SAVE THE CHILDREN INTERNATIONAL PROGRAMS RE-ANNOUNCEMENT (FOR MYANMAR NATIONAL ONLY) JOB PROFILE JOB TITLE: Head of HIV & TB Program (GFATM) TEAM/PROGRAMME: GFATM (Global Fund) / HIV & TB LOCATION: Head Office, Yangon Number of Position: 1 Grade: A-1 CHILD SAFEGUARDING: Type of Contract: Open Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: Head of HIV & TB Program, is a senior level program position, based in Yangon and reporting to the Deputy Director of Program Implementation for the Global Fund Program. The post holder is responsible for liaising with government officials, technical assistance, quality assurance and management support for all aspects of the HIV and TB GFTAM grants. SCOPE OF ROLE: Reports to: Deputy Director Program Implementation (GFATM) Direct Reports: One Program Manager and four Program Senior Program Coordinators Financial Approval: Not Applicable External Representation: Interpersonal contact regular and varied in both oral and written. Negotiation and representation with senior level representatives, including government level decision makers, donors, wider SC community. Travel: Frequent (over 6 days per month)

2 KEY AREAS OF ACCOUNTABILITY : Since 2010, Save the Children has served as one of the two Principal Recipients for the Global Fund for HIV/AIDS, TB and Malaria (GFATM) grants in Myanmar. Head of HIV & TB Program is responsible the HIV and TB grants implemented by the 11 NGO sub-recipients (SRs) and additional sub-srs. The Head of HIV & TB Program is a senior level program position and ensures timely, high quality and effective delivery of HIV and TB programs in compliance with the GFATM, international and national approved policies and guidelines. The Head of HIV & TB Program will collaborate with other senior members of the GFATM-PR team (i.e., procurement and supply chain management, finance and program units); represent the GF program with Ministry of Health and other high-level stakeholders; manage strong professional linkages with SRs, and other HIV and TB technical partners in country; ensure achievement of program targets; and establish rigorous systems for quality assurance. Under the guidance and with the support of Deputy Director-Program Implementation, the Head of HIV&TB Program will provide- Technical Oversight Participate and provide input (policy advice, strategy of disease control, operational plan) to the National HIV, TB and HIV/TB integrated technical strategy group and technical working groups Monitor and provide direction to all HIV and TB SRs to ensure that project implementation is technically sound, of high quality in accordance with national standards, and scope and implementation of SR work plans, ensuring that projects are implemented in accordance to work plans, and that any changes are programmatically sound. Provide technical assistance to SRs not only on quality programming but also epidemiology and medical subjects to ensure that GFATM grants are implemented in compliance with the national strategic guidelines and treatment protocol and SC/GFATM expectations. Stay abreast of global guidelines and ensure dissemination and application (as appropriate) among SRs. Ensure high quality, accessible information about the thematic programme is available for internal and external audiences (including current donors, Save the Children, potential funders, etc.) Technical program integration Identify opportunities for TB SRs to integrate HIV interventions and vice versa. Adapt strategies to promote TB/HIV integration, including the sample transport systems, expansion of clinical care services and private sector approaches. Convene joint HIV and TB SR meetings to promote collaboration and learning. Promote SR participation in TB/HIV meetings at all levels to facilitate referral and linkages. External representation and communication Represent SC PR and provide substantive contributions in Technical Strategy Groups for HIV and TB. Represent SC PR in meetings with the Local Funding Agent. Closely coordinate with the other PR (UNOPS), National Programmes, WHO/ and other UN agencies in the field of health and HIV&AIDS. Under the direction of the supervisors, ensure effective coordination with different functional departments across the GFTAM unit within Save the Children and conduct regular meetings to identify and address any key issues or challenges in a timely and systematic manner. Serve as primary contact point for technical advisers from Save the Children and other technical assistance agencies on HIV and TB. Innovation and advocacy Identify opportunities for innovation, either dissemination of promising practices at SR level or adaptation of best practices from regional or global level. Engage technical stakeholders such as UNAIDS and WHO to promote learning and innovation among SRs. Provide inputs and lead advocacy efforts required to adjust government policy to institutionalize innovations as appropriate. Disseminate lessons learned on innovation among at national and international level via technical meetings, conferences, learning events, and other opportunities.

