1 WASH Coordinator_MoFA_WVB Location: [Asia & Pacific] [Bangladesh] Town/City: Dhaka Category: Education & Life Skills Job Type: Fixed term, Full-time Key Position Information Job Title WASH Coordinator Community WASH Improvement Project Position Reports To Project Manager for Community WASH Improvement Project Position Location Gowainghat ADP Office, Sylhet Position Purpose This position has overall responsibility for the coordination and management of all project activities and staff of a 36 month Action to improve public health situation in Gowainghat upazila under Sylhet S/he will have overall responsibility for ensuring that; the goals and outcomes of the Action are met, and that the Action is in line with the policies of WV and the Ministry of Foreign Affairs-MOFA, Japan. S/he will also have overall responsibility for the supervision of the technical and programmatic deliverables of the field team. This position will report to the Japanese Project Manager who will be based in Dhaka, S/he will represent the project in the Project Steering Committee led by the Project Manager. WASH Coordinator is responsible and accountable for the successful delivery of the goal and outcomes of the project and will regularly report progress in achieving them. S/he will also be responsible of managing the field level implementation of the

S/he will also lead Government liaison, Policy compliance, financial management, performance management, staff wellbeing, budget control, project performance monitoring, knowledge management, reporting, and evaluations. He/she will also establish & maintain liaison, networking with the relevant stakeholders within organization as well as outside organization necessary for their support, communication and sharing. Key Objectives of the Position Provide the overall technical and administrative management for the project and maintain accountability to the Japanese Project Manager and to WV in the field, including ensuring all reporting is delivered on time and is of high quality. Provide leadership in the startup, implementation and close out of the project achieving goal and outcomes of the project mobilizing staff, facilitators and other resources; while ensuring that donor and WVB reporting requirements. Work with the Japanese Project Manager based in Dhaka, lead on project learning across WVB and WVJ Build staff capacities in area of monitoring WASH project and support of project implementation. Perform other duties as may be assigned by the Project Manager and WVB The position is accountable for the following: Expected End Results Weight (%) Indicators Technical support for project management and overall leadership in managing project at field level Technical support to team on project interventions as per as per WASH guidelines 25% Facilitate to develop detail implementation guideline for WASH interventions aligning with Project design

Provide technical guidance to achieve project target with adequate coverage and appropriate programing Facilitate to develop effective community base/led participatory monitoring system with appropriate tools and checklist along with project team for monitoring WASH interventions. Ensure effective monitoring & supervision tools are developed and adopted to track the project activities efficiently. Implement the project with support of the project team. Established and maintained effective management tools, work plan management, procurement, budget management, quality assurance, beneficiary accountability, programmatic and financial reporting Ensured grant management compliance including all reporting. Management support provided to field team as well as consortium members Staff capacity building is done Staff performance management implemented Ensuring Design alignment Project designs are done in alignment with WV policy and guidelines 20% Yearly budget, details implementation plan, and operational strategy are in place and approved in line with WVB operations strategy and standard of MOFA. Check interventions /activities and give feedback for alignment with different documents, guideline, policy

5 etc. Regular/ Periodic meeting with the project staffs and Project Manager, Regional staff and give feedback for keeping the project as per design. Ensure accomplishment of at least 90% annual plan of the project. Baseline survey, project review and End evaluation reports are in place according to project design & the schedule. Responsible for completion of start-up activities, project phase out, transition or extension made according to project proposal Networking and advocacy Effective working relationship developed with stakeholders 15% Explore the potential partners aligning with WVB partnership guideline and make available those partners for existing program implementation or for upcoming new program. Ensure strategic relationship and partnership with relevant stakeholders & service providers as per designfor smooth operation of the project. Serve as a resource person for disseminating knowledge and skills to GO/NGO, ADP/WVB, partners and other institutions. Facilitate to identify the issues for local level advocacy as well as referred the issue for national level advocacy Interact, build and nurture effective working relationships & networking with relevant GO/NGOs mainly working with Health,nutrition & WASH issues in order to foster coordination, collaboration and partnership. 6 Effective capacity building of project on WASH related interventions 30% Identify knowledge and skill required for implementation of project activities for staff and facilitators. Assess the gap of the knowledge & skills of team members, community volunteers and facilitators usingtools and methods. Develop yearly capacity building plan for staffs and volunteers discussing with Project Manager, Regional specialist-health, Nutrition and WASH and Sr. ADP Managers. Supervise & monitor WASH facilitator, Capacity building of the WASH facilitator and Engineering facilitators as well as provide technical guidance Reporting and Documentation Ensured reporting and documentation 5 % Facilitate to Prepare data collection plan from data sources of WASH program and data validation for report preparation Preparation and submission of quality monthly/quarterly/annual technical reports and need based special reports to the Project Manager and Regional Office as well as MOFA through proper channel. Documented the case story & success story for future references. Update Project team members with updated information on water and sanitation Accept visit by Embassy of Japan and WVJ staff for monitoring and other external organization for information sharing and learning Professional and personal development 5% Page 6/10

Person Specification Education Civil Engineering/ Health degree /MPH/MSS/Relevant field Knowledge & Skills Clear Understanding on the project issues has to work on. Proven excellent leadership capacity in managing the staff and stakeholders Technically sound on water and sanitation, hygiene promotion approaches, community mobilization, working with stakeholders. Technically sound and hands on experience on community based WASH mgt. Ability to manage contractors

8 Knowledge on current development and emergence issues Good conceptual and practical skills to write project concept paper and design documents of the project. Good knowledge and skills in forecasting and budgeting Baseline survey, Evaluation and Monitoring process and tools. Desirable Good facilitation skill of Training, Seminar and Advocacy programs. Good communication and networking skill Good command in English & Bengali, both written and verbal Decision making and conflict resolution skills Competent in using MS Word, MS Excel and PowerPoint presentation Ability to work under stressful condition and adaptive to local culture and situation

9 Experience Minimum of 5 years working experiences on WASH program Work Environment Must be willing and able to work in the project area of Gowaighat area and need to work with the Project team 60 % desk oriented and 40% field oriented job.
