In order to be considered for application review and possible interview, please follow these instructions carefully: SUBSTATION TECHNICIAN I Public Utility District No. 1 of Whatcom County is seeking a Substation Technician I to perform operations and maintenance activities required for the District s electric substations and electric equipment associated with the District s water treatment plants. Requires working knowledge of substations including high and medium voltage equipment, transformers and switchgear. Must have the ability to operate controllers; program automated instruments such as variable frequency drives and; install electronic relays, instruments and controls for newly installed equipment such as transformers, pumps and programmable controllers. Person in this position participates in the development of electrical specifications for projects and bid documents and performs field supervision of District electrical contractors. Candidates must possess excellent communication skills and the ability to write routine reports and correspondence, and communicate clear and concise verbal instructions and information to coworkers, customers and the public. High school diploma or general education degree (GED) and successful completion of a Substation Technician, Wireman Apprenticeship or District-approved equivalent. A minimum of five (5) years experience on 115 kv substation operations and maintenance, practical experience in large electric motors (480 to 2400 Volt and 75 to 700 Hp) motor controls relay and control equipment, preferably with a transmission and distribution utility. Salary Range: $72,000 - $85,000 Position Type: FTE SUMMARY Responsible for operations and maintenance activities related to the District s electric utility system, including 115 kv substations and transmission lines. Perform installation, inspection, testing, and repair of substation equipment. In addition, perform maintenance work on electric facilities associated with the District s water utility systems, including treatment plants, and other District facilities. Must have the capability to perform essential duties and responsibilities, as described below. Supervision Received: Works under the general supervision of the Electric System Supervisor. Supervision Provided: None. Essential Duties and Responsibilities: Performs required periodic maintenance inspections of the District s electric and non-electric substation equipment and/or oversees contractors retained to perform such work. Maintains equipment maintenance records for all District electric and non-electric substation equipment. Works with Supervisory Control and Data Acquisition (SCADA) personnel to install electronic relays, instruments and controls for newly installed machines and equipment such as transformers, pumps and programmable controllers. Connects power supply conductors to machines and equipment, and connects conductors and wires between machines and equipment. Diagnoses malfunctioning apparatus such as load tap changer transformers, motors, relays, instruments, and SCADA equipment and replaces damaged or broken components, wires and conductors, as needed. Tests malfunctioning machinery and discusses malfunction with other maintenance workers, such as District water treatment plant operators, to diagnose malfunction. Replaces faulty electrical components associated with machines such as relays, switches, motors, and positions sensing actuators or devices. Diagnoses and repairs and/or recommends the replacement of faulty electronic components, such as printed circuit boards. Ability to operate controllers and to program automated instruments, such as variable frequency drives (VFD s) installed to operate automated machinery or equipment. Develops or assists with the development of electrical specifications for projects and bid documents. Performs field supervision of District electrical contractors. Interfaces with the District s electric customers personnel on electric power supply and other system issues. Must be available to supervise and/or work routine and non-routine shifts including nights, weekends, holidays and other periods as required. This includes rotating on-call schedules. 4 Qualifications: To perform this job successfully, an individual must be able to perform each essential duty as defined by the District. Education and/or Experience Language Skills: High school diploma or general education degree (GED); Successful completion of a Substation Technician, Wireman apprenticeship or District-approved equivalent; A minimum of 5 to 10 years of experience in 115 kv substation operations and maintenance, practical experience in large electric motors (480 to 4160 Volt and up to 700 Hp) motor controls, relays and control equipment; Or Any equivalent combination of education and experience directly related to or including the requirements and duties as outlined above. