Position Overview Primary Function of Position Responsibilities To support and facilitate building development to enable Council to achieve its vision for our community of being a great place to live, visit and do business. This is achieved through providing exceptional customer service to developers, builders and other businesses in the local community, as well providing a service that ensures Council fulfills its legislative planning and building obligations. To facilitate building development in the district, and broader region by providing advice, guidance and education within the scope of appropriate legislation. To build and maintain effective relationships with developers, builders and other related businesses, and other Council customers. To work as part of an effective team to provide superb service that supports building development. To carry out processing and inspection activities that enable Council to fulfil its planning and building obligations.

Participation in educational initiatives and activities to facilitate development and support the local building industry, for example, running industry seminars. Responses are technically accurate so that Council and customers comply with legislation, as well as being based on best practice to support building development. Knowledge of building and related industry legislation and best practice is kept up to date through professional development, and industry networks. Responses are provided in a professional and timely manner that enhances Council s reputation in the local building community. Effective relationships are built and maintained with identified stakeholders to enable provision of a quality building development service. Professional responsiveness that enhances Councils reputation is displayed in all interactions with customers. Excellent communication and interpersonal skills are used to appropriately influence customer expectations and outcomes. Local networks are maxmised to promote

Effective teamwork that delivers quality service Building development activities that fulfil legislative obligations Effective planning and prioritisation of workloads as a team to ensure work is delivered within required timeframes, and to agreed service standards. Work is coordinated within the team to maximise and ensure best use of resources. Collaboration within the team allows sharing of knowledge to resolve technically complex issues. Opportunities for continuous improvement in service, processes and systems are identified to enhance service delivery and team effectiveness. Building visits and inspections are carried out to ensure Council fulfills its legislative obligations. Processing is completed accurately and within agreed timeframes. Rework is kept to a minimum. Follow up with customers occurs within agreed timeframes, to facilitate building development in the local district. Reporting is accurate and timely with all systems updated appropriately to enable quality service delivery. All work is carried out in accordance with Council s BCA Quality Assurance System (refer appendix 1 for Quality Assurance Policy) Health, Safety and Risk Ensures own and others safety at all times. Complies with policies, procedures and safe systems of work. Reports all incidents/accidents, including near misses, in a timely fashion. Actively participates in the hazard management and identification process. Escalates risk as per the Risk Management Policy. Other Duties Participate in, and lead, projects as required by the Planning & Building Manager. To act within legal boundaries and the Masterton District Council policies Any other relevant tasks as required by the Planning & Building Manager. Ensure that all records are maintained accurately and in accordance with legislation and Masterton District Council policy. Provide appropriate information in accordance with the Privacy Act, other relevant legislation and Masterton District Council policy.

4 Person Specification Education, Knowledge and Qualifications Technical knowledge of building and associated legislation, industry codes of practice and regulations. Experience in, or working knowledge of, the building industry and / or a related field for example, plumbing and drainage. Proven experience in undertaking building inspections and processing is preferable. A relevant qualification or willingness to complete a relevant qualification. Demonstrated understanding of Local Government and Building Consent Authority functions and requirements is desirable. Experience in running industry seminars or workshops is an advantage. Be able to work collaboratively to ensure service delivery is achieved across the team. Be adaptable to manage a number of tasks concurrently. Be comfortable working within set timeframes, whilst focusing on delivering quality service. Have the ability to foster strong industry relationships that enable the provision of information to facilitate building development. Performance Development Review An initial review of performance will be conducted after three months, with a performance development planning session annually thereafter. This is in the context of regular discussions and a no surprises annual review. Providing leadership and continuous improvement in its delivery of building compliance services, while complying with all relevant legislation. Making the process for applying and gaining a building consent as simple and as easy as possible while complying with all relevant legislation, and without compromising building quality and safety. Ensuring that all customers and cases are approached equally, professionally, and respectfully. Encouraging strong working relationships with customers, contractors, suppliers and statutory bodies. The BCA will achieve these objectives by: Ensuring that application processing is efficient, and that statutory timeframes are met. Ensuring that all application processing and inspection of building work is carried out by technically competent staff. Ensuring that building compliance decisions are based on sound reasons and are recorded appropriately. Ensuring technical resources and training are available for ongoing professional development and up-skilling. Investigating and, where appropriate, implementing proposals for improvements to policies, procedures and systems. Recognising conflicts of interest and ensuring they are managed appropriately. Monitoring the compliance of employees and contractors with the Quality Assurance System through regular internal auditing. Reviewing the Quality Assurance System on an annual basis
