2 Program Overview The PNG Governance Facility (PGF) is an innovative governance initiative in Papua New Guinea, aimed at contributing to security, stability, basic service delivery and inclusive growth for all Papua New Guineans. The PGF will be responsible for the design and implementation of most of Australia s future governance portfolio under the strategic direction and oversight of the Australian and PNG Governments. Bringing governance activities under one umbrella, the facility will enable greater coherence between, and consolidation of, individual activities, effective gender mainstreaming, smarter administrative, contracting and management processes, and improved knowledge sharing and actions on lessons learned across the governance portfolio. DFAT Aid Adviser Remuneration Framework DFAT implements an Aid Adviser Remuneration Framework (ARF) that defines its policies and procedures for determining the remuneration of commercially contracted international advisers. The ARF requires that advisers are paid in accordance with market-based remuneration rates and a prescribed set of allowances. 4 What is a Long Term Adviser? A Long Term Adviser (LTA) role is considered any appointment that is six (6) months or longer in duration. Compensation & Benefits Long Term Adviser In accordance with the ARF, the compensation and benefits associated with this Long Term Adviser position are outlined below: 1. A monthly Professional Fee paid in arrears at the end of each calendar month. This fee is inclusive of any applicable superannuation (paid in accordance with legislation as amended from time to time). The rate band for this position is: AUD12,545 to AUD15,682 per month. N.B. This position is likely to be tax-free for Australian residents. Advice from an international taxation specialist should be obtained to confirm your eligibility for tax free status. 2. Where the position and project makes provision, a project vehicle. N.B. A vehicle contribution amount of AUD400 per month will be deducted from your Professional Fee should a project vehicle apply. 3. Travel and medical insurance for the adviser and any nominated accompanying dependants. If this Long Term Adviser position requires an individual to relocate from their primary country of residence to undertake this role, they will also be entitled to: 1. Economy class mobilisation and demobilisation flights for the adviser; and return economy class mobilisation and demobilisation flights for any accompanying dependants. Where a single leg of a journey exceeds 4 hours, a business class flight will apply for the Adviser. N.B. Dependants are persons (spouse, partner and/or child under 21 years of age) who have a close personal relationship with the adviser, share accommodation or housing with the adviser, and who are provided with financial or domestic support by the adviser. 2. Reimbursement of rental accommodation costs up to the value of Kina 25,000 per month (inclusive of VAT/GST). N.B. This is an DFAT discretionary allowance and is only applicable for those advisers whose accompanying dependants are not currently in receipt of such an allowance from DFAT or any other employer. 5 3. A monthly Mobility Allowance between: AUD1, to AUD2, per month (single LTA) AUD2, to AUD3, per month (LTA mobilising with dependants) N.B. This is an DFAT discretionary allowance and is only applicable for advisers who have relocated internationally for this role and whose accompanying dependants are not currently in receipt of such an allowance from DFAT or any other employer. 4. A monthly fixed and flat rate Mobility Allowance Supplement of AUD1,368 per month for eligible LTA s. N.B. This allowance is only applicable for advisers who have relocated internationally for this role; whose accompanying dependants are not currently in receipt of such an allowance from DFAT or any other employer; who are accompanied by at least one dependant child under the age of 21 years and the child attends school at any level between kindergarten through to year 12; and who has submitted the necessary documentation to confirm the enrolment of each dependant child in accordance with DFAT s requirements. 5. A Mobilisation/Demobilisation Allowance to provide reimbursement for appropriate mobilisation and demobilisation expenses. This can include: a. Excess baggage (up to 25kg total); and/or b. Sea/air freight for personal belongings. N.B. This allowance, as it applies to sea/air freight, is based on cubic meters and is determined upon the number of accompanying dependants. Reimbursement is made to the adviser by Abt Associates upon the presentation of a valid receipt. 6 Terms of Reference The Services that the adviser is to provide include, but are not limited to, fulfilling the following Terms of Reference: Position Program: Reporting To: Gender Equality and Social Inclusion Adviser Papua New Guinea Governance Facility (PGF) Minister-Counsellor, Australian High Commission (AHC) Counsellor for Development Education, AHC Duration: Start Date: August 2017 Adviser Classification Discipline group/ job level: Location: Program Overview: End Date: April 2020 Long Term Adviser (LTA) This position is classified under the Adviser Remuneration Framework (ARF) as Discipline Group C, Level 4 Port Moresby, Papua New Guinea (PNG) with ability to travel The Government of Australia (GoA) has a steadfast and ongoing commitment to promoting and enhancing gender equality and social inclusion through its development partnerships, particularly in the Indo-Pacific region. The Australian Government Department of Foreign Affairs and Trade Gender Equality and Women s Empowerment Strategy (February 2016) provides the overall framework for pursuing this policy objective and sets the target that eighty per cent of all Australia s aid budget performs effectively in promoting gender equality. The achievement of this target requires effective gender mainstreaming in all development program portfolios, with priority focus on enhancing women s voice in decision-making, leadership, and peace-building; promoting women s economic empowerment; and ending violence against women and girls. Key to this strategic approach in the Pacific region is Pacific Women Shaping Pacific Development, a tenyear program funded by GoA with the goal to support women in the Pacific (regardless of income, location, disability, age or ethnic group) to participate fully, freely and safely in political, economic and social life. The GoA recognises that gender equality and women s empowerment are vital to PNG s economic growth and human development, and are key cross-cutting issues for Australia s engagement in PNG. The GoA