to time, cost and quality. Leading the transition Build the skills and methods to effectively lead and reduce the risk associated with the major transitions in the project life cycle. Participants will be able to: Manage the complexity and risk inherent in the transition from design to build Manage the transition around the go-live an operating asset to control costs and manage risks

9 9 Why join the IDM and KMPG Africa Infrastructure Leaders Program The Africa Infrastructure Leaders Program is a business-orientated course that focuses on enabling performance. It equips delegates with the core leadership capabilities needed to reliably procure and deliver major capital assets in Africa s complex and ambiguous markets. It is a small and exclusive program that takes a maximum of 25 delegates per course. Whilst providing a bedrock of knowledge and theory, the program is highly experiential and builds skills that can be used immediately in the workplace. IDM and KPMG do not believe in skills building that takes leaders out of the workplace for extended periods. In a rapidly growing market we believe that that is the wrong thing for both individuals or for the programs that they lead. Rather, we believe that learning needs to reduce time away from the workplace. It should be practical, impactful, experiential learning that is closely tied to workplace challenges and that allows the very rapid application of new skills to real problems. The course provides expert input from renowned faculty and provides a strong basis in the skills needed to lead major capital programs in Sub Saharan Africa. It gives first-hand experience of how to resolve the issues and challenges of asset delivery and provides a rich and supportive network of infrastructure leaders from across geographies and sub-sectors. Most importantly, the program offers participants the time and space to think deeply about their own leadership skills and abilities and the strategies that they need to adopt to lead successful asset delivery. The physical environment where the residential modules are delivered - the Learning Environment also plays a critical role in the learning process. Throughout the Africa Infrastructure Leaders Program there is a close and natural parallel between the life cycle of an infrastructure program and the stages in the learning journey. Major capital programs progress through set phases - procure, design, build and operate. During the Africa Infrastructure Leaders Program delegates also progress through a journey. The first module includes a Discovery phase that parallels the initial scoping and feasibility of an asset. This step drives the design of the learning process for each individual. The Design & Build phase grows skills and builds awareness and capabilities. It parallels the build phase in the asset life cycle. The third module parallels the Operate phase, where new skills and capabilities are applied in the context of the transition to an operating business. KPMG and IDM both recognize that the development of the capabilities needed to lead infrastructure delivery in Africa needs to be more than a simple replication of the practices that are common in developed markets. The challenges common in this region - such accessing finance, creating appropriate funding structures, effective procurement, effective decision making across stakeholders and program control - all demand practical, locally specific, scalable and robust solutions that are tailored to the unique requirements on the ground. 10 10 Faculty The Africa Infrastructure Leaders Program includes the following faculty: Faculty for individual modules are to be confirmed. The core IDM and KPMG faculty include: Jonathan Man, IDM Faculty: Jonathan has 20 years of experience across Europe, Middle East, Asia and Africa in advisory and delivery roles from board level to the shop floor. His expertise is in leadership development, major program delivery, operations and risk management. Jonathan s sector experience includes supply chain, financial services and capital infrastructure. Before re-locating to Africa Jonathan spent a year as Head of Program and Risk Management with the London 2012 Olympics. He has advised at Board level on a range of infrastructure programs including Crossrail and Rio He has a collaborative approach that helps participants build the skills and capabilities to reduce the risk inherent in major asset delivery and he has a passion for developing the capabilities of the organisations he works. Jonathan is an Executive Director of IDM. Carien Botha, KPMG Faculty: Carien has extensive experience in Strategy Development and Implementation, Program and Portfolio Management, Operations Management and Change and Transformational Leadership. She led various high profile projects, including the implementation of ERP and construction related systems, and the local input to a nuclear bid submission. She has an industrial and systems engineering background, and multi-faceted experience in a variety of industries, including manufacturing, supply chain, engineering & construction contracting and public sector utilities. Carien is an experienced executive with the ability to lead diverse teams to new levels of performance. Dr Jon James, KPMG Faculty: Jon is an Associate Director with 14 years of professional experience within program governance, focusing on best practices in project and program management. Jon has significant experience in major capital projects involving the development of monitoring and project management delivery models, including the planning, design, build and implementation of best practices systems. Jon is also an expert in capital project management model development for alignment with company mission, vision, strategic objectives and goals.

11 11 Additional learning IDM and KPMG will also provide additional voluntary workshops on an annual basis that support the continuous professional development (CPD) of practitioners as an important contribution to on-going learning and professional excellence. The process of residential plus self-driven learning allows each participant the maximum opportunity to acquire, test and refine new skills and provides the scope to solve practical problems in live situations. The IDM and KPMG design ensures that each particpant builds self-awareness and develops the practical leadership skills necessary to fulfilling their role in leading efficient asset delivery. Public Private Partnerships: 2 day residential module introducing the contractual, financial, technical and operational fundamentals of PPPs. Financing Strategies: 1 ½ day residential module for government covering the sources and uses of project financing that can underpin sound financing strategies for infrastructure delivery in Africa. Procurement Strategies:.1 ½ day residential module covering the basics of designing and executing effective procurement strategies. Managing the transition to go-live: 2 day residential module covering skills and techniques to manage the transition to operate.
