1 Project Manager - Youth Empowement Project Location: [Africa] [Kenya] Town/City: Kisumu Category: Field Operations Job Title: Project Manager Youth Empowerment Project Reporting To: Regional Manager Providing supervision to: 2 Project Coordinators, 1 MEAL Officer and 1 Grant Accountant Work Location: Lake Region Project Area: Migori, Kisii, Nyamira, Homa Bay, Kisumu and Siaya Counties Purpose of the position Provide strategic leadership in project implementation and contribute towards effective youth engagement on social, economic and political affairs in the targeted Kisii, Nyamira, Migori, Homabay, Kisumu and Siaya counties. The project will be implemented through a consortium of World Vision Kenya, Undugu Society of Kenya, Transform Empowerment for Action Initiative (TEAM), Tembea Youth Centre for Sustainable Development, and Ecumenical Centre for Justice and Peace (ECJP) Major Responsibilities: Project Management, 40% Page 1/5

2 Provide overall leadership in project management and ensure that the projects ultimate, intermediate and immediate outcomes are achieved: this includes ensuring timely development and execution of Annual and Quarterly project work plans and budgets in alignment with the overall project outcomes and targets (as articulated in the Theory of Change and log frame) Provide leadership in the overall execution of the Partnership agreement with the Sub-grantees Ensure all project activities are implemented in adherence to technical standards, best practices and donor guidelines Manage project budget within approved spending levels and ensure accurate and timely progress and financial reports to WVK and the donor Ensure timely requisition of project funds from the donor in alignment to project work plan, budget and the partnership agreement Ensure timely disbursement of project funds to the sub-grantees in alignment to project work plan and partnership agreement Responsible for project staff performance management Lead in planning and execution of sub grantees capacity development Partnership Management, Engagements and Advocacy, 35%

3 Provide leadership in consortium management and strengthen relationships with all the sub-grantees and other project participants Lead all project related external engagements with Government agencies, donors, civil society organizations, the private sector and other relevant stakeholders; Ensure that the project team members join and effectively participate in relevant government-led sector and technical working groups in the project targeted counties Lead the development of policy briefs, budget briefs, position papers and petitions for use in influencing public policy decisions. Provide oversight to project staff and consortium members in their engagement in advocacy at the grass-root, county and national levels Support the linkage of local level advocacy to National level advocacy Project Monitoring, Reporting and Knowledge Management, 15% Provide guidance to the development of the project log-frame and project monitoring plan Provide leadership in identification of project monitoring priorities and ensure those priorities are reflected in the monitoring approach and tools Provide oversight in regular participatory project monitoring by staff, partners and beneficiaries Page 3/5

4 Ensure quality development and timely submission of project monthly management reports, quarterly and annual reports in adherence to reporting standards and donor guidelines Provide oversight to the establishment of effective knowledge management mechanisms including documentation and sharing of best practices lessons learned Resource Acquisition, 5% Support resource acquisition initiatives for project scale up as may be appropriate and ensure timely response to calls for Concepts and/or Proposals Any other duty 5% Qualifications: Education/Knowledge/Technical Skills and Experience: Bachelors degree or other advanced degree in Political Science, Social Sciences, Development Studies, Economics, Law or related field. Minimum of 6 years experience in project management; 5 years of which should be in project that promote Economic, Social and Political Rights, 4 years in Social Accountability and Grassroots advocacy Significant experience in engaging in public decision making processes at the national and county levels, including interacting with the Executive (Government

5 Powered by TCPDF ( ministries and Departments) and the Legislature Results orientated leader with performance based management knowledge who can manage and satisfy multiple and at times conflicting partnership and stakeholder demands Should have solid public relations and communication skills Should have excellent conflict management skills. Should have experience in supervising, training, mentoring and coaching staff. Must have outstanding oral and written communications and relationship skills, Must have excellent engagement, coordination and management skills and Must be willing to perform other duties as required.
