General Summary of Function/Purpose of Position The Enterprise Program Management Office (PMO) Business Operational Integrator position provides oversight and alignment of projects which impact enterprise systems. This includes multiple complex technical systems which impact all assistance payment recipients and department enterprise staff throughout the state. The Enterprise PMO Business Operational Integrator requires a broad and diverse understanding of various subject areas including: DHHS assistance payment policy, DHHS field operations protocols, DTMB technical support capacity, and Business Integration Center protocols and operations. The Enterprise PMO Business Operational Integrator works with the PMO Ownership team, stakeholders, and vendors to oversee synchronization of changes which impact multiple PMO s

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 50 As recognized resource for the Enterprise Program Management systems, integrate business functions across program areas and systems. Ensure strategic vision alignment across PMO s by reviewing Enterprise Program Management system development documentation prepared by DTMB/Contractor staff; suggest and evaluate alternative designs and implementation methods Oversee synchronization of changes amongst interactive systems across PMO s Understand all business and technical dependencies within the Enterprise Program Management systems and have a basic understanding of all MDHHS system functionality to assess impacts Coordinate Enterprise Program Management systems work requests in consultation with DTMB/vendors and/or other departments, based on policy, State Legislation, Federal Regulations and operational needs. Conduct post-implementation reviews and impact analysis, recommend refinements, corrections or changes and evaluate effectiveness of implementation plan. Communicate information about Enterprise Program Management systems capabilities and limitations to other business integration staff to ensure alignment of changes across PMO s Participate in setting long range objectives for projects within the Enterprise Program Management PMO by analyzing the options and recommending the best alternatives so that specific objectives can be realized. Duty 2 General Summary: Percentage: 30 Program Planning and Procedure Development Research, evaluate and project the impact and scope of proposed, mandated or enacted laws, regulations or policy on Enterprise Program Management systems; recommend and prepare (as required) rationale on the impact on Enterprise Program Management systems for approval by administrative staff. Propose and present policies and/or procedures to improve program administration, enhance goal attainment and/or reduce program expenditure. Analyze Enterprise Program Management system conflicts or inconsistencies, evaluate alternative strategies with comparative analytical measures; formulate and recommend resolution to administrative staff. Chair and determine the correct composition of workgroups and/or committees required for strategic alignment meetings. Provide recommendation for and participate in workgroups required to gather information needed to evaluate the impact of proposed projects related to the development/enhancements of Enterprise Program Management systems.

3 Duty 3 General Summary: Percentage: 10 Analysis, review, and evaluation. Provide information about the Enterprise Program Management systems and software for use by management and other staff to project program expenditure. Analyze and evaluate interdepartmental clearance material of the Enterprise Program Management system and prepare recommendations and suggested revision on the proposal. Duty 4 General Summary: Percentage: 10 Other duties as assigned. Represent the Business Integration team at interdepartmental meetings or conferences for planning, implementation, training and evaluation. Initiate correspondence and provide consultation to management in response to verbal and written inquiries for the various program offices, other Bureaus in the Department, local office staff and the general public. 16. 4 25. What is the function of the work area and how does this position fit into that function? The Business Integration Center is responsible for aligning the Information Technology and Project Management Administration strategic plan with the Michigan Department of Health and Human Services (MDHHS) business strategy. This position is responsible for serving as the Enterprise Program Management Operational Integrator for the Enterprise PMO and ensures planned projects are in alignment with the strategic vision. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor s degree in any major. EXPERIECE: Departmental Analyst 12 Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service. KOWLEDGE, SKILLS, AD ABILITIES: It is imperative that the person in this position be able to blend an understanding of DHHS local office operations, system functionality, and public policy. CERTIFICATES, LICESES, REGISTRATIOS: Equivalent combinations of nonprofessional experience, identified by the appointing authority and approved by Civil Service that are represented by subclass codes, will be accepted for classified, professional experience equivalent to the P11-level and above. The nonprofessional experience must be related to departmental programs and services that provide the required knowledge, skills, and abilities.
