3 FOREWORD It is both my pleasure and honour on behalf of Audit Roundtable, to welcome you to the 3rd National Public Sector Performance, Monitoring and Evaluation Skills Audit Indaba 2018, under the banner, Driving public sector performance through a culture of accountability. Performance Monitoring and Evaluation, is a strategic approach to management, which equips leaders, managers, employees and stakeholders at various levels with a set of tools and techniques to regularly plan, continuously monitor, periodically measure and review performance of the organisation in terms of indicators and targets for efficiency, effectiveness and impact. Monitoring and the development and enforcement of statistical standards are important pre-conditions for effective evaluation. The sequence of implementation will focus on creating a culture of monitoring service delivery and then feeding back into managerial action. This is why our theme for this year is under the banner, Driving public sector performance through a culture of accountability. This event brings together local thought leaders and practitioners to share and exchange critical analyses and best practices on strategies to eradicate key problems which need to be resolved in order for performance to improve. 5 Introduction Skills audit is a methodology used to study labor markets conditions, such as the availability of required skills and its dynamics,such as impact of policy and technology change on the demand and change of skills. The methodology entails surveying employers to obtain information on their human resources,including employee characteristics,staff turn over,gaps and projected requirements.in South Africa we have a number of key positions being occupied by candidates who may not have the requisite competencies. Having incompetent staff leads to falsified reports, inacurate statements, poor records keeping, fraudulent activities, poor management of funds, lack of sound leaders etc, to name a few. The two day forum will empower and inform the public sector proffesionals to outline their duties with credibility, intergrity and professionalism. It will also quantify and assess the available skills and those that the employees need to get, to tackle future challenges. Ultimately,the future of our democracy depends upon the ability of the public service to deliver services efficiently and effectively.
