No: Çankaya, Ankara, Türkiye Any request for clarification must be sent in writing, or by standard electronic communication to the ic.proposal@undp.org.tr address before 05 July UNDP will respond in writing or by standard electronic mail and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all consultants. 1 BACKGROUND Within the scope of the Economic-Growth and Competitiveness Cluster of the ISG portfolio, UNDP aims to support Turkey in its economic and social development and to enhance competitiveness. Increasing productivity is critical for improvement of the manufacturing capacity, enhancement of competitiveness and acceleration of growth and thus economic and social development. In Turkey, productivity is the main obstacle of the growth. The purpose of the Project is to produce a policy framework, which is shaped by a forward-looking analysis, based on economic convergence scenarios, and which at the same time takes into account the fundamental differences between manufacturing industries in terms of Total Factor Productivity (TFP) constraints. Support to Development of a Policy Framework on Total Factor Productivity Project s overall objective is to improve the contribution of total factor productivity to growth and specific objective is to improve the institutional capacities to formulate and implement sector policies and strategies that contribute to national competitiveness. The Project will target to reach and interact with a wide range of stakeholders from public sector to private sector covering policy makers and business actors including think tanks, business service organizations etc. Ministry of Development will be the final beneficiary who will own the policy framework and manufacturing industry representatives and Procurement Notice Page 1

2 overall economic actors will be also among the final beneficiaries to be affected by the policy framework. For further details, please see Annex 1(Terms of Reference). 2 SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The objective of the Assignment is to support the day to day implementation and technical assistance responsibility for the Project. In addition to performing coordination duties, which includes establishment and maintenance of working relations with the key stakeholders, the TL will provide substantive inputs on formulation of assignment teams, coordination of assignment teams and advocacy and promotion activities to improve participation and ownership from the economic actors. For further details, please see Annex 1 (Terms of Reference). 3 REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Please see Annex 1 (Terms of Reference). 4 DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS Interested individual consultants must submit the following documents/information to demonstrate their qualifications: A one-page Letter of Interest, explaining why they are the most suitable for the work Personal CV, including past experience in similar projects and at least 3 references Financial Proposal in separate sealed envelope (please see section 5, below and Annex II) 5 FINANCIAL PROPOSAL The interested individual consultants must submit their financial proposals by following the guidance and the standard template provided in Annex 2 in a separate sealed envelope. Any deviation from the standard text may lead to disqualification. 6 EVALUATION The evaluation will be based on cumulative analysis (i.e. technical qualifications and price proposal). The weight of the technical criteria is 70%; the weight of the financial proposal is 30%. Candidates meeting the minimum requirements listed in the Terms of Reference will be short-listed and will be invited to interview. Candidates who obtain a minimum of 70 pts out of a maximum 100 pts will be considered for the financial evaluation. The 70% technical component will consist of 30% CV criteria and 40% interview performance. Candidates who do not meet the minimum qualification requirements or who could not secure at least 70% of the maximum attainable technical score will be disqualified and their price proposals will not be opened. 4 Annex 1: Terms of Reference 1 BACKGROUND UNDP (United Nations Development Programme) is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is on the ground in 177 countries and territories, working with them on their own solutions to global and national development challenges. As they develop local capacity, they draw on the people of UNDP and its wide range of partners. UNDP s global focus is helping countries build and share solutions to the challenges of: (a) Democratic Governance; (b) Poverty Reduction; (c) Crisis Prevention and Recovery; (d) Environment and Energy and (e) HIV/AIDS. UNDP helps developing countries attract and use aid effectively. In all its activities, UNDP encourages the protection of human rights and the empowerment of women. Within the aforementioned global context, UNDP Turkey works for Democratic Governance and Growth without Poverty. For more than 50 years the UNDP has worked in close partnership with the Turkish Government and numerous national and international institutions, including NGOs, academics and the business community. UNDP Turkey aims to find practical solutions