1 POLICE STAFF JOB DESCRIPTION SECTION ONE JOB TITLE Training Quality Assurance Coordinator REPORTS TO Training Quality Assurance Manager REF NO R197/18 DIVISION/DEPARTMENT People and Development WORK LOCATION Scottish Police College, Tulliallan GRADE Band G SECTION TWO JOB PURPOSE To manage implementation and evaluation of quality assurance policies and processes across all training and education provision, in support of the National Framework for Quality Assurance in Training. To provide expert advice and guidance on matters pertaining to quality assurance and to oversee service provision and processes which ensure continuous improvement, best value and support SCQF credit rating and accreditation/validation of educational products. SECTION THREE ACCOUNTABILITIES AND MAIN RESPONSIBILITIES To manage, implement and evaluate national QA systems and processes which : 1. Ensure consistent application of the National Framework for Quality Assurance across Police training in Scotland. 2. Support continued enhancement of the quality of all educational products and services. 3. Support the continued recognition and development of credit rating body status under the Scottish Credit and Qualifications Framework (SCQF), and SQA Approved Centre Status, and awarding of credit/qualifications on behalf thereof.

2 4. Support the QA requirements of relevant HE partners and awarding bodies, and ensure appropriate processes are established nationally to support the awarding of qualifications. 5. Provide for detailed research and effective management information in relation to the evaluation of effectiveness of all educational products. 6. Support the accreditation and validation of educational products. 7. To develop and manage a virtual library of QA approved programmes of learning and quality assurance records/information management systems. 8. To provide expert advice and guidance on all matters relating to Quality Assurance, credit rating, validation and accreditation of police training in Scotland. 9. To manage a team of professional staff, ensuring continued capacity to meet demands and levels of service. 10. To co-ordinate and manage processes of credit rating of educational products and maintain accurate records/documentation/audit trails. 11. To manage the allocation of projects/tasks/responsibilities including quality audit/annual reporting schedules and ensure timeous completion of individual/team tasks. 12. To monitor and evaluate the effectiveness of QA processes, ensuring continuous improvement. 13. Lead projects which support continuous improvement of educational products and services in line with local and national operational needs. The above list is illustrative, not exhaustive. Accordingly, there may be a requirement t undertake additional duties, consistent with the grade of the post, as directed by management. SECTION FOUR 1. WORKING ENVIRONMENT The post is office based working predominantly from the Scottish Police College or a local training department, in addition to requiring to travel to other locations.

3 2. PHYSICAL COORDINATION Travel throughout Scotland will be required on a regular basis, with occasional travel outwith Scotland. It would be of benefit if the jobholder was able to drive. However, where this is not possible reasonable adjustments could be incorporated where necessary. Effective keyboarding skills will be required. 3. PHYSICAL EFFORT No significant physical effort is required beyond normal office based activities. 4. MENTAL SKILLS This role will operate within a complex, dynamic environment tackling issues of a strategic/tactical nature. The post holder will be required to understand and collate information and respond to changing demands from all aspects of operational policing, at both a local and a national level. This role will develop, review and implement relevant policies and standard operating procedures. 5. CONCENTRATION The post holder will be required to manage multiple tasks across a variety of workstreams, requiring careful planning and forethought and consideration to strategic and tactical implications. 6. COMMUNICATION SKILLS Significant negotiating and influencing skills will be required at senior and middle management level and with business area managers. The post holder will require to engage with multiple internal stakeholders and external partners/agencies and as such requires highly effective communication and interpersonal skills. In delivering organisational change the post holder will require conflict resolution skills.

4 7. DEALING WITH RELATIONSHIPS The postholder will not be expected to come into contact with demanding, abusive or aggressive individuals, as part of the normal working routine. The post holder will require to engage with multiple internal stakeholders and external partners/agencies and as such requires effective relationship management skills. The post holder will require to develop effective working relationships with others, striking a balance between an advisory and authoritative role. 8. RESPONSIBILITY FOR EMPLOYEES The post holder will be jointly responsible for scheduling, tasking and managing the activities of a team of 10 professional and admin staff, including formal performance management and appraisal. The post holder will routinely manage several short life project teams. The post holder will also require to engage and liaise with other personnel line managed through other business areas within Training, Leadership and Development who undertake the role of local Quality Assurance Agents. 9. RESPONSIBILITY FOR SERVICES TO OTHERS The post holder will directly manage and co-ordinate processes of quality assurance, accreditation, validation and credit rating of educational products and services provided by the Training, Leadership and Development function. The post holder will be responsible for managing and ensuring the application of processes which demonstrate the impact, value and business benefits of all training and educational products. 10. RESPONSIBILITY FOR FINANCIAL RESOURCES No formal financial responsibility.

RESPONSIBILITY FOR PHYSICAL AND INFORMATION RESOURCES The post holder will be responsible for the development and maintenance of information and records systems which facilitates effective quality assurance management together with provision of accurate records pertaining to quality assurance, credit rating, accreditation and validation of educational products. The post holder will be responsible for the development and maintenance of a virtual library of quality assured training and educational products. 12. INITIATIVE AND INDEPENDENCE The post holder will have scope to exercise initiative and independence in the application, development and enhancement of quality assurance policies, processes and procedures. As a key authority on relevant specialist technical matters the post holder will provide expert advice and guidance to stakeholder and business areas/partners. 13. KNOWLEDGE The post holder requires a detailed level of knowledge and experience in applying best practice and industry standards in the quality assurance of educational services. The post holder requires a detailed knowledge and experience of the principles and requirements of the credit rating of learning provision, and the wider Scottish Credit and Qualifications Framework. The post holder requires a detailed knowledge of relevant Awarding Body/FE/HE partner quality assurance and systems verification requirements and the nature/structure of relevant qualifications systems. The post holder requires a Degree level qualification (SCQF level 9) or above in a related technical discipline or a combination of qualifications and relevant experience. ADDITIONAL INFORMATION This full time post is permanent and requires Standard Recruitment Vetting. You will work 35 hours per week, Monday to Friday 9am 5pm.