funds the Pacific Women Support Unit in PNG, which is currently implementing its second country plan ( ). The Australian High Commission (AHC) in PNG has developed a Gender Action Plan ( ) to guide mainstreaming initiatives across AHC operations and programming and strengthen outcomes for gender equality and women s empowerment through strategic investments in its development partnership with the Government of Papua New Guinea (GoPNG). GoPNG also identifies gender equity and social inclusion as important development priorities, and articulates strategic objectives for achieving these priorities in several key government policy documents, most notably the National Public Service Gender Equity and Social Inclusion (GESI) Policy (2013), the National Strategy to Prevent and Respond to Gender-Based Violence , and the National Policy on Disability PNG Governance Facility (PGF) is an innovative governance initiative in PNG, aimed at contributing to security, stability, basic service delivery, and inclusive growth for Page 6

7 Program Activity: Position Overview: Key Working Relationships: all Papua New Guineans. PGF will be responsible for the design and implementation of most of Australia s future governance portfolio under the strategic direction and oversight of the Australian and PNG Governments. Bringing governance activities under one umbrella, the facility will enable greater coherence between, and consolidation of, individual activities, effective gender mainstreaming, smarter administrative, contracting and management processes, and improved knowledge sharing and actions on lessons learned across the governance portfolio. The AHC Gender Action Plan guides mainstreaming initiatives within the AHC and across its investment portfolios, sector programs, and diplomatic and economic engagements, to ensure a strong country program of support and coordination for implementing the Gender Equality and Women s Empowerment Strategy and for guiding stakeholder partnerships. The Australian High Commission in PNG seeks a talented person to ensure the successful implementation of the Gender Equality and Women s Empowerment Strategy across all AHC operational and programming areas, with a specific focus on supporting the development partnership with GoPNG, and achieving shared outcomes for security, prosperity, and improved service delivery. The Gender Equality and Social Inclusion Adviser will sit within the PGF but have responsibility for providing support and guidance across all AHC policy and investment areas. The Adviser will work closely with the AHC Minister-Counsellor and Counsellor for Development Education, and the senior management team, to provide high level strategic advice and technical guidance and inputs for upholding and implementing an integrated approach to gender equality and social inclusion. The Adviser will provide technical guidance, management, and coordination support to the AHC Working Group on Gender tasked with overseeing the implementation of the Gender Action Plan. The Adviser will be accountable for ensuring successful implementation of the Gender Action Plan, and for revising and updating it as necessary. The Adviser will be responsible for overseeing and coordinating data collection and reporting, and developing and managing the monitoring, evaluation, and learning (MEL) framework and methodology for the Gender Action Plan. The Adviser will provide technical oversight of the Pacific Women Program, including ensuring the program meets all its deliverables and has a robust monitoring system in place. The Adviser will also support high-level visits to ensure gender equality investments of the Australian Government are represented well. The Adviser will provide outreach support to key national departments and stakeholder organisations to improve the achievement of gender equality and social inclusion outcomes in their respective areas of work by strengthening relevant technical, leadership, governance, and organisational capacities and competencies. The adviser will play a key role in advocacy, networking, coordination, and monitoring of gender mainstreaming initiatives and activities among stakeholders to support the enabling environment for program delivery and achieving desired outcomes. 8 Department for Community Development and Religion and other GoPNG agencies UN Women and other international agencies Non-government, churches, and civil society organisations in PNG involved in gender and social inclusion advocacy and project implementation Private sector in PNG and Australia Key Responsibilities: Provide high level strategic advice and technical guidance and inputs to AHC and key stakeholders Provide technical guidance, management, and coordination support to oversee the implementation and MEL of the AHC Gender Action Plan Apply a comprehensive conceptual and analytical understanding of the dynamics and challenges of gender equality and social inclusion in PNG and the Pacific region Manage key working relationships across AHC and PNG stakeholders Mentor and develop AHC staff and key partners responsible for gender and inclusion programming Consult widely and provide coordination for the development of collaborative initiatives and activities Provide strategic guidance to and oversight of Pacific Women Support Unit Provide strategic guidance to PGF Gender Team and other management contractors to enhance technical support and coordination for programming across all partnership programs and activities, including support for implementing partners Key Deliverables: Improved integration of gender equality programming across AHC investment portfolios, diplomatic and economic engagements Management and coordination of the Gender Action Plan, including budget, timeline, and MEL, based on close consultation with AHC staff and key stakeholders Successful implementation of the Gender Action Plan including regular reporting Advice and oversight of DFAT quality and reporting Influence in political dialogue with the Government of PNG High quality delivery of Australian visits to PNG showcasing gender equality investments Applied knowledge, analytics and learning of gender equality and social inclusion programs in PNG, regionally, and internationally, drawing on best practice evidence Development of a community of practice of practitioners and stakeholders in PNG to enhance coordination and collaboration for achieving gender equality and social inclusion outcomes. Key Selection Criteria Qualifications Post-graduate qualifications in gender studies, social sciences, international development, project management, design, and evaluation, or other relevant disciplines.