to Turkey's development challenges and manages projects together with the Turkish Government and other partners to address them. Since 1986 it has implemented over 80 programs across the country. In addition, the UNDP has played a major role in response to crises and disasters in Turkey and the surrounding region. UNDP Turkey's strategy for , formulated with and agreed by the Turkish Government, highlights three core areas, through which UNDP supports the implementation of Turkey's development agenda through project implementation and policy advice. These are: 1) capacity building for democratic governance; 2) action and advocacy for poverty reduction; and 3) environment and sustainable development. In addition to these core areas, UNDP Turkey is emphasizing the role of women, private sector, capacity development and information and communication technology in its policies and programmes. With the latest changes in the global arena and in Turkey, UNDP Turkey has repositioned itself to be in line with the new UNDP Strategic Plan , changing needs of Turkey and Tenth National Development Plan, in order to target development challenges and priorities of the country. UNDP Turkey has repositioned to contribute through three core areas: 1) Inclusive and Democratic Governance (IDG); 2) Inclusive and Sustainable Growth (ISG); and 3) Climate Change and Environment (CCE); and in addition to these core areas, UNDP Turkey is emphasizing the role of Strategic Partnerships that cut across the entire country programme as well as regionally and globally. The ISG Portfolio is geared towards addressing structural economic problems, such as productivity, innovation, the middle-income trap, multi-dimensional poverty, energy security and regional disparities, as well as challenges with social, environmental and economic repercussions, such as urbanization. The Project, funded by EUD, will target to reach and interact with a wide range of stakeholders from public sector to private sector covering policy makers and business actors including think tanks, business service organizations etc. Ministry of Development will be the final beneficiary who will own the policy framework and manufacturing industry representatives and overall economic actors will be also among the final beneficiaries to be affected by the policy framework. The Project Management Unit will be composed of a core technical team that will lead the coordination and implementation of the activities with the backstopping from UNDP. PMU will be composed of 2 full-time Senior Experts; Team Leader and Deputy Team Leader, 1 full time support staff as Project Coordinator, 2 UNDP Members (part-time basis) and Short Term expert pool to be benefited which will be composed of high-calibre experts with international and local expertise. In line with the Description of Action and provisions of the PMU, UNDP will mobilize an individual consultant to take Team Leader (TL) role for delivering the actions. 2 OBJECTIVE AND SCOPE The objective of the Assignment is to support the day to day implementation and technical assistance responsibility for the Project. In addition to coordination duties, which includes establishment and maintenance of working relations with the key stakeholders, the TL will provide substantive inputs on formulation of assignment scope, teams, management of assignment teams and advocacy and promotion activities to improve participation and ownership from the economic actors. 3 ACCRONYMS AND ABBREVIATIONS Unless otherwise noted; EUD refers to Delegation of European Union to Turkey, IC(s) refers to the Individual Consultant(s), MoD refers to Ministry of Development, PMU refers to Project Management Unit, TFP Project, refers to Support to Development of a Policy Framework on Total Factor Productivity Project, The Assignment refers to the present Assignment, UNDP refers to United Nations Development Programme Country Office in Turkey. 6 4 DUTIES & RESPONSIBILITIES OF THE INDIVIDUAL CONSULTANT (IC) Within the scope of the assignment, an Individual Consultant will be mobilized as Team Leader (TL). At each and every phase of the Assignment, the TL will collaborate and cooperate with the members of the PMU, UNDP and project partners. The project has the following phases; (i) Inception Phase aiming to critically review the intervention modality of the Action to formally establish the institutional mechanisms; (ii) TFP Assessment, aiming to assess the factors that limit/drive TFP in the manufacturing industry, (, (iii) TFP Policy Framework aiming of development of a national policy framework for boosting TFP in Turkey, operationalization of the said policy framework through pilot initiatives, and enhancement of the institutional capabilities to ensure sustainable implementation of the policy framework. Component 1: TFP Assessment, will include activities on assessment of the factors limiting total factor productivity at the company level through development and delivery of surveys, planning and delivery of a detailed benchmarking exercise on Turkey s growth prospects with a convergence perspective, and finalization of survey results and benchmarking exercise in the synthesis report. The assessment will be followed