Authorized Signature: Name (type or print): Title: 1.1 PURPOSE OF THE REQUEST FOR PROPOSAL South Carolina Public Charter School District (SCPCSD) is seeking the services of a qualified Payroll Service provider with expertise in outsourced payroll processing and related payroll services, including payroll, distribution of withholdings; and tax reporting for the district staff and ACA reporting for the district staff and employees of the district s schools. Qualified firms must provide all equipment and materials necessary for the completion of these services. The overall goal of this RFP is to procure comprehensive, reliable and timely, support that will promote the mission of SCPCSD in serving its schools and students. Please note: The most qualified responsive bidder will be awarded the contract, not necessarily the lowest bidder. 1

2 INSTRUCTIONS AND INFORMATION TO PROPOSERS 1. Please submit a comprehensive proposal for Payroll Services for the remainder of fiscal year and fiscal year Proposals will be received until noon on March 3, Please submit your proposal in the following order: a. Staffing b. Industry expertise and experience c. Demonstrated customer service quality and support d. Previous relevant experience e. Vendor strength and stability f. Account management g. Reporting capabilities h. Financial considerations 3. Award: The award will be given based upon the proposal that the COO/CFO and Superintendent determine best suits the needs of the District. 4. Termination: Subject to the provisions below, the contract may be terminated for any reason by the Superintendent with a sixty (60) day advance notice in writing to the firm. a. Termination for Convenience: In the event that this contract is terminated or cancelled upon request and for the convenience of the District without required sixty (60) days advance written notice, the District may negotiate reasonable termination costs, if applicable. b. Termination for Cause: Termination by the District for cause, default or negligence on the part of the firm shall be excluded from the foregoing provision, termination costs, if any, shall not apply. The sixty (60) days advance notice requirement is waived and the default provision in this bid shall apply. 5. Term/Option to Extend: The initial contract period shall be March 10, 2017 through June 30, 2018 with an option to renew for one (1) additional years if mutually agreed upon by both parties. Additionally, the award can be extended not to exceed five (5) years. 2

3 Scope of Services The purpose of this proposal invitation is to acquire Payroll Services for the South Carolina Public Charter School District. The District seeks to establish the best prices and services possible. 2 Response Contents and Format Please complete all sections of the RFP. If additional material is required for one or more questions, please label attachments clearly and reference them in your response. Your response to this RFP will serve as the basis for the consideration of your potential as a partner. 3 Information Requirements For the purposes of understanding more about your company and your ability to successfully fulfill this important South Carolina Public Charter School District requirement, please provide the information below as part of your response, clearly referencing each specific question. 3.1 Corporate Information 1. Give a brief overview of your organization s involvement in providing payroll services in the marketplace. 2. How long has the organization been in this business? 3. Indicate the number of employees in your organization. How many of those are dedicated to account management and/or technical support? 4. What differentiates your organization from your competitors? 5. Will you subcontract any components of the proposed solution to third party organizations? If so, please describe the components to be subcontracted and provide details of any agreement in place with the subcontracted firm/individuals as well as a summary of past work that you have successfully completed together. 6. Please describe any work you have done with public or private schools, school districts or related government bodies. 7. Please describe any work that you have done ensuring the privacy of personal information. 8. Please describe your organization s experience in fulfilling obligations under the Affordable Care Act (1095s). 9. Please provide details of three current customer accounts that are similar in scope and requirements to those of SCPCSD. 3.2 Proposed Approach and Solution 1. What services do you offer? 2. 4 3.3 Support 1. Describe fully your procedure for escalating support issues - technical support options, including the assistance request process, support hours, response times, staffing levels, staff expertise, and physical location of the help desk. 2. Please provide details on your standard reporting capabilities. 3. How many payroll clients and individuals do you serve? 4. What is the average tenure of your payroll customers? 5. Do you use your website as a mechanism to provide support to your clients? 6. Will we be assigned a single, dedicated Service Representative, or is it a Call Center with different representatives answering our questions? 7. Does the system allow for the importing of initial payroll data? 8. What types of payroll training to you offer customers? 9. What training materials do you provide? 10. What password authentication controls are utilized? 3.4 Financials 1. Describe the pricing model(s) that you typically employ for your standard services. 2. What is the standard unit pricing for each stand-alone module of the program: a. Payroll b. Employee Portal c. ACA forms and filing d. Any additional reports such as prior payrolls or customized reports 3. All responses must be received on or before close of business (5:00 pm ET) on the Proposals Due date indicated in the Key Dates table below. 7 Vendor Presentations Our intention is to hold presentations/demonstrations with one or more firms on the Presentations dates indicated in the Key Dates table below. The presentations will be held at a location to be determined by the SCPCSD and we will endeavor to provide the successful firms with as much advance notice as possible. 4

Further details can be provided upon request. SCPCSD currently has 20 staff and interns that work across the state for payroll purposes. The district has between 1300 and 1400 school employees for 1095 reporting (ACA), but not payroll. 10 No Obligation The submission of a proposal shall not in any manner oblige SCPCSD to enter into a contract or to be responsible for the costs incurred by your organization in responding to this request. 11 Agreement of Non-Disclosure This document is considered to be proprietary and shall not be disclosed to any other party. It is designed, developed and submitted to potential partners of SCPCSD solely for the benefit of SCPCSD. 12 No Guarantee SCPCSD makes no guarantee of future volumes and offers volume information for directional purposes only, to assist vendors with proposal preparation. Compensation: 1. Provide details of the estimated total work hours, travel hours and hourly rate for each staff classification, estimated out-of-pocket costs and the resulting all-inclusive maximum fee for which the requested work will be done. Charter schools are added to the District each year, so it is suggested that a fee for the District as it currently stands be submitted and any additional fees on a per school basis for new schools added to the District. Each of the added schools will have their own employees and most will require 1095 forms, but not payroll. Additional fees are for the complexity of adding new schools to the District as a sponsor. The fee must clearly describe the method of calculation. 2. List the average hourly rates by level of your firm s personnel. Adjustments may be negotiated for changes in South Carolina or federal requirements or for services in addition to the base audit. These adjustments may be invoiced at the average hourly rate proposed by the firm when approved by the Superintendent prior to performing services. 5

6 Additional Information to be provided: 1. Affirm the proposer does not discriminate in employment of persons based on the basis of race, color, creed, national origin, sex, age or physical handicap. 2. Affirm the proposer operates a drug-free workplace. The State of South Carolina has amended Title 44, code of Laws of South Carolina, 1976, relating to health, adding Chapter 107, so as to enact the Drug-Free Workplace Act (see Act No. 593, 1990 Acts and Joint Resolutions). By submission of a signed proposal, the proposer is certifying that they will comply with this Act (Section ). 3. Please identify any conflicts of interest or potential conflicts of interest that could impact your ability to perform the proposed services. Service All proposers are required to have an adequate service organization with service representatives for the geographical area for which the proposal is applicable. The service representative should be employed by the proposer or designated as an authorized representative on a full-time based and not as a subcontractor. Any expansion of services beyond the maximum fee must have the prior written approval of the Superintendent. 6
