2 POSITION PURPOSE The role and functions of the Professional Practice Group are to support and enhance the quality of professional practice in Oranga Tamariki, through the provision of practice-related advice and quality assurance and review processes, data and analysis. The Group is also accountable for design and enhancement of practice frameworks, models and tools, and contributing to the design of major new areas of practice. The purpose of the Practice team is to provide high quality advice and lead the design, development and review of practice systems, tools, frameworks and guidance to support the delivery of high quality professional practice. The purpose of the General Manager Practice position is to provide leadership and direction on professional practice at a national level across all parts of Oranga Tamariki. The position plays a key role in supporting Oranga Tamariki to continuously improve the quality of its professional practice and thereby to improve the outcomes for tamariki. The General Manager Practice has a key leadership role through providing a centre of excellence on practice knowledge and offering high quality specialist advice on practice issues. The position is also responsible for the design and development of high quality practice models, frameworks and standards. KEY ACCOUNTABILITIES Key Result area Practice design, development and advice - Promote continuous improvement and learning in operational delivery practice through monitoring international and national trends in research, identifying best practice with respect to social work and social work standards and identifying lessons that arise from reviews - Lead the provision of specialist practice advice, including reviews of practice - Lead the development and roll-out of practice models, frameworks and standards - Ensure the research, best practice and learning are widely disseminated and used to continually inform the improvement and development of operational delivery practice and standards both within and outside of the organisation. This includes but is not limited to publishing articles and, delivering presentations and teaching sessions - Ensure practice systems, tools, frameworks and guidance encapsulate mana tamaiti, whakapapa and whanaungatanga - Ensure the provision of specialist input and strategic thinking into programme development through participation in appropriate internal governance/steering groups and other forums. Strategic leadership - Lead and contribute to the design of practice to ensure it is fit for purpose and aligned with best practice approaches and practice standards - Gain the commitment of other parts of the Professional Practice Group to the strategic direction Position Description General Manager Practice November

3 Key Result area - Contribute to achieving high aspirations for tamariki and rangatahi Māori, Pacific children and young people, and other vulnerable children - Collaborate with sector partners to support the wider system to achieve good outcomes for vulnerable children - Ensure the voices of children inform the development and improvement of quality practice - Ensure international and NZ evidence, knowledge and information (in relation to quality practice) are readily available and shared a culture of continual reflection and improvement of practice. 4 Key Result area - Comply with and support all health and safety policies, guidelines and initiatives - Ensure all incidents, injuries and near misses are reported into our H&S reporting tool - Comply with all legislative and regulatory requirements, and report any breaches as soon as they become known - Adhere to all Oranga Tamariki procedures, policies, guidelines, and standards of integrity and conduct - Demonstrate a commitment to and respect for the Treaty of Waitangi and incorporate these into your work. KEY RELATIONSHIPS Internal External - Oranga Tamariki leadership team - General Managers and other senior managers - Managers and staff in the Professional Practice Group - Professional Development team - Operational delivery leaders and managers including Regional, Residence and Site Managers - Key Government agencies including the Ministry of Social Development, NZ Police, Ministry of Education and Ministry of Health - External Advisory Group - Māori Design group. - External bodies involved with independent review of Oranga Tamariki (such as the Office of the Children s Commissioner) - Accreditation and registration bodies, including the Social Worker Registration Board - External providers and partners including Iwi - Relevant tertiary training institutions - External governance bodies QUALIFICATIONS & EXPERIENCE Qualifications Other requirements Experience - A tertiary qualification or equivalent relevant experience is essential. The qualification may come from a number of different fields of study, including social work or other human sciences. - Willingness to travel within New Zealand to fulfil the requirements of the role. - Demonstrated and significant experience in the development and leadership of social work practice. - Demonstrated background in leadership roles with a particular Position Description General Manager Practice November

5 focus on enhancing the quality of services and practices for tamariki and their whānau - Knowledge of indigenous models of practice - Knowledge and/or experience of contemporary issues in social services delivery - Understanding of large organisation dynamics including the management and leadership of geographically distributed staff - Experience in a public sector organisation in a role requiring consultation, communication and relationship management skills - Demonstrated senior leadership experience, with significant experience in turning strategy into action in a large and complex organisation - Actively applies knowledge of te reo Māori, tikanga and builds knowledge of te Ao Māori. Skills - Strong child centred perspective and an enduring focus on improving outcomes for New Zealand s most vulnerable children. - Ability to influence, negotiate and persuade across group and service boundaries to achieve desired outcomes - Demonstrate commitment to understanding and delivering to our Māori cultural framework - Actively applies knowledge of te reo Māori, tikanga and builds knowledge of te Ao Māori - Excellent relationship management skills able to establish, build and maintain effective working relationships at all levels of Oranga Tamariki, as well as with key stakeholders - Advanced written and oral communication skills and ability to communicate complex concepts to a range of stakeholders - Advanced analytical and critical thinking skills - Commitment to culturally responsive services and practices for Māori, Pacific people and other cultures.
