1 Position Announcement Environmental Compliance Coordinator PUD #1 is seeking an Environmental Compliance Coordinator. This position will coordinate all District land use, regulatory, and environmental permitting activities, and will report to the Engineering Supervisor. The Coordinator will write permit and land use approval applications, facilitate easement actions, support District planning efforts, be the contact for Districtwide regulatory compliance, and perform customer service duties as needed at the Engineering counter. Will also implement the program of permitting practices/policies in a consistent manner; serve as the liaison between the Engineering/Operations departments on permitting; prepare project related permit application packages; represent the District at public meetings and hearings; review land use/environmental permit document from outside agencies and contractors; facilitate compliance with the State Environmental Policy Act (SEPA); manage wetland mitigation sites; and report water use to the Department of Ecology. Additional tasks will include participating in the administration of watershed control programs, participating in the acquisition of utility easements and access agreements for District projects, and participating in District outreach activities. Qualifications: BS in Environmental Planning, Natural Resource Management, or a related field; or 5 years demonstrated relevant experience consistent with essential functions of position. Five years experience in land use and/ or environmental planning and permitting is preferred. A relevant combination of experience/ education may substitute for some req. Valid WA State driver s license is required. Knowledge of permitting processes for local agencies, local natural resource and watershed issues is preferred. Ability to create exhibit maps using GIS is preferred. Knowledge of the Growth Management Act, the Shoreline Management Act, and SEPA, as well as wetland mitigation and water conservation issues. Must be able to effectively communicate both in writing and orally with the public, coworkers and regulatory agencies. Excellent interpersonal skills and the ability to work collaboratively and build strong working relationships with other departments and co-workers. 2 JOB TITLE: Environmental Compliance Coordinator DATE: Oct 2017 REPORTS TO: Engineering Supervisor POSITION PURPOSE FLSA: Non-Exempt Reporting to the Engineering Supervisor, the Environmental Compliance Coordinator is responsible for coordinating all District land use, regulatory, and environmental permitting activities. Tasks include writing permit and land use approval applications, facilitating easement actions, participating in outreach activities, supporting District planning efforts, being the contact for District-wide regulatory compliance, and performing customer service duties as needed at the Engineering counter. No. JOB RESPONSIBILITIES 1 Permitting Coordinate all land use, regulatory, and environmental permitting for District activities, which includes: Implement the District s program of permitting practices and policies in a consistent manner, transparent to internal staff, and in compliance with local, state and federal regulations. Serve as a liaison between the Engineering and Operations departments on permitting issues. Prepare project related permit application packages. Represent the District at public meetings and hearings. Provide review of and comment on any land use and/or environmental permit documents from outside agencies or contractors. Facilitate District compliance with the State Environmental Policy Act (SEPA) including preparation and distribution of SEPA documentation for District actions and review of SEPA documents generated by outside agencies. Manage the District s wetland mitigation sites, including coordination with contractors, consultants, and resource agencies. Report water use to Department of Ecology. 2 Planning & Watershed Management Participate in the administration of District Watershed Control Programs. Activities include: 1 % of Time EF 60 X SF

3 No. JOB RESPONSIBILITIES Work collaboratively with District staff to develop short term and long term management goals that will lead to improvements in land use and water management in the watershed. Monitor, review, and provide comment on land use and/or environmental permits within or which affect the Cultus Mountain Watershed. Work collaboratively with the Operations Department and consultants in the operation of District stream gauge locations. Participate in the development and updating of planning documents, including but not limited to: District Water System Plan District Watershed Control Programs County Coordinated Water System Plan 3 Easement and Land Records Administration Participate in the acquisition of utility easements and access agreements for District projects. Activities include: Represent the District in the acquisition of easements over private and public property. Work to develop and implement a District-wide integrated vegetation management plan for District facilities and utility right-of-ways. Coordinate with outside agencies for review of vegetation management plans within District easements or property. 4 Engineering Counter Support Provides Engineering customer service support by answering questions regarding pressure, water availability, and meter costs, issuing hydrant meter permits, and completing meter sales. 5 Outreach and Engagement Participate in District outreach activities and initiatives. This includes representing and attending technical committee meetings and/or other environmental/water conservation meetings and activities. 2 % of Time EF SF 5 X 6 Other duties as assigned 5 X Education/Experience: Bachelor s Degree in Environmental Planning, Natural Resource Management or a related field, or 5 years demonstrated relevant experience consistent with essential functions of position. Five (5) years of experience in land use and/or environmental planning and permitting, or equivalent is preferred. A valid Washington State driver s license is required. Other Knowledge, Skills & Abilities: Knowledge of permitting processes for local Skagit County agencies. Knowledge of local natural resource and watershed issues preferred.

Ability to negotiate effectively, and firmly handle stressful or sensitive negotiations with tact and diplomacy. Level of Decision Making & Job Complexity: The incumbent will be responsible for working under limited supervision, frequently in the field, to conduct the business of the District. The knowledge required to succesfully fulfill the duties of the position is complex and in need of continual professional education. The function of the position is critical to the success of the District, therefore, the position requires a high degree of independent judgement, discretion and decision making.