by the development of TFP policy framework (Component 2) which includes development of TFP White Paper, piloting studies for the operationalization of the policy framework and strengthening activities of the institutional framework and dissemination and communication actions. In the context described above, the Team Leader (TL) will primarily be responsible for the day to day implementation and technical assistance responsibility for the Project. In addition to performing coordination duties, which includes establishment and maintenance of working relations with the key stakeholders, the TL will provide substantive inputs on formulation of assignment scope, formulation of short term expert teams, coordination of assignment teams, outputs of the assignment teams and advocacy and promotion activities to improve participation and ownership from the economic actors. TL will be supported by the Deputy Team Leader (DTL) and Project Coordinator (PC) in the implementation of the Project, and ensure that all project outputs are delivered in timely manner and at the expected level of quality. 5 DUTIES AND RESPONSIBILITIES OF THE UNDP UNDP will provide all relevant background documents. The TL shall work in the PMU project office in Ankara. 6 DELIVERABLES The deliverables of the assignment are; Monthly progress reports covering the update on progress: These monthly activity reports should summarize all the services delivered within a month and shall include when applicable, specific recommendations for future action and will be supplemented with supporting relevant reports and outputs. The format for the activity reports will be shared by UNDP, upon contract signature All reports should be submitted in English. In case of a need, translation (from English to another language) costs will be borne by the UNDP. Terms of Reference Page 3

7 The ICs will report to the Portfolio Manager at UNDP. The IC will work closely with the Project Management Units at the MoD and the UNDP. 7 ESTIMATED INPUTS BY THE INDIVIDUAL CONSULTANTS The IC is expected to invest 21days on average per month for the Assignment. Total project duration will be 30 months. 8 REQUIRED QUALIFICATIONS The required minimum qualifications and/or experience are presented below: General Qualifications: University degree in administrative sciences (e.g. management, economics), or relevant field of engineering (e.g. industrial engineering, mechanical engineering,) Fluency in English Working knowledge of computerized office applications (i.e. MS Office etc.) General Professional Experience: Minimum 12 years of professional experience Specific Professional Experience: Minimum 8 years of experience in the field of SME/Private Sector/Local Economic Development and/or national/regional economic analysis and/or competitiveness at a nationalwide institution/organization Minimum 5 years of experience in coordinating and managing expert teams from different backgrounds and expertise areas Minimum 2 years of experience in international environment Assets: Post-graduate degrees in relevant areas will be an asset Knowledge of Turkish will be an asset Minimum 3 years of experience in enterprise and/or private sector development projects and/or programmes with national and/or regional business representative organizations and/or business NGOs will be an asset In-depth knowledge of Turkish Economy and business environment, policy framework, role of economic actors will be an asset. 9 TIMING AND DURATION The Assignment is expected to be launched in mid-august 2015 and be completed by March PLACE OF WORK Place of work for the assignment is Ankara. 9 Annex II: Price Proposal Guideline and Template The prospective ICs should take the following explanations into account during submission of his/her price proposal. The lump sum price proposal should be indicated in US Dollars (USD). The price proposal should be indicated in gross terms and hence should be inclusive of costs related to tax, social security premium, pension, visa (if needed) etc. UNDP will not make any further clarification on costs related to tax, social security premium, pension, visa etc. It is the applicants responsibility to make necessary inquiries on these matters. As explained in Section 11, assignment related travel and accommodation costs will be borne by the Project and should not be included within the price proposal. Please (a) copy the below text into a word processor, (b) indicate your price proposal as explained above, (c) do not change any part of the standard text (changing the standard text may lead to disqualification), (d) sign the document, (e) enclose the signed version of the price proposal in an envelope and seal the envelope, and (f) send it in the main envelope of your application to UNDP by mail or hand delivery. I confirm that the total price I quote includes all kinds of expenses that will incur in relation to the Individual Consultant Contract, including but not limited to relocation expenses, transportation from/to my home country, costs covered within the context of Daily Subsistence Allowance through my stay in the duty station and all legal expenses (social security, income tax etc.), which will be required by local law.
