1 Comparing Approved Reception Baselines The DfE s criteria, published in May 2014, set out clear guidance for the content, development and outcomes for the Reception Baseline assessment. In approving the six assessments, the DfE has judged each of them to have met these requirements. All approved Baselines link to the EYFS Framework and what is taught within it. Below the checklist (p.4-5), you will find a summary of the original DfE selection criteria which all approved Baselines have satisfied. The Baseline is not expected to cover every aspect of development in the Early Years Outcomes. Which aspects does it cover in depth? How is the Baseline administered? Which classroom practitioners can use the Baseline? How long does the assessment take to complete for each pupil? 1

2 What is the total time you will need to allocate to: - record keeping; - assessment; - training (in school); - training (out of school); - data entry? How useful is the reporting for: - your needs; - the individual child; - the reception class; - whole-school tracking? Does the Baseline provide information to support teaching and learning as well as meeting the DfE reporting requirements? What additional information, guidance and services are included that are of use to your school? Is it possible to export information from the Baseline so it can be used with whole school and other tracking systems? Does the Baseline support the early identification of areas of difficulty or possible SEN? 2

3 Is the assessment appropriate for the pupils in your care? (eg EAL, SEN) The cost will be met by the DfE in the first year. After that, current plans are for an amount to be added to the school budget. What is the total cost of the Baseline per year, including: - all training; - supply cover; - assessment platform; - paper records? 3

4 Reception baseline assessment: Summary of Department for Education Criteria Purpose of the baseline: To support the whole school accountability framework. How? The Reception baseline assessments will provide quantitative information to support schools initial assessments of children at the start of Reception. This will assist schools in tracking the progress each child makes during their journey through primary school. To make monitoring each child s progress throughout their school career possible, the baseline s outcomes must link to the Key Stage 1 assessments. Each baseline s relationship to Key Stage 1 will be reviewed by the DfE once children have reached the end of Year 2. Reception baselines with a poor relationship will be considered for removal from the approved list. Content The DfE stipulated that the content of each baseline assessment must be: Age-appropriate, and therefore suitable to support and measure the range of individual children s developmental stages Delivered in English. Content must be linked clearly to the learning and development requirements of the Early Years outcomes, in the areas of: Communication and Language Literacy Mathematics The baseline assessment must enable schools to demonstrate each child s progression towards the Key Stage 1 National Curriculum in English and maths. Accessibility Each baseline assessment must be: Accessible to the majority of children (99%) Adaptable for children with SEND Quality assurance Each provider must supply evidence of: 4

5 The assessment s validity. External monitoring to ensure quality control of results. Scoring The assessments must require objective, binary decisions to be made by the scorer. A scale score must be provided for the DfE, which should not be age adjusted. However, providers are free to include additional information in their reports that they feel will be useful for schools, which may include standard age scores. Scaled scores should reflect the full ability range across the Reception cohort. Reliability Providers must demonstrate that the data generated by the assessment is sufficiently replicable when different members of Early Years staff administer the baseline. Minimising bias Providers must demonstrate that the assessment does not unduly discriminate against sub-groups of the population such as gender, ethnicity, disability, etc. Security Providers must demonstrate how data and assessment materials will be kept secure and meet data protection requirements. Track record Providers must demonstrate that their teams have a proven track record in delivering assessments. 5
