2 POSITION: REPORTS TO: CHIEF EXECUTIVE OFFICER MAYOR AND ELECTED COUNCIL EMPLOYMENT STATUS: FIXED TERM CONTRACT (UP TO 5 YEARS) Brad scpe The Chief Executive Officer (CEO) is respnsible t the (Cuncil) fr prviding leadership in implementing strategies, plicies and decisins, managing the varius functins and activities f the Regin, verseeing finances, assets, human resurces, cmmunicatins and majr prjects. Prime respnsibilities cntributing t the develpment, review and delivery f Cuncil s lng term strategic and financial plan; ensuring all Cuncil plicies and decisins are implemented and reasnable actin is taken in a timely and effective manner t meet the statutry requirements f relevant legislatin and agreed plicies f Cuncil; ensuring Cuncil s human, physical and financial resurces are effectively managed and services are prvided efficiently and in a manner which is sustainable and meets custmer needs and Cuncil requirements; assisting and advising the Mayr/Cuncillrs in develping initiatives fr the cmmunity benefit; wrking effectively with the Mayr/Cuncillrs t prmte Cuncil and its activities t the brader cmmunity in a psitive manner; wrking clsely with the Cuncil and Senir Management Team t craft, cmmunicate and implement the verall strategic and business plans fr the rganisatin. 3 Leadership and strategic planning perfrming the pivtal leadership rle fr the Cuncil administratin; wrking clsely with Cuncil t ensure strategic plans are prepared and implemented; effectively cmmunicating the Cuncil visin and strategy t all key stakehlders; ensuring Annual Business Plans are cmpleted and cmmunicated n time; preparing lng term asset management and financial management plan t ensure Cuncil sustainability; effectively cnsulting ratepayers and ther key private and public stakehlders in the develpment f strategic and business plans; maintaining a cntinuus review f the Cuncil s prgress in attaining the bjectives and strategies f the Strategic Management Plan. Human resurce management leading, develping, mtivating and managing the human resurces f the rganisatin; regularly reviewing the rganisatinal structure t ensure it is flexible and apprpriate; ensuring recruitment is undertaken in line with cntemprary and equal pprtunity principles and practices; ensuring retentin and attractin strategies are activated t psitin Cuncil as an emplyer f chice ; ensuring prfessinal develpment and training pprtunities, prgrams, recrds and plicies are in place; as the respnsible Officer, taking reasnable steps t ensure Cuncil meets all f its bligatins under the Wrk Health and Safety Act and assciated Regulatins and assciated legislatin t ensure a safe and psitive wrking envirnment; ensuring cntemprary perfrmance management prcedures are in place and adhered t; regularly reviewing remuneratin and cnditins fr senir management and ensuring they cnduct similar reviews fr their teams t increase retentin rates; mnitring and practively managing staff turnver; creating a psitive and prductive staff culture; wrking clsely with the relevant stakehlders t ensure a psitive and prductive industrial relatins envirnment. 4 Financial and asset management ensuring annual and lng term financial plans are prepared, mnitred and cntrlled; cmpleting the annual budgeting prcess in clse cnsultatin with the Senir Management Team; ensuring clse mnitring and cntrlling f budgets fllwing variance analysis t ensure sund fiscal management; ensuring Cuncil is prvided with timely and accurate financial reprts t aid key decisin making; ensuring the financial systems architecture, systems and prcesses are sund and that technlgy is effectively utilised; ensuring lng term asset management plans are in place and clsely mnitred; ensuring strng and well researched business cases are prepared t supprt majr prjects; ensuring cash flw is mnitred and cntrlled; ensuring the cllectin and security f revenues and efficient utilisatin f Cuncil funds and assets; ensuring all cmmercial activities f the Cuncil have clearly defined financial gals (including rate f return n assets) are in line with stated cmmunity service bligatins; ensuring the efficient and effective management and mnitring f the Cuncil s perating revenue and expenditure. Operatins management and majr prjects ensuring imprved prductivity and quality by regular reviewing f existing plicies, authrities, cntrls, wrkplace agreements, delegatins and