1 X PROPOSED CURRENT DUTY STATEMENT EFFECTIVE DATE BRANCH POSITION NUMBER (Agency Unit Class Serial) Benefits & Services DIVISION/UNIT CLASS TITLE Disability and Survivor Benefits (DaSB)/ Process Pension Program Manager II Improvement Team (PIT) INCUMBENT WORKING TITLE Vacant PIT Manager CalSTRS is dedicated to securing the financial future and sustaining the trust of California s educators through customer service, accountability, leadership, strength, trust, respect, and stewardship. BRIEFLY (1 or 2 sentences) DESCRIBE THE POSITION S ORGANIZATIONAL SETTING AND MAJOR FUNCTIONS Under the direction of the Assistant Director (PPM III) of the Disability and Survivor Benefits (DaSB) Division, the Pension Program Manager II (PPM II) will represent and assist in overseeing all DaSB resources on enterprise projects. The PPM II will ensure staff with requisite knowledge and skills are provided to project teams and the core business continues to run efficiently throughout the project duration. Additionally, the PPM II will assess the need to build and implement DaSB business tools that will provide return on investment and reduce DaSB production time, ensuring proper internal control adherence and alignment with future BusinessRenew deliverables. % of time performing duties Indicate the duties and responsibilities assigned to the position and the percentage of time spent on each. (Use additional sheet if necessary) ESSENTIAL FUNCTIONS (completion required) 35% In collaboration with DaSB leadership, provides staff with the tools and information necessary for successful outcomes on enterprise and division projects. Ensure that sufficient knowledge, skill, and expertise is provided to the projects while considering the impact to core business. Ensures the least amount of impact to total production output while adhering to effective internal controls. Assess and oversee the development of business tools that provide return on investment with documentation and corresponding business case outlining the impact to core business. Ensures that created tools are in adherence with Education Code and CalSTRS policies and practices. Projects workload, staffing requirements, training, and equipment needs in order to meet division service performance objectives; manages and deploys staff resources to maximize service performance; makes recommendations to the Director and Assistant Director regarding allocation of resources within the budget allotment. 30% Independently and through subordinate managers, recruits, hires and retains staff who exhibit CalSTRS core competencies and values. Communicates clear performance expectations aligned with organizational objectives. Collaborates with DaSB leadership to define consistent staff expectations; clarifies and resolves expectation discrepancies; maintains a visible presence with the staff and leadership. Regularly observes staff and conveys individual performance results in one-on-one discussions; provides constructive feedback and coaching that improves performance and builds competency. Creates, monitors, and refreshes Individual Development Plans (IDPs); collaboratively sets individual and team performance goals that are specific, measurable, achievable, realistic, and time bound (SMART); provides development assignments to solidify competencies identified in annual IDPs. Recognizes differences of opinion and encourages discussion. Quickly addresses and corrects poor performance and documents appropriately. Actively supports organizational policies and objectives; develops rapport with key organizational peers and builds mutual understanding of functional interdependencies; consistently demonstrates CalSTRS core values and competencies; adheres to organizational leadership expectations and serves as a role model to staff and peers. Builds a shared vision and influences others to translate vision into action; provides training, mentoring, and growth opportunities for subordinate staff ensuring CalSTRS has the necessary talent to fill future middle-management positions.

2 POSITION NUMBER (Agency Unit Class Serial) Page 2 of 5 25% Oversees analysis of DaSB programs (through subordinate staff and managers) to identify and implement technological applications and tools leading to increased efficiencies. Propose or assist in development of legislative changes to provide clarification of the Education Code sections that DaSB utilizes. Streamline processes and reflect industry best practices. Represent DaSB on multi-business area work groups. Through subordinate managers and professional staff oversees and assesses development, testing and implementation of business tools for DaSB that will not conflict with or duplicate efforts related to BusinessRenew. Ensure a smooth transition to the future deliverables of BusinessRenew. 5% 5% MARGINAL FUNCTIONS (completion required) Act on behalf of other managers/ Assistant Director/ Production Manager when required and will testify to actions taken by DaSB, when required. Work closely with both internal and external auditors to provide explanation of calculations, processes and procedures and actions taken. Ability to provide motivational and educational presentations using Microsoft Office, Visio, Project, START screens, Imaging, Access Database, and any other technology.