3 Scope and complexity of decision making Critically analyze SR program performance results and suggest/lead changes in program approaches where required. Analyze results of SRs work plans and budget expenditure quarterly and semi-annual basis, and make recommendation for management actions to PR s SMT. Incorporate lessons learned into the decision making process of recipients and donors with PR, LFA and Sub recipients. Work with the Deputy Director of Program Implementation to ensure effective and efficient management and optimal use of all resources in line with Save the Children s and GFATM s policies and guidelines. Explore opportunities for improvement to, and/or expansion of existing initiatives, and/or other initiatives in thematic area. Maintain close coordination with other HIV implementing partners active in-country with other donor resources. Ensuring that the activities of the Program Manager and Senior Program Coordinators under the management of the post holder are also aligned with these efforts. Management and supervision Oversee the progress of program (activities, budgets of SRs, and M&E) implemented by 11 SRs and over 20 SSRs under the HIV and TB grants. Advise improvement in process management to SRs. Provide guidance to the SR in the implementation of project work plans including approval of carried over activities and cancelled activities (quarterly-semi/annually). Supervise the collection of training plans, review in term of relevance, budget, work plan, compilation and finalization for submission to donor. Work closely with different functional departments to ensure the program is on track to overall program objectives such as checking and validation of yearly forecasting and procurement plan of pharmaceutical, health product and equipment; programmatic inputs to performance indicators setting; provide clarification on budget variances and participate in donor financial reports preparation. Maintain a strong strategic overview of the thematic area in the context of Myanmar, and be aware of evolving international standards/guidance and able to implement state-of-the-art technical approaches in HIV/AIDS and TB prevention and treatment. Build the capacity of the PM and SPCs under the management jurisdiction of the post holder. Review budgets, work plans and expenditures of SRs semi-annually and clarify variances on overspending and underspending and provide recommendations to GFATM SMT on any actions to be taken. Work with finance in completing PUDR for reporting to the GF and maintain support documentation on all decision points for LFAs review. Review proposed budget changes/ revision in relation to activities and recommend approval or disapproval with justifications. Knowledge management, M&E Develop all HIV and TB content for the PR s knowledge management system, ensuring regular updating based on technical guidelines. Cultivate and lead routine knowledge management practices among team members and HIV and TB SRs. Facilitate learning opportunities on a regular basis for SRs and team members. Support the development of the DHIS2 modules for HIV and TB, including content requirements for aggregate and case-based reporting systems. Child Safeguarding Responsibilities Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children s Child Safeguarding Policy and Code of Conduct.

4 QUALIFICATIONS, EXPERIENCE AND SKILLS Skills and Experience: Demonstrated skills, experience, and knowledge in HIV and TB prevention, care and treatment interventions. Minimum 7-10 years experience of steadily increasing seniority/level of responsibility including at least 5 years program and people management experience in HIV and TB. Experience and knowledge of effective financial and budgetary control and management of grants. Willingness and experience in effectively working with marginalised populations including PLHIV. MSM. FSW, PWID and TB patients. Ability to ensure their meaningful involvement in all stages of the programming cycle. Ability to analyse information, evaluate options and to think and plan strategically. Proven skills facilitating workshops or delivering training. In-depth understanding of updated national and international development issues related to HIV and TB prevention, care and treatment interventions. Education: University degree in Medicine (MD/MBBS) required; Master degree in Public health, Public Administration or other related area preferred Communication and Technical Skills: Excellent interpersonal, communication and presentation skills. Strong training and facilitation skills. Excellent skill in MS office application, particularly Word, Excel, and PowerPoint Fluency in written and spoken English. Ability and willingness to travel domestically as assigned General: Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children Commitment to and understanding of Save the Children s aims, values and principles.
