1 Neogov Online Hiring Center (OHC) Requisition Transaction-Not from Eligible List: Summary: To process a hire or any employment transaction in Neogov, an application is required in order to create a profile for the candidate and to ensure their application can be reviewed during the approval step of the Hire. The following process will be used when a department is requesting a hire or movement transaction that does not require a candidate to have been referred from an eligible list. Below is a list of transactions types that may be submitted using this process. NOTE: Applicable PMR and MOU regulations still apply. Appoint - From Temporary Appoint - Temporary Upgrade Demotion - Voluntary Hire - Direct Appointment Hire - Not from Eligible List Promotion - Deep Class Reassignment Promotion - Flexibly Staffed Promotion - Not from Eligible List Promotion - Reclassify without Examination Rehire - Direct Appointment Rehire - Not From Eligible List Rehire - Rescind Retirement Rehire - Rescind Termination Transfer - Transfer Not From List 1. For all hire and movement transactions that require an application but do not require the candidate to have been referred from the eligible list, the department will first instruct the candidate to apply using the below link: Below is sample language that can be sent to instruct the candidate to apply: 1

2 2. When the selected candidate has applied, create a requisition in Neogov. *Be sure to include the candidate s First and Last name as well as the Transfer/Bid number if applicable. Fields: Requisition #: This number will be assigned by the system once the requisition has been saved and submitted for approval. *Department/Division: Select the applicable Department or Division. (Most departments do not have divisions set up in the system.) *Class Spec: Select the class specification for the position. You can find the class spec by typing in the name, job code, or by clicking the magnifying glass. NOTE: Always input the information for the class and position that they will be going into. *Working Title: The working title should always match the Class Spec. Desired Start Date: Enter a realistic desired start date. *Hiring Manager: Select the Hiring Manager(s) that should have access to the requisition. You can find hiring managers by tying in the name of the user or by clicking the magnifying glass. 2

3 NOTE- Hiring Manager is a Neogov User Role with specific permissions assigned by the department, not an official title or position. *Job Type: Select the Job Type of the position. This will typically be Full-Time unless the recruitment is for another specific job type. *List Type: Select Regular *Number of Vacancies: Enter the number of employment transactions that will be used on this requisition. *Request Type: Select Transaction: Not from Eligible List *Eligible List Types: Select Not from Eligible List Subject Matter Expert Name and Contact: Skip this field. Advertising, Outreach, and Mailing Lists: Skip this field. Life of Eligible List: Skip this field. Transfer/Bid Number: Enter the Transfer or Bid Number if applicable. *Candidate Name: Enter the name of the candidate who has applied and should be referred to this requisition. *Certification Rule: Select rule of 1. *Position Number(s): Enter position number(s) *Merit Status: Choose the appropriate Merit Status of the classification. *Union: Select the appropriate Union Representation option. *Location: Select the primary city for the position(s). (Multiple cities can be selected) *Shift: Select the standard shift for the position(s). (Multiple cities can be selected) *Employment Type: Select the Employment Type of the position. (This field duplicative of Job Type but the information is used in separate parts of the system.) *Finance System Budget Unit Number: Enter the appropriate number(s) for the Position(s). *Org. Number: Enter the appropriate number(s) for the Position(s). *Agency Number: Enter the numeric agency number for your department. (I.E. Human Resources=05) 3

4 If part time, how many hours?: Only enter the standard number of hours if the position(s) are part-time. *Request eligibles to contact us for appointment?: Select No. *Department Contact (Name, Phone#): Provide a contact name and number for the Technician or candidate to contact. Special Certification Requested (Type): Skip this field. Position Details: Leave this field as No. DO NOT select Add Position Detail Comment: Add any applicable comments or notes for review by approvers or HR. 3. Click Save & Continue to Next Step in the upper right hand corner of the page. 4. The default approval workflow set up for your department will pre-populate. Additional approval steps may be added but the requisition must be approved by the Department Personnel and the HR Technician before it can be processed. 5. To add a step, click the Add Approval Group box, choose the approval group and select the appropriate approver(s). 6. During hiring freezes, you must add the CAO approval step after departmental personnel and before the HR Staff Review step. To reorder the approvals, simply click on the 6 dots to drag and drop. 7. Click Save & Continue to Next Step 8. Attach any supporting documentation or information that may be necessary. 9. Click Save & Submit 10. When all approvals have been completed, the HR technician will process the request. If the candidate has applied, the Technician will approve the requisition and refer the candidate. -If the candidate has not applied, the Technician will deny the requisition and send it back to the previous approval step. It is important to ensure that the candidate has applied before the requisition is submitted. 11. Once the candidate is referred, a departmental user will change the candidate s status to Hired and complete the Personnel Action Form (PAF). When completing the form, be sure to attach any supporting documentation that needs to be submitted such as memos, justification for higher step, or a copy of the posted bid for Bid/Transfers. 12. Approval Workflow: Reference the Default Approval Workflows guide for details. -If the transaction is for a temporary upgrade or if there is currently a hiring freeze in place, CAO Approval must be added to the approval path directly after HR Approval. A memo must also be attached to the PAF for CAO to review. 4

5 13. After all the steps have been approved and the hire has been entered, the assigned HR Technician will authorize the hire in NEOGOV and close the transaction. End of Process 5
