1 Fiji Health Sector Support Program Consultancy for Community Health Worker End of Project Evaluation 1. Purpose Abt JTA, on behalf of the Fiji Health Sector Support Program (FHSSP), an Australian Government funded initiative, invites suitably qualified and experienced individuals or firms based either in Fiji or overseas to submit tenders to conduct an end of project evaluation of the community health worker (CHW) training program. 2. General information Tenderers must use the tender forms provided and must include all information specified in this request for tender (RFT) in their submission. Tenderers accept that their failure to provide all information may result in their submission being excluded from further consideration. 3. 2 Schedule G: Statement of Non-Compliance The tenderer must include all information specified in this RFT in their submission. The tenderer accepts that their failure to provide all information may result in their tender being excluded from further consideration. The tender may be regarded as non-conforming if it fails to conform to one of these conditions. Abt JTA reserves the right to seek clarification of a non-conforming tender. Abt JTA may at its absolute discretion assess or reject a non-conforming tender and will not enter into any correspondence or discussion about a decision to assess or reject a non-conforming tender. 5. Addenda At any time before the RFT close date Abt JTA may amend the RFT by issuing an addendum. Addenda will be published on the Abt JTA website. It is the tenderers responsibility to inform itself about any addenda issued, and the tenderer shall, by submitting a proposal, acknowledge and accept all addenda that were published. 6. Evaluation process Tenders will be evaluated on the basis of a technical and financial assessment in order to achieve the best value for money outcome. The following selection criteria and weighting will form the basis of tender assessment: (a) Tenderer experience & key personnel 50% (b) Approach & methodology 30% (c) Price 20% Abt JTA reserves the right to seek clarification of, and negotiate the terms included in, short-listed tenders after tenders close. These discussions will be documented and form part of the tender for evaluation purposes. Unsuccessful tenderers will have no redress against Abt JTA regardless of any addition or amendment to any tender submission in these circumstances. Abt JTA shall under no circumstance be bound or required to accept the lowest tender or any tender submitted in response to this RFT. On request, unsuccessful tenderers will be provided with brief written feedback regarding the selection procedure and the assessment of their tender to the successful tender submission. The decision of the evaluation panel is final, and the provision of feedback on the evaluation process is for purposes of courtesy and quality improvement only. No further correspondence will be entered into on the basis of this feedback. 7. Contract negotiations Following the selection of the preferred tenderer, Abt JTA may enter into negotiations with the preferred tenderer in respect of the scope of services and basis of payment of the contract. If the negotiations are successful, Abt JTA intends to enter into a contract with the preferred tenderer substantially in the form of the draft contract contained in Annex B of this RFT. The tenderer must in state where it will not agree to certain terms and conditions of the proposed draft contract via the Statement of Non-Compliance in Schedule G and provide reasons for their disagreement. Where no 2

3 such statement is included in the tender submission, it is understood that the tenderer accepts the terms and conditions attached, in the case that it is selected as preferred tenderer and following negotiations. 8. Tender costs All costs and expenses incurred by a tenderer in connection with this RFT, including but not limited to the costs associated with preparing and lodging a tender, responding to requests from Abt JTA and providing further information sought by Abt JTA, interviews or contract negotiations are the sole responsibility of the Tenderer. Abt JTA will not be, and is not liable for any lost profits, lost opportunity or other losses sustained by the Tenderer as a result of responding to this RFT. 9. Terms of reference The Fiji Health Sector Support Program (FHSSP) is a program of support to the Fiji Ministry of Health and Medical Services (MoHMS), funded by the Australian Government aid program and managed by Abt JTA. The goal of FHSSP is to remain engaged in the Fiji health sector by contributing to the MoHMS efforts to achieve its higher level strategic objectives in relation to infant mortality (MDG4), maternal mortality (MDG 5) and the prevention and management of diabetes as outlined in the MoHMS Strategic Plan. There are five key objectives for FHSSP: 1. To institutionalise a safe motherhood program at decentralised levels 2. To institutionalise a healthy child program throughout Fiji 3. To improve prevention