Cicero Ave. Administrative Division Fax: Non-Emergency Public Works Tower Ave. Parks Maintenance Fax: Water Billing Services Recreational Services Matteson Ave Fax: HUMAN RESOURCE GENERALIST Human Resource Department Full-Time The Human Resource Generalist is responsible for performing a variety of complex administrative level, technical and professional duties in directing the personnel systems of the organization including classification, compensation, recruitment, employee relations, training, performance management, onboarding, policy implementation, employment law compliance and other duties detailed in the job description. Graduation from an accredited four-year college or university with a degree in Human Resource, Public Administration or closely related field of study. Five (5) years of Human Resource experience preferred. Qualified applicants must have knowledge and ability in preparing and administering Personnel budgets; Municipal budgets preferred. Ability to prepare and analyze comprehensive reports; ability to establish and maintain effective working relationships with Employees, Elected Officials, Labor Unions and General Public. The Human Resource Department is an essential department of the Village and operates Monday thru Friday 9:00 am - 5:00 pm, requiring additional hours and weekends if necessary. 2 VILLAGE OF MATTESON POSITION JOB DESCRIPTION Class Title: Human Resource Generalist Department: Human Resource Date: December 13, 2018 Status: Exempt GENERAL PURPOSE: The Human Resource Generalist is responsible for performing a variety of complex administrative level, technical and professional duties in directing the personnel systems of the organization including classification, compensation, recruitment, employee relations, training, performance management, on-boarding, policy implementation and employment law compliance. The Generalist works closely with management in supporting the Village Administrator with employee operational functions. SUPERVISION RECEIVED: Under the guidance of the Village Administrator SUPERVISION EXERCISED Exercises supervision directly or through subordinate supervisors when requested by the Village Administrator ESSENTIAL DUTIES AND RESPONSIBILITIES Provides Human Resource leadership, makes recommendations, coordinates department activities with other departments and agencies as needed. Prepares, assists in the implementation and maintains Employee Handbook, Personnel Policies, Plans and Procedures for all organization personnel. Assists with the preparation of the annual budget, assures effective and efficient use of personnel budgeted funds. Responsible for Recruiting, Interviewing, Recommending selection of employees and the On-boarding process to fill vacant positions. Prepares employee separation notices, conducts exit interviews and all related documentation. Maintains communication of records required by law, local governing bodies and other departments in the organization. Keeps record of personnel transactions such as new hires, promotions, transfers, performance reviews and terminations. Maintains, recommends and/or plans modifications of existing benefits programs and notifies employees and labor union representative of any changes. Assist and represents management in negotiating Collective Bargaining Agreements by gathering data and developing managements proposals for labor negotiators. Coordinates activities for the Fire and Police Commission MINIMUM QUALIFICATIONS A. Graduation from an accredited four-year college or university with a degree in Human Resource, Public Administration or closely related field of study. B. Five (5) years of Human Resource experience preferred C. Equivalent education and experience.

Knowledge and ability in preparing and administering Personnel budgets; and Municipal budgets preferred. B. Familiarity with recruitment of Police and Fire Commission preferred.
