The consultancy is led by 3 senior partners whose combined experience covers long term involvement with Customs and trade in over 140 countries as well as employment within major international organisations such as the World Customs Organization, European Union, World Bank, United Nation, World Trade Organisation and International Monetary Fund. 3 A New Form of Help Why We Are Different After a considerable number of years experience working in Customs reform c21associates reached the conclusion that ministers and Customs senior managers required a higher and better quality of independent advice on how to modernise their Customs administrations. We provide that advice to governments and Customs senior managers and border managers to help them make the right choice for the development of a modern and competitive border management service based on their national priorities. We then help to tailor and source the exact development required. Many Customs advisory services and donor-led projects provide assistance at an operational level but fail to address policy and managerial support which are crucial to sustaining progress and development. c21associates can provide advice and support on all aspects of Customs reform including organisational development and managerial support which underpin any operational reform.

8 Key Personnel JOE KELLY An Irish national, committed to sustainable development. Joe has spent 34 years working in the public sector. Holding operational and managerial posts in Her Majesty s Revenue and Customs, he has worked on, and led, short-term and long-term tax and border development projects in over 80 Countries, extending his considerable experience in programme and change management, and assisting administrations to develop their own strategy and development capacity. He has provided consultancy on behalf of the World Bank, IMF, DFID, WTO, Eurocustoms and the EC. During his career he has undertaken secondments to the European Commission (DG TAXUD) and the World Customs Organization (WCO) where he was Deputy Director for Capacity Building, and responsible for the development and implementation of the WCO s capacity building strategy. JACQUELINE PENFOLD A British national, Jacqueline served in UK Customs for over 18 years, initially in the technical area and subsequently delivering and managing national and international enforcement training. Since becoming a consultant in 1997 she has been working mainly in Sub- Saharan Africa on Customs modernisation programmes which has included setting up Customs training schools in Moçambique and Angola. Jacqueline was the Customs Capacity Building Advisor to the Southern African Development Community (SADC) Secretariat based in Gaborone, Botswana, for 4 years, where she facilitated the development of a capacity building/training network across the 15 SADC Member States. Since working in Botswana she has carried out short-term assignments providing consultancy on capacity building and training issues for various revenue and Customs authorities, the IMF and projects funded by the World Bank. FRANCK LECOINDRE A French national, Franck is a WCO and SAFE accredited expert in capacity building and non-intrusive inspection systems deployment. He is a specialist in strategic planning, needs analysis, programme definition, procurement and operation and maintenance organisation. He has held senior positions in the scanner industry for 15 years and, since 2004, has assisted more than 50 countries with their border management improvements and technology acquisition. Employed by the WCO, he was responsible for the production of the organisation s non-intrusive inspection policy and guidelines. Having graduated in international trade, his professional experience provides him with the technological background and the Customs knowledge to provide comprehensive assistance to Customs administrations.
