1 Growing Visions Catalogue of Services Program Description The Growing Visions program provides financial assistance to organizations to advance the development and growth of the agriculture, agrifood and agriproduct industries through wide strategic planning and governance. The focus of the program is to strengthen and advance the industry s organizational capacity with the objective of increasing industry long-term competitiveness and sustainability. This catalogue lists details on eligibility requirements, funding levels for professional/technical consultation fees and services available from Manitoba Agriculture, Food and Rural Development (MAFRD). The catalogue also lists the application and approval process. 1. Eligibility Requirements 1.1 Organizations should have a strategic initiative that will further the competitiveness of the Manitoba agriculture, agrifood and agriproduct sectors 1.2 Organizations must be in operation a minimum of one year prior to applying for funding to be eligible. 1.3 Organizations that are not incorporated have 90 days following the project start to become incorporated. 1.4 An organization assessment to determine the applicant s capacity is required. 1.5 Organizations representing any geographic region will be eligible. Preference will be given to provincial or joint applications that extend project reach. Projects must have a focus that addresses Manitoba priorities. 2. Professional/Technical Consultation Fees Funding Levels Costs for professional/technical consultation fees will be determined by the applicant using: 2.1 Growing Visions Service Catalogue for services required (see 3.0 in Catalogue) or 2.2 Submission of two proposals or quotations for consultant services*, applicants should identify their chosen proposal or quotation. The Program Administrator will review and approve prior to project start. If costs for a service exceed the amount listed in the catalogue, the catalogue value will be the maximum payable. If cost for service is less than the catalogue value, this amount will be used for payment. 2.3 Services not identified in the Catalogue require submission of two proposals or quotations for consultant services*, applicants should identify their chosen proposal or quotation. 1

2 2.4 The Program Administrator will review all proposals for consultants and approve the use of a consultant and identify the funding level prior to project start. The applicant may then enter into a service agreement with the appropriate, qualified consultant. * Professional/technical consultants must be registered with the Manitoba Companies Office and require the educational background and experience to provide support and expertise in areas including, but not inclusive of, employee and stakeholder engagement, strategic planning, executive coaching, facilitation, and change management. Consultants may also be registered with a relevant professional body and licensed for public practice. MAFRD will not maintain an official list of qualified professional/technical consultants. If the applicant requires assistance in finding an appropriate consultant, their MAFRD representative will work with them to identify potential candidates Scenario Organization A, is applying to Growing Visions to complete a facilitated strategic plan. The organization receives two quotations for service from consultants both for $15,000. The Growing Visions Service Catalogue states the maximum level for this service is $10,000. Therefore, the organization can apply for funding for $10,000 to complete a strategic plan. The organization will have to fund the additional $5,000 from other sources. 2

3 3. MAFRD Services If the applicant chooses a service listed below to be delivered by MAFRD staff they would not list a professional/technical consultant cost for this service in their application. Additional eligible expenses associated with the service should be calculated and recorded in the application. Refer to section 4 in the Growing Visions Terms and Conditions for the full list of eligible expenses. Descriptions for each service delivered by MAFRD are found on pages 4-6 in the Catalogue. 7 4.0 Application and Approval Process Before you submit your application, it is strongly recommended that you discuss your intended project with a MAFRD representative. MAFRD staff can answer program questions, determine required project components and complete the organization assessment with you. 1. Contact your local MAFRD GO Office to be assigned a MAFRD representative that will provide you with the organization assessment and discuss your project with you. 2. Complete your application in full and attach all required information and documents. Do not leave any areas of the application form blank. 3. Submit your application and supporting documents to your MAFRD representative. 4. Once all necessary information has been collected, all applications will be rated and ranked based on the merit of the proposed project and the project s potential to achieve the program objectives of increasing the market competitiveness of the sector. 5. If your application is approved, a dated approval letter will be issued to you. 6. Once you have received an approval letter, you may begin work and complete your project. 7. When you receive an approval letter, review the enclosed conditions of funding and contact your MAFRD representative for help in identifying these requirements if needed. 8. All eligible project costs must be incurred after the date on your approval letter. 9. As soon as a project milestone is complete, submit a claim and itemized receipts. Note that claims must be received on or before the claim deadlines indicated in your approval letter. 10. When all information for payment is received, payment will be sent to you. 11. An audit inspection of final work may occur before or after payment is received. Questions to ask yourself as you prepare your application Have you completed the organization assessment? Is your proposed project described fully and completely? Did you explain how the project will make the sector more competitive? Have you considered all expenses associated with the project? Have you itemized all deliverables and recorded timelines? 7

8 Application Forms Application forms are available at all MAFRD GO Offices and at Application Deadline Application intake will occur quarterly.
