2 The Position The Chief of Plant and Engineering, Medical Center is responsible for the operations and maintenance of all County Health and Hospital facilities, buildings and grounds and plans, organizes, and reviews facility improvement projects. The Chief of Plant and Engineering, Medical Center coordinates all activities with other divisions of Public Works and other County departments. This Department of Public Works position reports to the Public Works Deputy Director of the Facilities Division. In addition, this position would collaborate closely with the San Mateo Medical Center s Chief Operations Officer as an extension of the medical center staff for planning, coordinating and delivering services to the Medical Center and its clinics. The position will be located at the San Mateo Medical Center in the City of San Mateo and has responsibility for the maintenance and operation of a 251-bed acute care hospital and other clinics and facilities located throughout the County of San Mateo. Examples of Duties Coordinate activities with those of customer departments, outside architects, engineers, building designers and contractors to ensure the availability of necessary resources and cooperation at all levels necessary to complete project in correct and timely manner. Participate in preparing job cost estimates and approve estimates prepared by others (PDU, Capital Project Managers). Write specifications, solicit and review bids, recommend contract awards and issue change orders. Coordinate and monitor contract performance and related activities associated with project completion. Ensure excellence in work performed and service delivery by selecting, supervising and coaching your employees. Participate in preparing and administering the operating budget; forecast needs for additional staffing, equipment, materials, supplies and funding allocations; and manage objectives within budget constraints and policies. Prepare and present comprehensive administrative, fiscal, statistical and technical studies, reports, evaluations, specifications and correspondence as required. Monitor and evaluate work in progress and at completion to ensure compliance with specifications, regulations, codes and ordinances.

3 Ideal Candidate The ideal candidate will have ten years of progressively responsible experience managing facilities maintenance and operation, preferably in a healthcare setting and will have experience in construction management, mechanical or civil engineering, or architecture in a medical setting. Additionally, the successful candidate will have: Extensive experience in operating and maintaining facilities to meet Joint Commission on Accreditation of Healthcare Organizations (JCAHO) Inspection regulations; Knowledge of Office of Statewide Health Planning Development (OSHPD) regulations, procedures and requirements; Experience with automated building management systems; The ability to manage current initiatives and develop new ones aimed at cultivating an environment that respects individual strengths, views, and experiences, to best meet our current and future business priorities; Demonstrated experience collaborating with internal and external partners to create a safe, supportive and empowering community for all; Outstanding skills in leading teams, motivating staff, encouraging new ideas, fostering trust and successfully setting priorities with limited resources; The ability to remain calm under pressure and adept at prioritizing tasks, handling multiple responsibilities and synthesizing complex issues effectively. Qualifications Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to qualify is three years of progressively responsible experience in a large, complex environment performing construction supervision, engineering, architecture or building and ground maintenance activities.

4 The Department of Public Works The Department of Public Works serves the unincorporated areas of San Mateo County, providing public services and operating facilities that benefit the community as well as County employees and clients of County agencies. The Department plans, designs, constructs, operates, and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public and County employees. The Department advises the Board of Supervisors on all public works issues, including rates and charges for services that are fair to both the users and service providers. Public Works has a budget of over $200 million and is comprised of over 300 employees in four divisions: Administrative Services and Airports, Engineering and Resource Protection, Facility Services, and Road Services. Most of the Public Works budget is funded from sources other than the County s general fund. The budget includes federal and state funds earmarked for aviation and transportation, landfill franchise fees for waste management programs, gas taxes to maintain 320 miles of County roads, and property taxes and service charges to provide various services to the over 40 special districts governed by the Board of Supervisors and administered by the Department. 5 Compensation & Benefits The annual salary range for this position is $114,254 to $142,833 The County offers an excellent benefits package that is available to spouses, domestic partners, and other dependents. Retirement: Membership in the County Retirement System plan (SamCERA). Insurance: Choice of three medical and two dental plans with the majority of the premium paid for employee and eligible family members plus Flexible Spending Account option. The vision care plan is fully paid for employee and eligible dependents. The County provides $50,000 of Basic Life Insurance. Additional Insurance: Family Death, Disability and Supplemental Life Insurance policies are available to employees. Long Term Disability benefits fully paid by the County. Vacation: Employees receive 13 paid days a year for the first 5 years of service. Additional days are added with increased years of service. Holidays: 13 paid holidays per year. Administrative Leave: Management employees accrue 130 hours per year to use as time off. In April of each year, employees have the opportunity to convert 50% of their then current Administrative Leave hours balance for a cash payment.
