Old Business - Hoisting Equipment (Items Y3XX) a. Item 0301: Review of API Purchasing Guidelines At The June 2010 Conference Mike Kubinski volunteered to review this guideline and discussed the requirements. The purchaser can follow the SR s, but we don t really see much else being specified. Norm - Purchasing guidelines that are product specific could outline some form of requirements that the buyer and seller should agree to, what the buyer is responsible to give the seller, and what the seller is responsible to give the buyer. Robert possible to add to the SRs, the purchaser may specify third party. Some purchasers follow the API spec directly without understanding what the SRs require.

2 What is the real problem that we are trying to address? To ensure that the current purchasing guidelines are not obsolete. Possibly as a checklist a purchaser can use to make sure they are ordering what they want to receive. Mike would like to work with Norm. Ask for volunteers, none given. Work Group: Mike Kubinski, Norm Dyer After the June 2010 Conference - Discussions by Mike Kubinski regarding Purchasing Guidelines. At The June 2011 Conference Mike Kubinski and Norm Dyer have a clearer scope from the TG2 meeting and will pursue the same approach on the TG3 purchasing guidelines. This will be an ongoing work item At The June 2012 Conference Ongoing work item report by Mike Kubinski. Draft guideline has been created following 9A example (See Draft document). Request the Task Group to review and provide input for the purchasing guideline draft. Motion by: Robert Urbanowski Second by: Mark Sibille Motion to: Send out the purchasing guideline draft and an action item to all TG03 members to review and provide comments to Mike Kubinski by August 1 st, Motion Passes Mike Kubinski solicited additional comments and will present findings at the 2013 Conference. Mike Kubinski chairman of the work group presented the draft of the Spec 8C purchasing guidelines. During discussion questions on whether to add other equipment covered in the scope of the document came up. Equipment like Casing running tools should be allowed to mature in the standard to see what common purchasing definition is needed. Sheaves should be included in the Purchasing Guidelines. Further input was given on the covered equipment in API 8C and included in the Purchasing Guidelines Draft. Top drive should include both load ratings (hoisting & rotating). PSL s to be addressed. Hazardous areas zone ratings to be addressed like for Top Drives. API staff to address limitation of the guideline. Motion by: Norm Dyer Second by: Eric Deutsch Motion to: Review the scope of covered equipment as given in Spec 8C, include sections for all equipment in the scope, any new sections of the purchasing guideline to be drafted by the work group, send the new draft to TG3 for review with a deadline for comments of 45 days. After 45 days, the work group will revise the draft as needed and send the draft to the TG chair and API for letter ballot.

Item 0305: Hydraulic Cylinder specifications in hoisting and pull down applications (Richard Ackerman) This has been discussed in TG1 and TG2 also. Maybe we need a generalized cylinder specification. We specifically excluded hydraulic power transmission in 7K. Maybe we need to look at this specifically as how each cylinder application is affected by the specification. This should probably start with TG3 and work back to TG2. Motion by: Richard Ackerman Second by: Chris Ponzi Motion to: Accept a new work item to develop hydraulic cylinder design standards in hoisting and pull down applications.. This will be submitted to SC8 as a new work item. After the June 2010 Conference - February 24, 2011 Work Group conference call meeting discussing possible hydraulic cylinder proposal. - March 24, 2011 Work Group conference call to further discussion on a proposal. - April 28 Work Group Conference Call. - May 26, 2011 Work Group Conference Call. - discussions on Hydraulic Cylinder addition to API 8C. - Work Group Meeting 3:30 P.M. to 5:30 P.M. June 27, 2011 Standards Conference. Agenda: Item 0305 Hydraulic Cylinders The agenda for this workgroup is to formalize the scope of hydraulic cylinders applicable to API-8C, define the appropriate design requirements, factors of safety, testing requirements, traceability

4 requirements, and related requirements. A draft generated through monthly meetings will be presented for review and revisions. The goal of the Work Group meeting will result in a draft that can be submitted in the Task Group meeting for formal vote and possible Letter Ballot. At The June 2011 Conference Richard Ackerman presented the draft from the work group. The intent is to get some guidelines in place to help manufacturers understand the basic requirements for these cylinders. This is a large issue, and the work group really just wants to get the basics in place. The current wording needs further work before it is ready for ballot. Large issue from the work group is whether these cylinders should be included in the scope of covered equipment as a monogrammable product. It is believed that no cylinder manufacturers would pursue API licenses. Robert Urbanowski Monogramming is an optional issue, so you don t really need to exclude it unless there is a specific reason. This may be included in an informative appendix. This is similar to the bolt issue that is being addressed by SC20. Motion by: Richard Ackerman Second by: Motion to: Dismiss the immediate requirement for making cylinders monogrammable products under API 8C. Motion Withdrawn Is this going to move to TG2 or stay in TG3? Motion by: Richard Ackerman Second by: Mark Sibille Motion to: Chair of TG3 to send the proposed wording out to the entire SC8 roster to solicit feedback Motion Passes After The June 2011 Conference Went to Letter Ballot as Ballot ID Ballot requires ballot resolution. At The June 2012 Conference Richard Ackerman presented the comment resolutions. There were several motions made during the work group meeting: Motion to move the Design Verification Testing (DVT) to become a Supplemental Requirement (SR). Create work group to investigate and draft wording on load holding requirements Continue draft work and resubmit for second letter ballot

