1 Grant Accountant Location: [Africa] [South Sudan] Town/City: Juba Category: Finance Job Type: Fixed term, Full-time World Vision South Sudan (WVSS) Job Description Job Title: Project Officer, Local Governance and Service Delivery Reports to: Project Manager Location: EZO, Ibbo, Mvolo, Western Equatoria State Purpose: To implement the Local Governance and Service Delivery project whose goal is to improve local governance and service delivery in participating counties in South Sudan. Key results to be achieved include developing inclusive and participatory local planning, implementation and accountability processes that also address local drivers of conflict. The Local Governance and Service Delivery Project (LGSDP) is the Republic of South Sudan (GRSS) Government implemented project financed by the International Development Association as well as the bi-lateral donor Denmark. The LGSDP is implemented on behalf of GRSS by the Ministry of Finance and Economic Planning (MoFEP) in collaboration with the Local Government Board (LGB). World Vision as

2 Facilitating Partner will under community engagement activities to support engagement of citizens in the planning, implementation and oversight of local development activities at boma, payam and county levels. This will also include conducting information dissemination activities, undertaking the facilitation of the planning process at boma and payam levels in an inclusive and conflict sensitive way, support communities to effectively participate in county planning processes, and support community involvement in the management and oversight of subproject implementation. Key Result Area: To serve as the World Vision South Sudan lead technical focal point on the Local Governance and Service Delivery Project in the assigned County To contribute to the development of a brief Inception Report; Produce reports documenting the establishment and training of Payam and Boma Development Committees, including updated Payam Profiles and the use of BDCs/PDC as forums for conflict resolution; Produce monitoring data as required for the LGSDP Monitoring and Management Information Systems; facilitate the development of Payam Action Plans and Payam Priority Lists with content and format as specified in relevant LGSDP and GRSS Manuals; Produce annual work plan and quarterly work plans in the specified formats submitted by the 10th of the first month of each quarter and develop monthly status reports (narrative), Quarterly Progress Reports and Annual Reports in specified formats. 3 To train Payam and boma development committees on community engagement approaches and design strategies to ensure participation of all members of the community To supervise staff at Payam and Boma levels to ensure that the community is adequately engaged in the planning processes and the understand the concept To facilitate effective monitoring and documentation of the LGSDP implementation in World Vision Sudan and document best practices of community engagement and planning. To facilitate empowerment of communities to be able to participate in planning, implementing, and monitoring of development projects within their areas. To establish Payam and Boma Development Committee and build their capacities in order to perform their roles effectively To generate community level information, through community engagement and community participation mobilization, to enrich WVSS ability to support communities in decision-making To coordinate with County Administration, Key Responsibilities Project Management (implementation) Ensure quality activity implementation of the project including ensuring that reports are produced in a timely manner

4 Facilitate meetings of the Boma and Payam Development Committees to develop plans and to prioritize proposed investments at boma levels for inclusion in the Payam Priority List up to the value of the allocated Payam Development Grant. Facilitate public meetings with payam residents to assist with prioritization of projects, and to explain the decision-making and prioritization process. Provide information to communities in Government policies and ensure that the people participate in planning meetings Ensure that Payam Action Plans are developed and the selection of proposed subprojects done to be financed by the Payam Development Grant the Payam Priority List (PPL). Track challenges and lessons learned for documentation and reporting. Monitor the impact of the project and promote learning by documentation of best practices. Use this information to support decision making processes and follow up to make necessary adjustments Ensure all grant requirements are adhered to. Collaborate with the County Administration at County level Reporting Ensure accurate quality narrative and financial reports are submitted in a timely manner and according to donor requirements. 5 Work closely with Project Manager and Zonal Programme team ensureg that all reports meet donor requirements. Prepare and submit high quality progress reports in a timely manner and according to donor requirements. Ensure that all program related reports and data are stored systematically and copies of the same uploaded to the PIH timely Coordinate donor and management visits with communities, local government officials, and other stakeholders. Monitoring and Evaluation: Track the performance of the project activities and outputs against expected results and adjust implementation processes to ensure the project is progressing towards the intended outcomes Analyze the impact of projects and promote learning by documentation of bestpractices. Use this information to support decision-making processes. Track program progress, projects expenditure against approved budgets, anticipate any deviations and recommend and take action on relevant and required adjustments. Capacity building Identify capacity needs in the areas of basic services delivery for the project staffs and strengthen their capacity to deliver quality services

6 Undertake pro-active on the job training and staff development. Train and Mentor project staff on effective project planning and management methodologies Build capacity of communities, government staff, and other partners in the implementation of the Local Governance and Service Delivery Project Liaison and networking In collaboration with the Institutional Strengthening TA, participate in the annual county plan and budget preparation process to ensure that subprojects selected by communities and contained in the PPL are included in the County Budget. Collaborate with the County Administration and the Institutional Strengthening TA provider in the development of subproject proposals to ensure technical and financial feasibility. Conduct feasibility assessments for subprojects, developing operations and maintenance plans, screening projects for potential environmental and social impacts and filling of environment and social safeguard checklists, At County level, liaise with government officials, UN bodies and other partners wherever appropriate and required Establish transparent relationships with all partners, including identification of their priorities and concerns and managing expectations

7 Effectively network and express ideas and concepts clearly and persuasively to donors and government representatives- act as advocate for community identified needs Effectively represent WVSS operations and mission to government and other partners Participate in County coordination meetings Qualifications and Experience Advanced University degree in a relevant field of social studies or another field that is related to the environment or first degree coupled with years of experience. Extensive experience in participatory planning at community level facilitating community engagement meetings Demonstrated experience in program design monitoring and evaluation Ability to plan and facilitate meetings and workshops At least 2 years field experience in a relief or development environment Previous experience with major donor proposal DME requirements (USAID, ECHO, BPRM, UN agencies preferred) Demonstrated abilities in assessment techniques and analytical skills. Capacity building experience in project design, monitoring, reporting, and evaluation Computer knowledge including Word, Excel, Lotus Notes and Power Point Page 7/8
