1 Terms of Reference (TOR) Technical and Program Coordination of iwomen-inspiring Women Mobile App Phase II LOCATION: APPLICATION DEADLINE: 6 June 2016 TYPE OF CONTRACT: Post Level: Languages required: Duration of Contract: Yangon, Myanmar (with domestic travel, including to remote areas) Individual Contract (IC) International Consultant English 100 working days over 6 months (expected starting date June 2016 through December 2016) Agency/Project Name: UNDP Myanmar, Pillar 3 Democratic Governance Programme, Rule of Law and Access to Justice Output & Pillar 1 Local Governance Programme, Civil Society and Media Output 1) Background and Project Description UNDP in Myanmar, through its Pillar 1 Local Governance programme and Pillar 3 Democratic Governance programme, is implementing initiatives for rural women s empowerment, gender equality, legal/rights awareness and advocacy, and addressing Gender Based Violence. A key platform for channeling cross-pillar and other multi-stakeholder support for these initiatives has emerged through the iwomen-inspiring Women mobile application (iwomen app) for Myanmar. During 2015, UNDP had worked with May Doe Kabar National Network of Rural Women and its township-level leading groups across the country to co-design and prototype the iwomen app. iwomen app originally emerged in response to the challenge: How to enable rural women to overcome physicial and emotional isolation, to inspire one another and to build enough self-confidence, vision and courage to become leaders within their communities? Using a Human Centered Design approach, the app in its prototype form was developed to: Foster and deliver inspiration through personal stories from both Myanmar and international women; Channel peer-support and mentoring using confidence-building games and a peer-to-peer sharing platform; Provide educational and reference resources on legal rights and violence against women, as well as skills such as leadership and mobile/information literacy; Provide a geographic locator and notice board to help women connect to local chapters of May Doe Kabar, with potential expansion to connection with other relevant organizations for referrals (e.g. for legal assistance). iwomen app s core functions include Be Inspired, Be Knowledgeable, Be Together, Talk Together, Sister Apps, Ready to Play. 1 1 More information on iwomen app can be found at iwomenapp.org. 2 iwomen app is co-owned by May Doe Kabar National Network of Rural Women and currently managed by UNDP. Content partnerships have started to be developed with other leading Myanmar women s organizations, centers and networks, Rule of Law Centers and legal rights organizations, local print and broadcast media, and international agencies and INGOs/charities. Version 1.0 of iwomen app was publicly released on March 8 th 2016 on the occasion of International Women s Day and substantially completed Phase 1 of iwomen app development (from Human Centered Design Approach to Prototype to Public Launch). During iwomen-inspiring Women Mobile App Phase II, the focus will be on: (i) expanding the user base, particularly among rural women members of savings/microfinance groups who are a core target audience; (ii) increasing the app s inclusivity and accessibility in rural areas and in multiple ethnic languages; (iii) incorporating additional desired technical functionality such as language translation widgets and easier video/audio sharing, along with debugging technical issues as they arise; (iv) transferring increasing editorial and technical management capacities to May Doe Kabar National Network of Rural Women; (v) further developing the app s content and functionality as a learning, community awarenessraising, referrals, coordination and action platform, particularly for women s rights and addressing GBV; (vi) exploring alternative financial sustainability business models for the app, including piloting the app s use in market linkages for women entrepreneurs. 2) Scope of Work To support UNDP and May Doe Kabar Board of Directors in developing iwomen-inspiring Women Mobile Application Phase II (June-December 2016), an international-national consultant team working closely together is required: National android mobile app developer responsible for the technical management of the app; National mobile app user interface designer and graphic designer responsible for the design of revised user interface of the app as well as any app promotional materials; International Consultant responsible for the overall co-ordination of iwomen Inspiring Women app Phase II. The three consultants will work as a team and the International Consultant will serve as a team leader. This TOR covers the Scope of work of the International Consultant. Under the guidance of the Programme Specialist-Civil Society and Media and Programme Specialist- Rule of Law and Access to Justice, the International Consultant will provide technical and programmatic coordination for the implementation of iwomen-inspiring Women Mobile Application Phase II. Specifically, the International Consultant will be responsible for the following: 1) Provide overall coordination and guidance of iwomen app national consultants work; 2) Implement strategies aiming to increase user base to at least 100,000 users by the end of 2016, including visibility and communications strategies; 3) Develop at least two alternative financial sustainability business models for the app, including piloting the apps s use in market linkages for women entrepreneurs;

