General Summary of Function/Purpose of Position Coordinate statewide business processes for transportation systems operations, including Intelligent Transportation System (ITS) operations and the day-to-day operations of the Statewide Transportation Operations Center (STOC). Develop and implement, as directed by the Systems Operations Engineer, all STOC procedures. Provide project and contract management, and monitor schedules and budgets. Coordinate the development of statewide strategies for traffic operation safety and asset management. Provide data, support and analyses for system performance measurements. Create statewide alignment for DMS messaging, TOC procedures, and use of ITS technology for daily traffic operations. Manage the activities at the STOC in such a way as to support the MDOT Transportation System Management & Operations strategic plan.

2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 55 Coordinate, monitor, manage the STOC control room services contract, and coordinate day-to-day operations in the STOC, as directed by the Systems Operations Engineer. The STOC operations focus on incident management, traveler information and planned events. Coordinate TOC activities to focus on core functions of safety, mobility and economics. Coordinate, monitor, implement, evaluate appropriateness of current engineering and operational contracts, including the development of new projects and programs when applicable. Evaluate and assist with the determination of the funding needs for the STOC operating budget. Serve as liaison between MDOT and DTMB for STOC operations. Implement, evaluate, and monitor operational needs of the TOC (including hardware and software) and applicable contracts. Provide input to Region and TSC operations engineers on system operations issues needing to be addressed through various improvement projects that would positively impact ITS operations. Work with regions, TSCs, and statewide resource experts to improve STOC operations. Measure and report on relevant performance metrics. Ensure that all contract staff have the security credentials to access the building, use the state network and any other relevant software platforms to complete their work. Pursue and coordinate any facility modifications or updates to keep the work space of the STOC modernized. Oversee the daily operation of the US-23 ATM corridor. Work with the University region to improve process to implement effective corridor operations Duty 2 General Summary: Percentage: 15 Work with DTMB and the ITS Program office to develop and oversee the maintenance and enhancements for the software and associated technology support for a statewide system that controls ITS devices in the field for use by the Transportation Operations Centers. Act as MDOT project manager for managing the statewide ATMS contract. Work with DTMB to ensure that the services provided in the ATMS contract are delivered by the contractor and that contract needs are met. Work with various stakeholders including regions, TSCs, ITS Program Office, traffic signal operations, Traffic Incident Management, Communications and IT support staff to ensure stakeholder needs are addressed in the development of the tools necessary to provide accurate and efficient operations of our system. Submit and track status of Serena requests Lead bi-weekly stakeholder meetings to discuss ongoing initiatives associated with the ATMS contract. Make recommendations regarding new technology and processes that have the potential to improve traffic operations. Keep track of and approve all new user requests for ATMS Work with regions and DTMB to develop software modules and enhance those modules for safe and efficient operations of active traffic management corridors. Duty 3 General Summary: Percentage: 15 evelop statewide operation standards for communications, procedures, processes, and protocols. Work with stakeholders to ensure that DMS messaging used throughout the state is consistent and follows current guidelines. Keep the DMS Messaging Guidelines document up to date. Work with region, TSC and local agency staff on TOC issues. Coordinate with peers in other states. Research and provide recommendations on system improvement projects and technologies. Partner with MI-Drive web team to provide travel information to the traveling public. Coordinate traveler information efforts and improvement across the state by working with various stakeholders in all TOCs and regions. Coordinate STOC standard operating procedures and practices with other TOCs in the state. Work with the other TOCs to create alignment in the Standard Operating Procedures where practical. Respond to requests from other agencies or organizations regarding current state of practice for TOC and other TSMO related initiatives/activities on behalf of MDOT.

3 Duty 4 General Summary: Percentage: 10 Promote Innovation and new technology to promote accuracy and efficiency in real-time traffic operations. Work with signal operations staff to develop and support real-time traffic signal performance tracking, monitoring and operating Work with ITS program office and region/tsc staff to find innovative ways to implement new ITS technology to support operations Support connected vehicle technology implementation and develop new processes which use CV data sources to improve traffic operations Research and promote new and innovate ways to promote use of various data sources to improve public information dissemination. Encourage the use of new technology and updated procedures in ways that support the Transportation System Management & Operations (TSMO) Strategic Plan. Duty 5 General Summary: Percentage: 5 Other engineering support activities. Represent the department on national committees and pooled fund studies. Participate in cross training opportunities. Manage statewide research studies associated with TOC operations. Other engineering related duties as assigned by the section manager. 16. Prioritizing operations activities to ensure that the most mission critical activities are performed in a timely manner. Providing direction to staff and contract employees on day-to-day activities. Evaluating consultants and vendors. Decisions relative to engineering principles and practivces consistent with MDOT, FHWA, MIOSHA, and AASHTO standards and guidelines. 17. Describe the types of decisions that require the supervisor's review. When existing policy is unclear, or when changes or variances from existing MDOT policy, guidelines, or procedures are needed. When a decision may be required from the executive level, personnel matters, assistance in mitigating controversial matters, or revisions of specification or contractual matters. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Moving in and around an office setting, including sitting at a computer for long periods of time. Travel to projects and offices statewide. Traversing uneven terrain, including climbing up and down roadway slopes, transporting materials up to 25 lbs. Working in close proximity to traffic, including moving in and out of traffic. Climbing under bridges, wading in water as required. Statewide travel with occasional overnight stays is required. 19. 4 Yes 23. What are the essential functions of this position? Direct oversight of STOC operations, including contract management and coordination with region stakeholders. Oversight and coordination of stakeholder needs associated with ATMS software and other technology needed for control room operations. Measuring and reporting on various performance metrics. Working in a collaborative manner to develop consistency in statewide operations, and to develop new technologies to improve day-to-day operations on MDOT roadways. 24. Indicate specifically how the position's duties and responsibilities have changed since the position was last reviewed. ew position 25. What is the function of the work area and how does this position fit into that function? The Systems Operations work area is responsible for safe and efficient operations of the MDOT roadway system. This includes bottleneck analysis, signal operations, work zone safety and mobility, and traffic incident management. The STOC operations engineer oversees the daily operations of the real-time traffic operation center which is integral to implementing safe and efficient operations in all of these areas. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor of science degree in engineering. EXPERIECE: Transportation Engineering Licensed Specialist 13 Four years of professional experience equivalent to a Transportation Engineer, including two years equivalent to a Transportation Engineer P11 or one year equivalent to a Transportation Engineer 12 or Transportation Engineer Licensed 12. KOWLEDGE, SKILLS, AD ABILITIES: Ability to organize workload to accomplish highest priorities. Ability to communicate effectively. Ability to establish and maintain positive working relations with external stakeholders. Ability to maintain records, prepare reports and correspondence related to work. Ability to promote and maintain favorable public relations. Ability to continue to acquire knowledge on new subject matter relative to the position. Knowledge of MDOT standards, processes and procedures. Knowledge and experience in the application of traffic engineering principles. Knowledge of traffic signal operations, ITS device operations experience also preferred.
