General Summary of Function/Purpose of Position The responsibility of the signal operations specialist is to develop, implement, and manage a statewide program to proactively monitor, maintain, and optimize traffic signal operations in alignment with the MDOT and TSM&O Strategic Plans. This specialist will also provide expert technical advice/support to department management, internal and external customers/partners for a variety of highly complex traffic signal operations projects, studies, and analyses within a geographic area of the state. This position is directly responsible for developing and communicating statewide procedures and guidelines within the specialty area of traffic signal operations. This position serves as the technical liaison to staff, maintaining agencies, and industry to coordinate and implement best practices for the maintenance and operation of traffic signals. This position will evaluate and recommend process improvements for the signals unit supporting increased efficiency, as well as collaboration and alignment with other MDOT business areas.

Duty 1 General Summary: Percentage: 65 Develop, implement, and manage a statewide program to proactively monitor, maintain, and optimize traffic signal operations in alignment with the MDOT and TSM&O Strategic Plans. Formulate statewide procedures and practices for evaluating, monitoring, maintaining, and optimizing traffic signal systems. Evaluate, monitor, and optimize traffic signal systems using new technologies, data sources, computer modeling, and controller software. Develop, monitor, and maintain a dashboard of signal performance measures. Provide expert review, evaluation, and recommendations for the use of innovative technologies to actively monitor and adjust signal timings to optimize traffic signal systems. Prioritize corridors for equipment upgrades to better evaluate, monitor, and optimize traffic signal systems in coordination with local MDOT operations and maintenance personnel. Recommend and implement business process changes to transition from traditional optimization projects to real time active monitoring of traffic signal operations and maintenance. Implement equipment upgrades and retiming efforts in cooperation with local MDOT operations and maintenance personnel. Coordinate/integrate work activities, as needed, with other department Transportation Systems Management & Operations (TSM&O) business area goals/objectives (i.e., ITS Program Office Connected and Automated Vehicle initiatives, Transportation Operations Centers (TOCs), Integrated Corridor Management (ICM), etc.). Duty 2 Conduct highly complex special signal projects within a geographic area. Responsible in charge for traffic responsive and traffic adaptive studies and projects from feasibility study through field implementation and operation. Manage traffic operations projects from detailed scope development to approval of final deliverables and implementation. Initiate and lead meetings within the department and with developers, consultants, and local agency partners to communicate the department's procedures, guidelines, and results for highly complex traffic signal operations studies and analyses. egotiate with involved parties to arrive at project specific requirements that will support smart development without compromising department goals and standards. Provide expertise for highly complex traffic signal operations, studies, analyses, and projects. Pro-actively initiate and lead meetings utilizing teaming to maximize customer service. Ensure timely and accurate correspondence and meeting minutes are distributed for highly sensitive meetings. Recommend and implement new data fields and functionalities using the existing geographic database of signal systems. Oversee all signal operations studies, analyses, and plan reviews within a geographic area. Duty 3 Serve as technical liaison to staff, maintaining agencies, and the industry

3 Train internal and external partners and staff in the use of new data sources for evaluation and monitoring signal operations. Coordinate with maintaining agencies and IT personnel to leverage existing communications infrastructures. Collaborate with agency leaders in the area of signal operations to gather and implement best practices. Attend national/regional/statewide training, conferences, workshops, stakeholder meetings, etc. as it relates to the work. Duty 4 Evaluate and recommend process improvements for the signals unit supporting increased efficiency, as well as collaboration and alignment with other MDOT business areas. Evaluate and recommend process improvements for the efficient functioning of the Lansing Signals Unit including design, testing, installation, operation, and maintenance. This includes evaluation of alternative contracting methods, staff training, staff resources, etc. Oversee development of new signal related specifications as required to implement innovative technologies such as Connected Vehicle infrastructure and applications, complimentary ITS Technologies, signal performance monitoring, etc. Collaborate with MDOT ITS to incorporate connected and autonomous vehicle technologies into signal design, testing, installation, operation, and maintenance processes. This includes field hardware, vehicle-to-infrastructure (V2I) applications, communications infrastructure, central control systems, etc. Duty 5 General Summary: Percentage: 5 Other duties as assigned Other engineering related duties as assigned by the unit manager or section manager. 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. This position will make decisions about technologies to be recommended for use by MDOT to manage signal operations. These decisions will directly impact the future quality of transportation along signalized corridors. This position will be responsible for special signal operations projects and studies which are often high profile and have a direct impact on public perception of the quality of MDOT services. This position will independently conduct technical liaison meetings with staff, maintaining agencies, and industry partners providing signal operations expertise and recommendations which directly affect the quality of MDOT s transportation system. 17. Supervisor review is necessary for decisions that would establish precedence or would establish new policy or guidelines; Decisions that have potential for high impact to the public; Decisions that employ new innovative technologies; Decisions that will require funding for long term implementation. 18. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Work in an office environment, sitting at a desk and computer for 80% of the time requiring repetitive movement. Conducting on-site reviews for 20% of the time walking on rough, uneven terrain and working in adverse weather and in close proximity to high speed traffic. Standing, walking, and lifting up to 50 pounds. Statewide travel with occasional overnight stays is required. 19. This statewide specialist will provide expert technical advice/support to department management, internal and external customers/partners for a variety of highly complex traffic signal operations projects, studies, and analyses within a geographic area of the state. This position serves as the technical liaison to staff, maintaining agencies, and industry to coordinate and implement best practices for the maintenance and operation of traffic signals. This position will evaluate and recommend process improvements for the signals unit supporting increased efficiency, as well as collaboration and alignment with other MDOT business areas. 24. Indicate specifically how the position's duties and responsibilities have changed since the position was last reviewed. This will be replacing an existing vacant 14 Licensed Manager position, position code: EGLMGR3A63. The position is needed to better align the signals unit to meet MDOT and TSM&O strategic goals to more proactively manage signal operations and maintenance. Staff managing responsibilities have been transferred to a different position. 25. What is the function of the work area and how does this position fit into that function? This position provides engineering expertise for the function of the work unit which is to establish the standard application, design, and operation of electronic control devices and authorize their use on state highways for the purpose of improving travel time reliability, motorist safety, and operational efficiency. This specialist position will recommend and implement innovative technologies to monitor and achieve greater efficiencies in traffic signal operations according to the MDOT strategic plan and TSM&O Implementation and Strategic Plan. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor of science degree in engineering. EXPERIECE: Four years of professional experience equivalent to a Transportation Engineer, including two years equivalent to a Transportation Engineer P11 or one year equivalent to a Transportation Engineer 12 or Transportation Engineer Licensed 12. 5 Ability to plan, direct, and coordinate program and administrative activities of a complex, interrelated, and interdependent nature where unknowns and numerous contingency factors are involved. Ability to independently formulate policies, procedures, and guidelines relevant to program area based on information of a conceptual nature from varied and complex sources. Knowledge and technical skills to implement and manage a program to remotely monitor and optimize traffic signal operations. Ability to independently communicate and coordinate highly complex statewide signal operations initiatives with a diverse group of internal and external customers/partners. Project management skills required, including exploring innovative contracting methods.
