2 Introduction -Need of the project With its unique demography (356 million years olds population) and its desire for positive growth and change, India is experiencing an unparalleled need for skills development. The establishment of its ambitious target of skilling 500 million people by 2022 also affords unique challenges in terms of not only improving its current training capacity, but also increasing it significantly. According to industry associations, the garment industry in India has not grown to its potential and the main reason for this is the fragmented structure of the industry.

3 Introduction -Need of the project Smaller sizes of the production units has led to several drawbacks for the industry such as- Uncompetitive scale in globalized environment,low technological development, Lower production,high raw material cost. Due to all these the local clothing industry is failing to perform up to the world-class standards, despite its high potential for growth. To mitigate these challenges the domestic clothing industry needs to be well equipped with modern technology & specialized skilled workers etc.

6 Introduction -Need of the project Difference between traditional & competency based assessment are:- Traditional assessment is a process that gives one the opportunity to obtain academic credit for one or more courses in a certificate, diploma or degree without taking the course(s) where as Competency based education involves students proving they have mastered the content of a course no matter how long it takes. In traditional assessment, they demonstrate they have the skills as proof they don't need to take a particular course(s) and in competency based education they prove they have mastered the competencies required for a course while taking the course.

8 Literature Review Competency based assessment is a process where an assessor works with a trainee to collect evidence of competence, using the benchmarks provided by the NOS (National Occupation standards-nos) that comprise the national qualifications. NSDC- Its aim is to contribute significantly (30 per cent) to the overall target of skilling / up-skilling 500 million people in India by 2022, mainly by fostering private sector initiatives in skill development programmes and to provide funding. SSC- Sector Skills Councils (SSCs) are designed to be led by industry and develop the NOS for the various roles within the sector they represent.

9 Literature Review NOS -The National Occupational Standards (NOS) specify the standard of performance an individual must achieve when carrying out a function in the workplace, together with the knowledge and understanding they need to meet a standard consistently.

Competency based learning and assessment goes hand in hand.

23 Conclusion Competency based assessment plan for Advance pattern maker CAD & Garment cutter CAM has been made. This assessment plan would be very effective / competent in certifying the candidates for job role CAD &CAM operator. Moreover, it has been approved by AMHSSC. It would not assess the candidate on the basis of technical capability only, but also it depends upon the ethical, agronomical knowledge of trainee. However, this plan has every chance of becoming more cost effective by the utilization of technology.