3 4) Support innovation around the app s functions as a learning, community awarenessraising, referrals, coordination and action platform; 5) Coordinate and guide the development of Version 2.0 of iwomen app in ways that promote inclusivity and accessibility in rural areas and in multiple ethnic languages; that adapt content and/or incorporate additional desired functions based on user feedback, analysis of user data, and programmatic and strategic needs; 6) Link with Rule of Law Centers and suggest ways in which app users can benefit from Rule of Law Centers work such as event schedules, discussion boards, information and referrals; 7) Provide mentorship and develop capacities of: (a) UNDP staff; (b) editorial board within May Doe Kabar National Network of Rural Women; (c) iwomen app Volunteers, for content and technical sustainability of the app and its back-end management; and 8) In achievement of the above, develop and establish linkages and partnerships across UNDP s programmes and various stakeholder bases, as well as with UNFPA, UNWomen, and relevant other UN, INGO and National actors, around iwomen app platform. 9) Further develop M&E plan, including Theory of Change, to assess iwomen App activity results and outcomes against 2015 baseline. 3) Deliverables, Timeframe and Level of Inputs Deliverable 1.a. Develop further at least 2 identified financial sustainability strategies for iwomen app, such as project integration concept note with UNWomen entrepreneurship pilot, app contest submissions, other funding opportunities; 1.b Provide technical and management co-ordination of national consultants work for refinement of iwomen app functions, and produce a brief app technical status report. 1.c Produce one written blog article for UNDP website. 2.a Support planning for cross-pillar and cross-agency collaboration in Rule of Law and 2-3other issue areas (e.ggender Based Violence, Disaster Risk Reduction, Sustainable Development Goals), for further development of iwomen app as a platform in various dimension (for learning and community outreach; for community feedback and monitoring; and referrals and coordination of services, and produce related documentation). 2.b Provide on-going technical and management co-ordination of national consultants work for refinement of iwomen app 3.a. Implement communications strategy and coordinate further implementation of user-base expansion strategy, with target by end 2016 of at least 100,000 users from within May Doe Kabar network and other rural women s savings/microfinance and CSO networks; 3.b Produce at least 2 additional written and/or media materials in support of seeking high-level recognition and visibility for iwomen app and one written blog article for UNDP website; 3.c. Develop and implement capacity development (e.g. training, guidance tools) for national staff and partners from MDK and iwomen app tech volunteers to manage on-going content and technical partnerships for iwomen app; 4.b. Support planning and implementation of May Doe Kabar national convention including contribution to overall planning, and lead and coordinate activities during convention in relation to iwomen app; 4.b. Implement additional capacity development actions for national staff and partners to assume increasing editorial and administrative roles in managing iwomen app, through at least 2 trainings and targeted coaching to develop specific roles in at least 2 areas of app management; 6.b. Produce updated strategy for sustainability of iwomen app in various dimensions (content, financial, technical, human resources management), and draft relevant documents such as TOR(s), concept note(s), proposal(s) to operationalize the strategy; 7.b. Provide on-going technical and management co-ordination of 7.c. Support additional monitoring and reporting and other tasks related to iwomen app as needed by UNDP programme; and produce a Final Report of all results achieved including final M&E plan with activity results, outcomes and theory of change. October 15, 2016 Oct 20, 2016 Nov 15, 2016 Dec 20, days 4) Institutional Arrangements The International Consultant will work under the direct supervision of the UNDP Program Specialist-Civil Society and Media), and in coordination with UNDP Programme Specialist-Rule of Law and Access to Justice. The International Consultant will be closely working with iwomen Team and coordinating with other UNDP staff as well as any consultants working with May Doe Kabar National Network of Rural Women. In addition to periodic in person meetings, the International Consultant will provide a monthly summary update to the above Programme Specialists detailing level of input (days worked) toward which deliverable. Payment will be certified based on review and acceptance of the completed deliverables presented with required IC contract paperwork. The International Consultant will be based in Yangon, with possible domestic travel in country (including to remote places). When required to travel outside Yangon, UNDP will make travel/accommodation arrangements or provide travel allowances as per UNDP rules/regulations for consultants. If required to

5 travel to Bangkok for visa renewal, UNDP will make economy class flight travel arrangements and will provide travel allowances as per UNDP rules/regulations for consultants. For facilities, UNDP will provide a desk as well as printer and internet access, but it is required that the consultant will have access to own computer and software necessary to complete this assignment. UNDP will arrange for interpretation as needed to facilitate achievement of work. 5) Qualifications of Successful International Consultant The successful Individual Contractor is expected to inject creativity, vision, and innovative thinking into the development and implementation of iwomen-inspiring Women Mobile Application Phase II. He/she should thus demonstrate, through Qualifications and Technical Proposal, the ability to pull together a diverse array of skills, experiences and professional networks ranging from field-based development project implementation experience; knowledge of women s issues, women s organizations and women s empowerment strategies (particularly in Myanmar or similar development contexts); understanding of mobile tech applications and other innovative approaches to development; and creative talent and experience working with other creative and inspiring figures to harness talent in services of a broader social campaign through media and arts. Education Bachelor and Masters Degree in areas relevant to the assignment, such as Computer Science, Gender Studies, International Development, Law. Experience At least 4 years work experience in project implementation of international development projects. Direct experience in Myanmar is an added value. Experience in developing and managing social mobile applications. Experience in mobilizing/leading social initiatives particularly to inspire and motivate women, is a distinct advantage. Knowledge of gender equality issues, women s organizations/networks, and women s empowerment approaches, in Myanmar or similar developing contacts. Demonstrated creative talent. 6) Recommended Presentation of Offer a) Confirmation of Interest and Availability; b) P11 indicating all past experiences from similar projects, as well as contact details ( and telephone number) of the Candidate and at least three (3) professional references; c) Brief description of why the individual considers him/herself as the most suitable for the assignment, and a Technical Proposal describing the methodology and approach on how they will approach and complete various aspects of the assignment; d) Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs. Cost of round trip economy class airfare may be included. 7) Criteria for Selection of the Best Offer Combined Scoring method where the Qualifications and Technical Proposal will be weighted 70% and combined with the Price offer which will be weighted 30%. Qualifications and Technical Proposal will be assessed as per following criteria: 10 points = education, 30 points = international development work experience (Myanmar), 30 points = experience mobilizing social initiatives (to inspire, motivate women) and developing and managing social mobile applications; 30

6 points = soundness and creativity of technical proposal methodology and approach. (Total 100 points.) Passing score of Qualifications & Technical Proposal is 65 points and only passing applicants will be evaluated in combined scoring with Price offer.
