We are committed to the poor We value people We are stewards We are partners We are responsive We are Christian WORK CONTEXT/ BACKGROUND: is a child focused Christian humanitarian organization established in It s program aims to improve the well being of the poor especially children through sustainable development, humanitarian emergency affairs (HEA) and advocacy. WVI Nepal works in over11 districts across the country. WVI Nepal s strategic target is on the well-being of children, especially the most vulnerable. Programming is focused on maternal and child health and nutrition, education, livelihoods and child protection. Community resilience is also promoted throughout all programming. WVI Nepal works in partnership with community partners (e.g. mothers groups, school management committees, farmers groups); government partners (e.g. DDC, VDCs, DEO, DPHO), and Non-Government Organization (NGO) partners. The NGO partners are contracted to deliver some of the activities as part of the ADP. While WV takes primary responsibility for community relationships and social mobilization, NGOs are contracted for technical support and inputs. WV prioritizes working with NGO partners that are local to the Programme area. Key Position Information Job Title Position Reports To Position Location Position Purpose Lead Development Facilitator - Generalist Programme Coordinator Allocated Programme The purpose of the Lead Development Facilitator is to work in and among communities, developing an understanding of existing development initiatives, and serving as a catalyst and mobilizer of local partners. The Lead Development Facilitator aims to facilitate the emergence and strengthening of community-led initiatives to improve and sustain the well-being of children and their families. The incumbent is expected to be an active of the Area Development Program or Local Program Area (ADP/LPA) team to contribute to support CWB outcomes. This position will oversee 3-4 VDC project areas and the NGO staff that are working in those locations. This role should be focused on the output level of projects. Work with various stakeholders in a range of different development relationships towards the well-being of children in the communities. Communicate effectively World Vision s identity, mission, vision, values and our approach to work in ways that are contextually appropriate and clear. Ensure that dialogue includes whole communities inclusive of their diversity. Enable and facilitate networking and connections among local stakeholder groups and between local partners and others outside the area. (Local stakeholders groups may include formal and informal community-based organizations, local churches, other faithbased organizations, businesses, other NGOs and local government agencies). Actively search for new partners within and outside the community, identify how these partners can work together towards shared priorities for child well-being and initiate, develop and manage partnership arrangements with them. Work with NGO partners Development facilitators to facilitate an empowering approach to formation and ongoing capacity building of new and existing community organizations for holistic sustainable development (TD, HEA and Advocacy), including partnership with World Vision for project implementation where appropriate. Work with community partners to coordinate volunteers efforts to enable integration and synergy and prevent duplication and burn-out. Work with NGO partners Development facilitators to facilitate and mobilize local resources to contribute in projects cost sharing and sustainability efforts Actively participate and influence local bodies council meetings to address CWB outcomes Build the capacity of WVIN partner community groups and implementing partner organizations to maintain and monitor the effectiveness of their partnerships over time. 3 Build Partner Capacity Programme planning and implementation Working with technical specialists and subject matter experts Sponsorship facilitation (in and the work of various community partners resulting in the well-being of children. Encourage and enable communities to share and learn from their own experiences as part of confidence and capacity building. Facilitate in enhancing the understanding and capacity of community and implementing partners in the integration of disaster management approach in the development planning process Ensure that disaster preparedness and mitigation plans strengthen the resilience of communities for disasters and reduce disaster risks. Assist partners in local management of disasters Support communities to identify their strengths, needs and development aspects. Train Local NGO partners on appropriate skills and self-assessment methods to build their capacity for management of local initiatives to contribute in project goal and objectives. Work with Local NGO partners to facilitate community (including children and the marginalized) to participate in the gathering of, reflection upon and learning from local information. Document Capacity Building needs of partners with plans and progress to track their capacity enhancement in their respective areas. Support community partners and implementing partners to define monitoring process and indicators for mutual learning and accountability with WVIN in project implementation and capacity building. Build the capacity of WVIN community groups, and implementing partner organizations to deliver joint outcomes effectively. Actively support Programme Manager and collaborate with other programme and support staff in project planning, implementation, monitoring and reporting processes relevant to assigned areas. Provide intentional input in integrating disaster management and advocacy related issues in the project/programme planning process. Identify local level advocacy related issues and recommend ADP/LPA team to address pertinent issues collectively Ensure that gender analysis, environment, Christian commitment, disability and child protection are mainstreamed within WVIN initiatives in their assigned communities. Raise awareness and facilitate critical analysis of community issues and opportunities. Facilitate visioning and planning processes with community members and implementing partners, especially the most vulnerable, and within community based groups. Actively participate and contribute as an ADP/LPA team member in all areas, including feedback, reflection and learning. Actively collect good practices of the communities and share them with ADP/LPA team and local key stakeholders. Other responsibilities as reasonably assigned by programme coordinator Coordinate with other agencies and government institutions and incorporate best practices and issues in the planning and implementation. Ensure local bodies include CWB related agenda in their regular plans Help community partners to prioritize projects based on opportunity, needs and community capacities. Assist with DME of prioritized projects. Identify technical project and programme needs at appropriate times through the lifespan of the programme. Assist stakeholders and community partners to identify and mobilize community resources needed for project implementation. Ensure the project models, technical aspects are well understood with support from the area technical specialists and are applied in the field appropriately. Assist technical specialists and implementing partners to take complicated subjects and communicate them simply and practically. Facilitate community understanding of how to be active promoters of sponsorship and its possible development impacts. Facilitate community-led selection of registered children. Work closely with the Programme coordinator, Sponsorship Management Coordinator, sponsorship volunteers, registered children, their parents and community partners to maintain CS requirements with WV partnership standards Ensure RC are monitored well and necessary follow up actions are taken if necessary Ensure and promote projects contribute to RC and their families. Ensure Development Facilitators of LNGOs understand and apply knowledge in child monitoring and participation Support NGO and community partners to manage planned budgets in his/her working area(s). Verify and recommend local expenses incurred in the projects Analyze and recommend for appropriate budget preparation and expenditure review Support partners to maintain cost effectiveness and accountability of projects Comply with basic WVIN financial requirements Ensure local partners are aware and apply anti-corruption standards in the field Grow in spiritual maturity and understanding and practice of incarnation ministry. Develop strong understanding of local dynamics and how it affects development processes. Other responsibilities: While this job description is intended to be an accurate reflection of the duties involved in this position, WVIN reserves the right to add, remove or alter duties when necessary. The nature of the Lead Development Facilitator is likely to evolve over the length of the programme. In assessment and design stages there will be a significant focus on community and organizational analysis, understanding local contexts and working with others to identify how WVIN can make a contribution towards development. During implementation phases, the role will have a more heavy emphasis on monitoring, looking at how the work of implementing partners is contributing towards positive development. Being available to be deployed during emergency response within agreed period and geographical area(s).
