2 About the Position Under the general direction of the Director of Information Technology and Infrastructure, the position performs complex and specialized work associated with building operations, maintenance and facility management services; collaborate in the development and administration of contracts and Memorandum of Understanding between the court and other entities related to facilities. The incumbent is expected to work with all levels of court management, judicial officers, the county and the Judicial Council of California (JCC) Staff to establish and maintain strong partnerships to meet court business, operating and judicial service requirements in a timely, efficient and high-quality manner. Work is broad in scope and requires judgment and a high degree of initiative and independence. About the Court It is the mission of the Superior Court of Santa Cruz County to preserve and protect the rights and ideals of society through the interpretation and enforcement of the law and provide equal access to justice through quality service to the community. It is also the mission of the court to treat all persons in the judicial system with dignity and respect. The Superior Court of Santa Cruz County has established a reputation as a leader in innovative court programs and as an organization committed to providing high-quality service to the public. The court consists of 12 judges, two commissioners, and approximately 130 employees, with an annual budget of more than 15 million dollars. There are three court locations in Santa Cruz County: the main courthouse near downtown Santa Cruz, Watsonville courthouse in downtown Watsonville, and the juvenile courthouse in the town of Felton. About Santa Cruz Santa Cruz County has 274,673 residents (2016) and is situated at the northern tip of Monterey Bay, 72 miles south of San Francisco, 43 miles north of Monterey, and 32 miles southwest of the Silicon Valley. Its natural beauty is present in the pristine beaches, lush redwood forests, and rich farmland. It has an ideal Mediterranean climate with low humidity and sunshine 300 days a year. There are four incorporated cities within Santa Cruz County. The City of Santa Cruz, with a population of 64,465 (2016), is the largest city in the county. Santa Cruz County is the gateway to the Monterey Bay National Marine Sanctuary, has 29 miles of beaches and includes six state parks and six state beaches. 3 activities (surfing; sailing; fishing; golfing; tennis; hiking; etc.) provide a wealth of leisure activities. Representative Duties Positions in this class may perform any or all the below listed duties. These should be interpreted as examples of the work and are not necessarily all-inclusive. 1. Serves as the court's project manager for major facilities projects performed on behalf of the court; work with JCC to develop criteria for prioritization of projects and preventive maintenance and emergency repairs. 2. Assists with the coordination of facility operations and maintenance including budgeting, planning and executing with county staff in shared-use facilities. 3. Required to be on call for any emergency situations and issues that may occur during normal business hours and after business hours, weekends and holidays. Coordinate all necessary repairs and services as required by each emergency situation and any other issue. 4. Prepares requests for proposals for outside services; manages the consultant/contractor selection process; negotiates contracts; plans, schedules and directs the work of contractors; review reports and specification reviews; evaluates and negotiates scope-of-work changes and timeline extensions. 5. Identifies, design, recommend, and implement standards, solutions, and policies for state of the art courtroom audio and visual (AV) systems. 6. Manage and maintain security, surveillance and access control systems 7. Consults with stakeholders on design and feasibility of proposed systems and modifications; analyzes client needs; identifies alternatives; estimates cost and timing of systems modifications, purchase, and installation; designs and participates in the development, modification, enhancement, and implementation of systems; develops, coordinates, and provides documentation, end user and staff training and orientation. 8. Makes policy recommendations to court management and serves as the principal manager of facility operations on operation and maintenance matters; operating and maintaining safe, secure and healthy court facilities, consistent with applicable codes, regulations, guidelines, and industry standard practices, and the safe handling of hazardous materials. 9. Coordinates projects or components of projects; acts as liaison between various entities and project stakeholders and ensure the work is conducted in a timely manner to meet contract and industry quality standards and prolong life of equipment and assets. 10. Maintains currency of continuity of operations plan, radiation program, court security plan and associated staff safety training. 11. Stays current with leading-edge technologies that could benefit the Court. 12. Attends and participates in a variety of meetings, seminars, and committees; maintains liaison with vendor representatives. 13. Provides general user support and escalation. 14. Incumbents may be responsible for assigning, monitoring and guiding the work of Technicians in a lead capacity. 3 Superior Court of Santa Cruz County Job Recruitment: Procurement Specialist

4 15. Completes other duties as assigned. The Requirements A bachelor s degree and/or field related certifications desired. Required five years of increasingly responsible experience designing, integrating and supporting infrastructure involving A/V, security, website management and facilities maintenance. Typical Qualifications Any combination of education, training and or/experience which substantially demonstrates the following knowledge, skills and abilities: Thorough knowledge of: Client management: Works with all court staff, statewide court facilities liaisons, service providers, and other JCC partners Managing planning, projects, resources, and other business applications; Negotiating and managing vendor and consultant contracts: Applicable federal, state, and local laws, codes, regulations, and/or ordinances; Organizing, prioritizing and monitoring multiple work activities to meet deadlines; Principles and practices of conflict resolution and negotiation; Building, HVAC, and safety systems and their functionality; Architectural plans, engineering diagrams and reports; VoIP telephony solutions Safety, Security and Surveillance solutions Principles, practices, and techniques, of technical problem resolution Web design, management and authoring Building infrastructure and business support A/V design and support General Office equipment Skill and Ability to Be a subject matter expert on datacenter and computer systems (servers, desktops, routers, switches), security, Court's critical systems Respond to and resolve problems impacting a variety of court wide infrastructure using discretion and judgement Perform project management including scheduling, developing critical paths, tracking, contingency planning Communicate effectively with all levels of management Be flexible and adaptable to continually changing demands or situations Prepare clear, concise, and accurate documentation Establish and maintain effective working relationships Be a strong team player with excellent customer service skills 4 Superior Court of Santa Cruz County Job Recruitment: Procurement Specialist

5 Working Conditions The work environment is professional, generally clean inside buildings with limited exposure to dust, fumes, odors, and noise. Incumbents will be working under sometimes difficult and stressful conditions, with frequent deadlines and expectation to produce highquality work under limited time constraints. The ability to work independently as well as closely with others is required. Compensation and Benefits The position of Infrastructure Administrator is classified as unrepresented salaried employment and is compensated according to the following annual pay range: $75, $95,097.60/Annually The Court offers a generous benefits package, which includes life insurance, a choice of health plans, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), paid holidays, and paid time off.
