1 Location: Terms of Reference Consultancy: Communication Expert Port Moresby, and Buka, Autonomous Region of Bougainville, Papua New Guinea Individual Contract (IC) English Type of Contract: Languages Required: Starting Date: st February, 207 Duration of Initial Contract: months, starting on February 207 Background The United Nations Development Programme (UNDP) has had a long and proud history in Papua New Guinea (PNG), working in all areas of development over the last 30 years, since the first UNDP office opened in PNG in 98. With the support of the Government, and partners and donors, UNDP has forged strong bonds and built successful working relationships in all PNG provinces. Despite vast natural and mineral wealth, PNG faces many development challenges that impact on the daily lives of the population. In 203, PNG was ranked 87 on the Human Development Index. It is estimated that 40 per cent of the population lives on less than one dollar per day, with a gross national income per capita of $2,227, that 75 per cent of households depend on subsistence agriculture. Life expectancy is 6.6 years and 25 per cent of children never go to school (2% male, 29% female). UNDP works to improve the state s ability to deliver public services to its people, and in doing so, plays a vital role in helping to achieve the Millennium Development Goals (MDGs) by raising the standard of living and protect human rights for all Papua New Guineans. UNDP gives practical support to the government's efforts to become more efficient, effective, equitable and accountable. It attempts to foster greater participation in democratic and civil society and helps the government encourage private sector growth that makes use of the country's natural resources in a sustainable manner. UNDP has continually expanded its work in PNG and today focuses on two areas: () Democratic Governance for Equitable Development, and (2) Environment, Climate Change and Disaster Risk Management. 2 Communicating UNDP s mandate, support activities and results are crucial to enhance the awareness of the Government and the general public of Papua New Guinea, development partners and donors, as well as the global network of UNDP. This will enhance UNDP s reputation, public perception, credibility and trust, and will provide the basis for resource mobilization. Objectives: This consultancy will provide communications support to immediately help the office formulate and disseminate more and better information. Under the guidance of the Resident Representative and Deputy Resident Representative and direct supervision of the Head of Programme, the Communications Consultant will develop UNDP-CO s communications strategy, and communication products to promote UNDP s work in PNG. The Communications Consultant will work closely with all UNDP projects, the UN Communications Group and the Resident Coordinators Office, as well as in consultation with Government officials, media, donors and civil societies. Expected Key Deliverables:. Develop a strategy for external communications and outreach Assess communications needs and priorities for the UNDP CO; Develop a communications and outreach strategy for the UNDP CO (in line with the UNDP's corporate communications strategy); Support UNDP CO s outreach activities such as roundtables, panel discussions, and joint events; and Develop contacts with government officials, NGOs, journalists and other key stakeholders and identify targets of opportunity and methods to communicate with these agencies/institutions; and 2. Develop communication products, including the update of the UNDP Country Office website and other communications vehicles, including social media Maintain and regularly update UNDP PNG web site; Prepare web content and newsletters for various UNDP programs/projects in PNG; and Develop and disseminate advocacy materials pertaining to UNDP s work in PNG. 3. Initiate partnerships between the UNDP Country Office and the media, as well as other relevant partners. Develop and maintain media contacts and list. Design and maintain outreach list and maintain contact with key stakeholders; Page 2 of 7

3 Draft and distribute media advisories, news releases and other materials and design and organize media events, as appropriate, to promote activities of the UNDP, CO; and Provide effective and timely responses to public information inquiries 4. Supports efforts in SDGs communication/advocacy and raise awareness among a wide spectrum of the populations and stakeholders Support UN/UNDP communication activities around SDGs such as the national radio series, newsletters and outreach activities to academia, civil servants, youth-based organizations and others; Support the implementation of the SDGs roadmap particularly around communications and provide necessary support to the Department of National Planning and Monitoring (DNPM) in their efforts towards SDGs localization; and Engage with and make necessary contributions to the SDGs, Population and Aid Effectiveness (SPA) Task Team (the UN interagency working group and the interim UN SDGs task team); 5. Perform any other tasks as asked by senior management/supervisor Payment is based on results from achieving Deliverables Payment: Upon quarterly submission of Certificate of Payment and monthly progress report 9.09 % of total fees Resources Provided UNDP will provide the workstation in the UNDP Office with internet connectivity. Education and experience Master s Degree in journalism or other related field; 7 years of work experience in the field of media relations, journalism or/and communication; Proven ability to shape messages and stories for media placement and proven track record of success in garnering earned media required; Multimedia production skills an asset; Page 3 of 7

4 Strong inter and intra personal skills for all forms of communication; Commitment to team work and be able to work in a multi discipline/cultural environment; Outstanding communication, networking and negotiation skills; Excellent computer skills and experience in preparing and maintaining website materials; Demonstrated ability to work with minimum supervision, be dynamic, proactive and creative; Understanding of key human development issues; Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability; Builds strong relationships with internal and external actors; Demonstrates openness to change and ability to manage complexities; and Responds positively to critical feedback and differing points of view. Evaluation Cumulative analysis The proposals will be evaluated using the cumulative analysis method with a split 70% technical and 30% financial scoring. The proposal with the highest cumulative scoring will be awarded the contract. Applications will be evaluated technically and points are attributed based on how well the proposal meets the requirements of the Terms of Reference using the guidelines detailed in the table below: When using this weighted scoring method, the award of the contract may be made to the individual consultant whose offer has been evaluated and determined as: a) Responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weighting; 70% * Financial Criteria weighting; 30% Only candidates obtaining a minimum of 49 points in the Technical Evaluation would be considered for the Financial Evaluation. 6 Documents to be included when submitting Consultancy Proposals The following documents may be requested; a) Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP; b) Signed P, indicating all past experience from similar projects, as well as the contact details ( and telephone number) of the Candidate and at least three (3) professional references; c) Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. The financial proposal must be submitted separately from other documents. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. Lump sum contracts The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, living expenses, and number of anticipated working days). Travel; All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. Page 6 of 7