5 Wording for Reballot completed and sent out for Letter Ballot. Ballot 2857 closed March 13, 2013 and work on resolving comments being performed. Richard Ackerman reported that a draft had been completed by the work group and agreed during the conference work group meeting. Contentious issues include production load testing which was handled by allowing alternate DVT such as occurs with 4F, and MPI post production testing was found to be too onerous, draft was change to make the requirement to accessible welds rather than requiring disassembly. Motion by: Mark Sibille Second by: Faisal Yousef Motion to: Accept the work group revisions and send the draft to API for reballot After review of Item 2306, the draft was revisited to revise the pressure testing in section accordingly. The testing needs to be revised to change the test pressure to no less than 1.5 times the rated working pressure and to change the last sentence to remove specified from production test pressure and add production to the first and last test pressure reference in the paragraph. Item 2302: Wear Limits For Elevator Bores (Pat Johnson) At The June 2012 Conference Pat Johnson presented proposed formula and supporting table for wear limits for elevator bores to function with upset tubing. The formula is based on the nominal upset size rather than the tubing size. Request for comments. Motion by: Mark Sibille Second by: Eric Simon Motion to: Submit commentary to all licensees for review and comment. Responses due back to Pat Johnson by August 1 st, 2012 Motion Passed New Work Item form submitted.

6 Pat Johnson reported on work group proposal. Duplication of one note in the wording was raised and the duplication was removed. Item 2304: Addition of Top Drive and Casing Running Tools in RP 8B Motion by: Faisal Yousef Second by: Norm Dyer Motion to: Add top drive and casing running tool in RP 8B Motion Passed Work Group Members Faisal Yousef, Eric Simon, Richard McIntosh, John Smith Work Group s met with recommended changes to API 8B to be presented at 2013 Standards Conference. Faisal Yousef presented the work group proposal Motion by: Mark Sibille Second by: Eric Duetsch Motion to: Accept the draft proposed by the work group and submit to API for letter ballot. Balloted under Ballot ID 3105 and comments resolved. Item 2304 complete and to be removed from 2015 agenda. e. Item 2306: Propose change to API 8C Section to account for pressure drops associated with environmental temperature variation.? Faisal Yousef Other API specifications do make this allowance. Spec 6A allows 5% drop up to 500 psi.

7 Motion by: Faisal Yousef Second by: Eric Deutsch Motion to: Create a work group to draft revised wording to address pressure fluctuations due to changes in environmental temperature during hydrostatic testing as described in Motion Passed Work Group Members Faisal Yousef, Eric Deutsch, Richard Ackerman, Jeremy Johnson, Richard McIntosh and Miles Gilbert New Work Item form submitted. Faisal Yousef presented the work group s proposal. Clarification of the production test pressure and the pressure drop reference is required. The draft should be revised to include the words specified production to the second test pressure reference. Then remove specified from both references. Note, this should be taken into account on the hydraulic cylinder testing in Item 0305 as well since the same wording was used. Balloted under Ballot ID 3104 and comments resolved. Item 2306 complete and to be removed from 2015 agenda. f. Item 3301: Nominal Equivalent Stress API 8C Section New Work Item Form Submitted by Bob de Pont and Norm Dyer Background was presented by Norm Dyer. What stresses should be included in the nominal equivalent stress? Bob de Pont states that older specification define this as the principle stresses. Mark Sibille states this was removed because the Von Mises-Hencky is a standard engineering principle, so the equations were removed. This question arose due to the reference from Spec 16F for riser spiders and gimbals. The confusion comes from pressure vessel design practices being used alternatively to traditional Von Mises- Hencky theory. Motion by: Kurt Vandervort Second by: Bob de Pont

8 Motion to: Leverage this work item to include a brief review of the original Von Mises-Hencky concern and to perform a significant review of how 8C will address localized stress concentrations. Work group Volunteers Eric Deutsch, Faisal Yousef, Mark Sibille, Bob de Pont, Sumit Shah, Adrian Lis, Norm Dyer, Matthew Allen, Ruel Lataquin, Kurt Vandervort (Chairman), Mike Seminatore, Robbie Thibodeaux Options to address the initial question- 1) Instruct the original requestor to submit a formal RFI to API. 2) TG3 could propose and answer an RFI on this subject 3) The new work group could split the issues and address this concern first. 4) Throw this over the fence to 16F who may already be working on this issue. TG3 recommended Option 1. Work Group meeting held October 16, Issues to be considered from Work Group meeting. 1. Archival/legacy design product that continues to be built and was approved when originally introduced to the market, and has performed effectively needs to continue to be acceptable. 2. Design changes/new designs should have an option to be developed based on classical closed form equations coupled with SCF and the DSF must not exceed the yield stress or the ultimate strength. There will need to be some additional clarification regarding contact areas and contact stress. 3. There needs to be the inclusions of guidelines to allow the utilization of modern analysis methods along with acceptance critera so that these methods that provide information with greater detail can be used without adhering to the specific letter of the spec requiring parts that are not manufacturable or marketable because they are uneccessarily heavy/large. Work Group to meet at 2014 Standards Conference. g. Item 3302 : Spec 8C Marking Requirements Randy Pyrch suggests that better guidance is required on the pin connection ratings and marking.