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Fluent in the English language with the ability to communicate clear and concise written and verbal instructions and information to coworkers, customers, contract services providers, and the public. Ability to write routine reports and correspondence, as well as communicate effectively while working with District customers and coworkers or while supervising contractors. Ability to effectively prepare and present general and technical information and respond to general and technical questions from the Electric System Supervisor, District s Commissioners, coworkers, customers, governmental agencies, vendors, and the general public. Ability to meet and work with the public effectively and courteously. Mathematical Skills: Ability to work with mathematical concepts and formulas, such as algebra and those that are specific to electrical theory; Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations, as well as apply probability and statistical inference, and use fundamentals of plane and solid geometry and trigonometry; Ability to define problems, collect data, establish facts, and draw valid conclusions; and Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and to be capable of managing several abstract and concrete concepts or issues. Reasoning Ability: Ability to read one-line drawings and confirm the layout of wiring and the ability to install wiring, and electrical apparatus in the substations or other District facilities; Ability to work from maps, blueprints, specifications and sketches, and comprehend and carry out work instructions; Ability to read and interpret one-line diagrams, three-line diagrams, schematics, and wiring diagrams; and Ability to judge appropriate inventory levels. 5 Other Skills and Abilities: Working knowledge of electric substations including high and medium voltage equipment, transformers, and switchgear. The ability to understand other District utility operations, including those systems consisting of pumps, electric motors, piping, and control systems and other equipment common to water treatment facilities; Competent level of understanding and/or the ability to learn and use a variety of computer software including MS Windows, MS Word, and MS Excel, as well as the District s Supervisory Control And Data Acquisition (SCADA) system (RSView, SCADAlarm software). Must possess competent typing skills; Ability to install rigid and flexible conduit and associated wiring; Working knowledge of protective relays (ANSI 27, 49, 50/51, 87); Ability to apply Power Factor correction using capacitor banks; Working understanding of relay coordination and fault current; Ability to interpret information from power quality meters; Working knowledge of the Federal and State occupational safety requirements and necessary safety precautions applicable for the safe operation and maintenance at the District s electric substations and water clarification plants; and Ability to understand mechanical, electrical, and hydraulic principles common to water treatment facilities. Certificates, Licenses, Registrations: Must possess a valid Washington State Driver s License with driving record free from serious or frequent violations. Must be able to obtain security and safety clearances required to gain access into certain Whatcom PUD customers facilities and electric substations, (i.e. Transportation Worker Identification Credentials - TWIC ). Equipment and Vehicles: The job requires the operation of test equipment relays, transformers, breakers, regulators and fault location and other miscellaneous electrical equipment. The job requires the use of computers and calculators. The job requires driving and operating vehicles, such as an automobile, pickup truck or van. Future work practices may necessitate the use of different equipment, vehicles and tools. Physical Demands The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the job. 6 Work Environment The work environment characteristics described herein are representative of those that an employee encounters while performing the essential functions of this job. The noise level in the work environment related to the water utility may be loud (greater than 50 db but less than 110 db), however there may be conditions when noise levels exceed these readings but are short in duration. While performing the duties of this job, the employee is frequently exposed to wet and/or humid conditions; medium to high voltage, moving mechanical parts; high, precarious places; outside weather conditions; risk of electrical shock; and vibration. The noise level in the work environment may require use of hearing protection. The work environment is occasionally stressful due to project deadlines and multiple requests. The noise level in the office environment is usually quiet. 7 Substation Technician 1 Benefit Package This position is considered non-union, non-exempt and is considered an at will position. Pay range: $ $40.46 hourly ($72,000 - $85,000 annually), depending on experience. The benefit package provided by the PUD is: Vacation Leave: Time off with pay is available to eligible employees to provide opportunities for rest, relaxation, and personal pursuits. The amount of paid vacation time employees receive each year is based upon date of hire and increases with the length of their employment as shown in the following schedule. Sick leave benefits are based on prorated benefit eligibility. Floaters (in lieu of holidays) Employees shall receive a maximum of 12 days (96 hours) floating paid holidays per calendar year accrued at a rate of 8 hours per month based on prorated benefit eligibility. Healthcare Currently, the PUD pays premiums includes medical, dental and vision for employee and dependents. Retirement Employees are eligible to participate in an optional 457k deferred compensation program consistent with all state and federal regulations, and receives District contribution in lieu of the District s contribution to the Washington Public Employees Retirement System (PERS). Such benefit shall be set annually by the Commission and is currently set at 8.2% of the employee s base salary. The District does not have matching contributions.
