1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT GEOR Strategic Planning Specialist The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. Sukhum/i is a family duty station. Sukhum/i is family duty station and has been assigned with the security level III. It is located on a wide bay of the eastern coast of the Black Sea. It serves as a port, rail junction and a holiday resort and is known for its beaches, sanatoriums, mineral-water spas and semitropical climate. Sukhum/i has a humid subtropical climate, that is almost cool enough in summer to be an oceanic climate. The city is served by several trolleybus and bus routes. Around 67% of population consists of ethnic Abkhaz s, with the population of some other ethnic groups like Russians, Armenians, Greeks and Georgians. 2 Assignment Details Assignment Title Strategic Planning Specialist Organizational Context & Project Description The main objective of the Joint EU-UNDP Rural Development Programme is to establish flexible, strategic mechanisms to build critical organizational and human resource capacities across Abkhazia s 7 districts. This initiative will coordinate development initiatives across districts, engage and empower local rural communities and organizations to contribute to designing and implementing district-specific rural development strategies, and enable a bottom-up response to various local challenges, issues, and priorities. The project strives to achieve 3 outputs: 1. Establish a Center for Agriculture and Rural Development (CARD) to coordinate rural development initiatives across all 7 districts of Abkhazia and provide technical, consultative and referral support and coordination services to beneficiaries and rural communities. 2. Establish 3 Local Action Groups (LAGs) through mobilizing stakeholder support, identifying potential group leaders and building their capacities; create meeting spaces; empower local populations to articulate their needs and rural development opportunities and to prepare district-specific development strategies and projects. 3. Establish policy and technical basis for the development of a forest health program comprising: prevention of the introduction of new forest pests, early detection of new invasive species; control and management of established forest pests. This project is implemented within the framework of the ENPARD. It s is a European Union Programme, which aims to promote inclusive growth and stability in the neighbourhood (including e.g. Moldova, Armenia). It recognizes the potential importance of agriculture in terms of food security, sustainable production and rural employment. Within the ENPARD framework, this project will take stock of best practices and lessons learned across Europe over the past decade, in particular the LEADER concept adopted by EU countries. For the Abkhazia component, ENPARD II is aiming to support small-scale agricultural development and the diversification of the rural economy, with a view to improving living conditions and access to basic services in rural areas. Sustainable Development Goals 9. Industry, Innovation and Infrastructure UNV Focus Area Task description National capacity development via volunteer schemes Under the direct supervision of ENPARD Project Manager, the national UN Volunteer will undertake the following tasks: In coordination with the Project Manager, Programme Officer and Community Coordinator Specialist develop and present a comprehensive strategy for the CARD and propose clear goals and objectives 11 Nov 2018 Page 2 of 6

3 which would enable the CARD to achieve its overall strategic mission and vision; Devise implementation and action plan to execute the strategic plan accompanied by an annual work plan with relevant targets, timelines, and indicators and monitor performance, to be revised on a quarterly basis; Collaborate with CARD experts in developing and providing services for beneficiaries (farmers, entrepreneurs etc.); Provide substantive and technical advice on strategic planning of agriculture production and distribution challenges to rural development of Abkhazia; Contribute to drafting and reviewing of documentation (reports, surveys, project documents, electronic sources) on agriculture and rural development in Abkhazia, including the state of rural livelihood opportunities and infrastructure etc., as well as information on related UNDP work in this sector and research on best practices that may be relevant to ENPARD focus. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs The Strategic Planning Specialist will: Provide strategic planning assistance to local communities, including residents of rural communities, and small and medium-sized enterprises (SME) to enhance livelihoods of rural residents; Ensure that the Centre for Agriculture and Rural Development is well managed with clear objectives, work plans, and relevant targets; A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed. The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed 11 Nov 2018 Page 3 of 6

5 Condition of Service Click here to view Conditions of Service Conditions of Service: The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; 11 Nov 2018 Page 5 of 6

6 - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