systems; practively champining and develping a strng custmer service fcus fr the rganisatin; ensuring all f the residents f the Regin are its custmers and their best interests must be reasnably served at all times; prviding an verview f the varius peratinal areas f Cuncil and reprting t Cuncil and its cmmittees n a regular and frmal basis regarding the prgress f the Cuncil s peratins; mnitring and respnding t custmer satisfactin resulting frm regular surveys f the cmmunity t determine their perceptins n a range f activities in which the Cuncil is prviding service; investigating and explring pprtunities fr resurce sharing and maintaining the quality f verall prject management; Chief Executive Officer Page 3

5 Operatins management and majr prjects (cnt.) ensuring majr prjects are cmpleted in line with time and budgetary cnstraints and prject status regularly mnitred and cmmunicated; imprving perfrmance f the Cuncil by practively embracing Best Practice and cntinuus imprvement initiatives; managing the Cuncil s resurces and peratins in an efficient and effective manner including the develpment and maintenance f a cntestability philsphy in regard t bth internal and external service prvisin; enhancing the Cuncil s systems and technlgy cnsistent with the agreed strategic directin f the Cuncil. Stakehlder management and cmmunicatin liaising with cmmunity rganisatins, business grups and reginal interests as necessary fr the achievement f Cuncil s bjectives; respnding and initiating as required in regard t lcal and metrplitan media; ensuring psitive relatinships are established with lcal media, as well as The Advertiser and varius electrnic media; prviding input t any Cmmnwealth, State r Lcal Gvernment initiatives affecting the Regin; effectively liaising with lcal gvernment authrities, the Lcal Gvernment Assciatin and ther gvernment authrities and agencies; ensuring cmmunity cnsultatin prgrams are cnducted, analysed and incrprated in the strategic planning prcess; represent the Cuncil at apprpriate events t maintain and if necessary enhance the Cuncil s public prfile within the cmmunity and amngst stakehlders; ensuring Cuncil activities and initiatives are apprpriately prmted and cmmunicated; addressing public meetings in a psitive and effective manner; establishing and maintaining quality relatinships with lcal business leaders, educatinal institutins, cmmunity service prviders, gvernmental agencies, individual residents and ther custmers; prmptly and diligently respnding t requests fr service and advice frm emplyees and cmmunity. 6 Advice t and relatinship with Cuncil develping and maintaining a psitive wrking relatinship with the Mayr/Cuncillrs; ensuring a high degree f satisfactin with Cuncil members in relatin t supprt, guidance, service quality and accuracy f infrmatin, recmmendatins and related matters prvided by the CEO and Senir Management; ensuring Cuncil is prvided with a suite f reprts that indicate the status, success and effectiveness f all peratins and majr prjects; ensure that the Cuncil s statutry and gvernance bligatins are met in a timely and effective manner; ensuring Elected Members are prvided with apprpriate prfessinal develpment pprtunities and services; ensuring that effective cmmunicatin and wrking relatinships exist between the Cuncillrs and the Administratin, including attending meetings and regular and effective cmmunicatin prcesses. 7 PERSON SPECIFICATION Qualificatins tertiary and pst graduate qualificatins in an apprpriate discipline are highly desirable; there is an expectatin f nging external training, while n-the-jb, t ensure an up-t-date knwledge f all relevant legislatin and prfessinal fields f respnsibility, and t maintain and develp relevant prfessinal administrative management skills will be prvided. Experience & knwledge it is anticipated that the successful candidate will have gained extensive experience in the management f a multi-disciplined service rganisatin, tgether with extensive experience in the supervisin and management f strategy staff, assets and finances; the appintee shuld ideally have a sund knwledge in the fllwing areas: Lcal Gvernment Act; Lcal Gvernment peratins; data based, spreadsheet and prject management applicatins; inter-gvernmental techniques; plicy develpment techniques; meeting prcedures; industrial relatins and dealing with unins; Wrk Health and Safety legislatin.
