1 Job Profile Senior Regional Stabilisation Adviser (N1) Danish Regional Sahel Peace and Stabilisation Programme, Phase II ( ) Based in Bamako, Mali Reference no.: DK /MAL.01-W 1. Preliminary 1.1 Short background: The second phase ( ) of the Danish Regional Sahel Peace and Stabilisation Programme, builds on the first phase I ( ), initiated by Denmark with the overall objective of contributing to peace and stability in the Sahel region. Denmark has allocated million DKK to this second phase, in addition to 45 million DKK from Norway, for a total budget of million. A Sahel Programme Support Unit (SPSU) is established in order to support the implementing organisations, monitor programme progress, provide information to donor representations and identify needs, which may be met by projects supported through unallocated funds. The SPSU is led by the Senior Regional Stabilisation Adviser. 1.2 Purpose: This job profile describes the main tasks involved in the position and the qualifications requested from candidates to the job. 1.3 Expected composition of the selection committee: Applicants for the position will be selected for interview by the Danish Ministry of Foreign Affairs, who will also be represented at the final interview. Mercuri Urval will participate in the process of appointment by conducting personality tests and test interviews with the selected candidates, as well as taking part in the final interview. The final interview panel consists of staff from the Ministry of Foreign Affairs (Africa Department and Stabilisation and Security Policy Department), staff from the Embassy of Denmark in Bamako, and the consultant from Mercuri Urval A/S in charge of the recruitment process. 2. The Danish Regional Sahel Peace and Stabilisation Programme The programme in brief: In 2012 Denmark launched a Danish Sahel Initiative, which has as the overall objective to contribute to increased stability and to enhance human rights and poverty reduction in the 1

2 Sahel region. The Sahel Initiative includes a wide range of activities based on the developments in the region. As part of the Sahel Initiative, the Danish government has increased its engagement in the Sahel region by establishing a Danish Regional Sahel Peace and Stabilisation Programme (the Sahel Programme): the phase one, with a budget of 145 million DKK ran from 2013 to 2018, and the phase two, with a budget of million will run from 2018 to The Regional Sahel programme will complement the already extensive Danish engagement in the Sahel region. The programme focuses on three key countries in the region: Mali, Niger and Burkina Faso. Whereas Denmark already supports the countries in the region to overcome chronic underdevelopment, through its bilateral long-term development support, and the continuous humanitarian crises, through the Danish humanitarian assistance, the Sahel programme will focus on the underlying regional political and security challenges. The Sahel Programme supports the regional and international efforts to overcome the regional challenges through two mutually reinforcing thematic programme areas with three engagements each: The objective of the first pillar is to enhance the Sahel Governments and communities capacity to prevent and counter illicit trafficking, violent extremism and transnational organised crime. The objective of the second pillar of the programme is to contribute to effective and efficient delivery of security services, compliant to the rule of law including support to the G5 Sahel Joint Force Human rights and international humanitarian law compliance framework, strengthening democratic control and oversight of the defence and security sector and military support to the G5 Sahel Joint Force. The programme will be implemented by international NGOs and UN organisations together with local governments, parliaments, security sector actors, civil society and local communities. A support unit (The Sahel Programme Support Unit SPSU) has been established with the responsibility to manage the programme including daily dialogue with the implementing organisations, support implementing organisations, financial management, monitor programme progress. The SPSU is envisaged to consist of one international stabilisation adviser and two locally hired staff. The SPSU reports to the Danish Embassy in Bamako. 3. The Position 3.1. Title: Senior Regional Stabilisation Adviser (N1) Place of service: Bamako, Mali (with frequent travels to Niger and Burkina Faso) Terms of employment: 2

Grant for relocation of personel goods Special conditions of the function: The adviser will work in a rapidly changing environment both in political and security terms. In not already trained, the advisor will be provided training in Hostile Environment Awareness Training (HEAT) and Conduct after Capture (CAC) Area of responsibility/tasks: The Sahel Programme Support Unit s responsibilities in general include, but are not necessarily limited to: Assist in building capacity of regional structures and promote regional cooperation between like-minded organisations and initiatives in the region; Monitor projects and provide capacity building if challenges are identified; Liaise closely with the relevant oversight structures, as well as provide input as necessary to the Danish representations and other donor representations, with the purpose of feeding into policy dialogues with partners; Ensure regular reporting (including financial) by supported partners; Ensure that human rights issues and gender concerns are included as relevant in activities; Act with speed and flexibility when situations develop and advise projects on this; Identify and evaluate funding possibilities under the unallocated funds; Ensure responsible management of resources, and; Liaise closely with other interested development partners in coordination with Danish Embassies. The senior advisor reports to the Danish Embassy in Bamako. The responsibilities of the senior adviser include, but are not necessarily limited to: Ensure close collaboration with the Danish Embassies in Bamako and Ouagadougou as well as key departments in the Danish MFA Ensure that the current phase I of the Programme is finalised according to the Sahel Programme Document, the Sahel Programme Management Document as well as the general procedures outlined in the Guidelines on the Peace and Stabilisation Fund and Danida s Aid Management Guidelines Ensure that the programme is implemented according to the Sahel programme document and with possible adjustments; Establish and implement a monitoring system at programme level; Monitor programme implementation and provide guidance and facilitate capacity building of project stakeholders and implementers when necessary; 3

4 Ensure a well-functioning information system based on the monitoring system, which will enable the production of regular, relevant information to the participating donors; Plan, prepare for and report on regular at least biannual - Programme Committee meetings, with biannual comprehensive reporting, including financial reporting; Ensure information and communication of the programme and its progress to relevant governmental and non-governmental stakeholders; Ensure that the Sahel Programme Support Unit (SPSU) is continuously updated on information on peace and stabilisation and related political-economic issues in the region, partly through reports from think tanks; Ensure that the SPSU has updated information on other peace and stabilisation efforts in the region and ensure synergies with such efforts - not least in relation to UN (including The United Nations Multidimensional Integrated Stabilization Mission in Mali, MINUSMA) and EU (including the European Training Mission in Mali, EUTM, and EUCAP Sahel Niger) supported initiatives and participate in relevant donor fora and other relevant structures and meetings; Monitor risks according to the risk matrix and further develop this as necessary; Ensure sound financial management according to the financial rules and regulations of Danida and with possible further regulations as agreed by the Programme Committee; Ensure that annual audited accounts for the programme and each project by independent auditors are commissioned, carried out and subsequently followedup on when necessary, according to international auditing standards; Ensure effective and efficient guidance of and division of labour for staff of SPSU and ensure a working environment, which is sufficiently secure and facilitates an effective and efficient functioning of the SPSU. 4. Demand Profile/Qualifications 4.1. Requirements and expectations concerning the candidates formal qualifications: Solid experience in relevant development work related to peace and security issues preferably some experience gained in Africa Experience from cooperation with governmental as well as non-governmental actors and with programming and monitoring of development programmes A university degree in relevant fields such as political or social sciences at least at master s level or similar Experience from West Africa an advantage Working proficiency in French and English oral and written Working proficiency in Danish will be considered an added value Requirements and expectations concerning the candidates personal qualifications: Should be a team player but also be able to work independently Robust and calm attitude 4
