1 POSITION DESCRIPTION OF THE POSITION Pacific Design, Monitoring, Evaluation and Learning (DMEL) Coordinator Agency Caritas Australia Position Type F/T 37.5 hrs per week Team International Programs Position Status Permanent Group Pacific Group Date of Approval Location Alexandria NSW Authorised by Salary Scale ACBC Grade 5 Position No. 15 May 2018 Senior Manager, People and Culture PURPOSE OF THE POSITION The Pacific Design, Monitoring and Evaluation (DMEL) Coordinator ensures Caritas Australia s work in the Pacific contributes to strong outcomes for the poorest and most marginalised by enhancing the effectiveness of Caritas Australia s development and humanitarian programs in the region. The Pacific DMEL Coordinator works closely with our staff and partners to support improved DMEL and impact reporting in alignment with Caritas Australia s Integral Human Development (IHD) Effectiveness Framework. The Pacific DMEL Coordinator also oversees our programming in the thematic area of Protection ensuring the development and implementation of effective programs in Child Protection and Ending Violence Against Women and Children (EVAWC) and implementation of the Pacific regional protection strategy. ORGANISATIONAL ENVIRONMENT Caritas Australia (CA) is the Catholic agency for international humanitarian relief and development in Australia. Through effective relationships with the Church, partners and communities in Africa, Asia, the Pacific and Australia, Caritas Australia helps to end poverty, promote justice and uphold dignity. Our programs promote the good of every person and of the whole person, regardless of peoples, religious, political or cultural beliefs. We envisage a world in which children, women and men most vulnerable to extreme poverty and injustice are agents of their own change and architects of their own development. Caritas Australia is an agency established under the Australian Catholic Bishops Conference. Our National Office is based in Sydney and we have offices in several capital cities throughout Australia. Almost half of our staff are based overseas. With significant demonstrated experience in Monitoring, Evaluation and Learning (MEL) the Pacific DMEL Coordinator will support the Pacific Group staff and local partners to strengthen program quality and effectiveness. In addition to this, the DMEL Coordinator leads the implementation of the Pacific regional protection strategy, ensuring mainstreaming of protection across all programs and partners.

2 For more information about Caritas Australia go to KEY ACCOUNTABILITIES 1. Lead the design process for programs in the Pacific in conjunction with Pacific staff, ensuring programs align with Caritas Australia s Integral Human Development (IHD) Effectiveness Framework. 2. Drive the improved effectiveness of Pacific programs by strengthening capacity of staff and partners in DMEL and reporting. 3. Facilitate improved impact reporting and enable the Pacific Group to better communicate the impact of our work in the region. 4. Oversee the Pacific Protection Program including responsibility for setting the direction for our work in protection in consultation with Pacific Group staff. 5. Assist in the development of tools and systems that are relevant to the Pacific context in relation to DMEL. 6. Facilitate learning and sharing of good practice within the Pacific Group, International Programs team and wider agency. 7. Enable the Pacific Group to strengthen its capacity to competitively tender for grants and resources based on strong, evidence-based and participatory programming. 8. Support and mentor in-country DMEL staff to produce timely, thorough reporting of Pacific programs. 9. Facilitate the coordination and finalising of Pacific submissions and reports to donors. 10. Actively participate in and contribute to joint stakeholder initiatives that focus on building DMEL and Protection capacity such as participation on the CA International Programs Protection Community of Practice and DMEL Working Group and relevant Australian Council for International Development (ACFID) Working Groups. KEY CHALLENGES 1. Supporting partners who have varied capacity and are geographically spread to strengthen the design, implementation and monitoring of programs with a focus on improved program outcomes and impact. 2. Producing accurate and timely reports that meet donor expectations with input from partners. 3. Managing a range of stakeholder relationships at times when telecommunications, power and transportation can be unreliable. Decision Making Decisions which are made by the Position Holder include: Determining day to day work priorities. Deciding the content of reports, submissions, policies, correspondence and briefs with limited direction from the supervisor. Deciding the content of advice and analysis provided to internal and external stakeholders in a cross cultural context. Taking ownership for work, being flexible and adaptable, and making suggestions for new policies or processes to improve business performance or address advertising issues. Decisions referred to, or made in collaboration with, a supervisor may include: Any decision that will substantially alter the outcomes or timeframe of a project.

3 Any strategic decision. Major policy issues or conflicts arising in the course of project and other duties. Matters requiring a higher delegated authority such as approval for expenditure and/or travel. Risk and Work Health and Safety The Position Holder must: Observe safe work practices in accordance with training and instruction provided and report any risk to her/his immediate supervisor. Risks arising in the workplace may relate to financial, site, task or safety issues and practices. Promote and implement work health and safety and risk mitigation processes in conjunction with her/his supervisor including identifying and reporting any hazards or safety issues within the workplace Comply with ACBC and Caritas Australia work health and safety practices and procedures Be aware of EEO and equity issues in international development as well as Caritas Australia. To ensure DMEL and Protection is understood by all CA staff and is mainstreamed across all CA Programs. To ensure that Pacific Group is implementing agreed systems and processes and is able to articulate change in line with the Integral Human Development (IHD) Effectiveness Framework. Actively participate in and contribute to joint stakeholder initiatives that focus on building DMEL and Protection capacity such as participation on the CA International Programs Protection Community of Practice and DMEL Working Group External Relationships WHO Pacific partners ACFID stakeholders and working groups as identified DFAT and other key donors WHY To support program implementation, identify and address challenges and ensure adequate and timely program reporting To ensure lessons learnt are being shared, current good practice is being incorporated into our programs and opportunities for joint work/collaboration are identified. To ensure Pacific staff understand reporting requirements and are able to meet these; and that feedback from donors on reports are incorporated into review processes.

Tertiary qualifications in international development or other relevant discipline. 2. At least 5 years experience working in the international development field with a strong focus on design, monitoring, evaluation and learning. 3. A strong understanding of the development context in the Pacific and experience working in the region. 4. Experience in a role managing programs in multiple countries with or through local church organisations. 5. Demonstrated experience of capacity building and mentoring of staff and local organisations, especially small and emergent organisations. 6. Experience in protection programming and compliance. 7. Highly developed verbal and written communication skills including experience in cross cultural communication. 8. Demonstrated skills in program planning and reporting as well as financial management. 9. Ability to travel internationally and domestically on a regular basis. 10. An understanding of and willingness to work within the Catholic ethos. Additional Information It would be helpful if the candidate has: An understanding of issues related to development and humanitarian response in the Pacific region. Familiarity with the Not-For-Profit and the Catholic sector Familiarity with the Australian Council for International Development (ACFID) Code of Conduct.