and management of diabetes and cervical cancer 4. To strengthen primary health care through community health worker services 5. Targeted health systems strengthening The Program was designed as a five year AUD33 million program of support to the Fiji MoHMS to improve health outcomes in Fiji over the period Background There exists overwhelming evidence indicating the effectiveness of community-based interventions as a means to improve health outcomes. The crucial role that Community Health Workers (CHWs) can play in delivering these interventions and mobilising community resources is broadly recognised. In fact, the most effective CHWs are those positioned within communities that are fully engaged in the improvement of their own health, working in partnership with health system staff and linked in as part of the primary health care system. Fiji's network of community health workers, which has historically provided basic healthcare and referral services to the population, deteriorated over the past decade due to insufficient investment and oversight and CHW attrition. At the same time, people continue to move into urban and periurban areas, seeking health care services at the sub-divisional and divisional facilities, which may require a different approach to the CHW model in meeting the changing service delivery environment. As of 2010, when FHSSP was designed, the weakening of the CHW network was a 3

4 serious concern among both clinical and public health leadership in the MoHMS, who saw the network as a means of encouraging health-promoting and health-seeking behaviour in the population. In response, FHSSP, together with the MoHMS, trained over 1300 CHWs nationally in: 1) general core competencies; 2) promotion of safe motherhood, including the use of the safe motherhood flipchart to promote early ANC booking; 3) promotion of child health, and 4) general wellness promotion. Objectives of the evaluation With FHSSP ending in June 2016, the project is conducting a series of end of project evaluations to ensure proper handover of activities to the MoHMS and to make evidence-based recommendations on the appropriateness for continuing program interventions. This evaluation s objectives are: 1. To determine if the CHWs and zone nurses deemed the various trainings effective; 2. To solicit from CHWs and zone nurses if they deemed that trainings improved a) the CHW s ability to mobilize his/her community; and b) the link between CHWs and zone and subdivisional health nurses; 3. To determine if CHWs find the ANC flipchart useful in conveying safe motherhood messages to the community; and 4. To determine from a select group of community members if sessions CHWs prompted them to seek care either earlier or at all. 5. To solicit detailed experiences from 3-4 community members to demonstrate the continuum of care from point of contact with CHW to completion of services at a health facility. Data collection methodology All in depth interview and focus group discussions will be conducted in the Northern Division where the majority of activities were conducted. For objectives 1-3, the consultant(s) will conduct up to 20 in-depth interviews with CHWs; and in addition for objective 2, the consultant(s) will conduct up to 10 in-depth interviews with nurses. The consultant(s) will conduct two focus groups to collect data for objective 4: one with a male group of similar social standing and another with females of similar social standing1. Finally, if 3-4 focus group members are willing, the consultant(s) will record a detailed account of their experiences from point of contact with CHW to completion of services at a health facility. 11 COST PROPOSAL Schedule F Consulting services As an Australian Aid funded initiative, the FHSSP aligns with the DFAT Adviser Remuneration Framework (ARF). Where appropriate, the tenderer is required to provide cost information for key personnel with respect to the ARF. Further information on the ARF can be found at Any travel costs (if relevant) from their home base to conduct aspects of the Terms of Reference will be in accordance with FHSSP accommodation and per diem rates. Note: all local costs associated with holding meetings and/or consultation sessions with key stakeholders within Fiji will be paid directly by FHSSP or the MoHMS and do not need to be included in the cost proposal. Any assumptions made in developing the cost proposal should be listed. 13 Schedule G STATEMENT OF NON-COMPLIANCE 1.1 If tenderers are non-compliant with any clause of the RFT they must state their noncompliances according to the Table below 1.2 Responses must be in the order in which the clauses appear and refer to the relevant clause number, Annex or Attachment. 1.3 Tenderers are deemed to be compliant with all the clauses of the RFT, except where noncompliance is expressly stated in this Schedule. 1.4 Responses to the effect of partial compliance will be evaluated by FHSSP as noncompliance unless the tender details how the non-compliance is to be made good.
