1 Safety Regulations and Procedures OCCUPATIONAL HEALTH Hazard Communication - Responsibility, Scope, and Application - S Rev 1/95 Hazard Communication - Responsibility, Scope and Application RESPONSIBILITY Superintendent Associate Superintendent, Management Services The Superintendent has the ultimate responsibility for HAZCOM within the district. The Superintendent with other administrators, provide continuing support for the district-wide HAZCOM program. Establish a HAZCOM program that includes a written program that describes how the criteria for labeling and other forms of warning, the MSDS system, and employee information and training will be accomplished. Ensure the HAZCOM program includes an "Inventory List of Hazardous Chemicals" known to be present in the workplace using an identity (i.e., trade or common name and, or MSDS reference number) and methods to inform employees of the hazards of chemicals used during non-routine tasks. Safety Services General Develop, coordinate, and maintain the district's HAZCOM program to include a written program addressing the following: Responsibilities. List of Hazardous Chemicals. MSDS system. Labeling. Training. Coordinate implementation with the Site Managers. Review and evaluate the annual HAZCOM program self-inspection conducted by the Site Managers. Recommend and coordinate implementation of improvements. MSDS Review all MSDSs regarding chemicals received by district sites for hazards, recommend safety precautions, and approve for use. Prepare a temporary MSDS, as needed, if the manufacturer is MSDS is not available or incomplete. Request a complete MSDS from the manufacturer as soon as possible. Based on MSDS review, recommend appropriate labeling, warnings, and information and training for employees. Page 1 of 5

2 Ensure each MSDS complies with OSHA (federal) and WISHA (state) regulatory standards. Maintain a master MSDS file and update the 'Lists of Hazardous Chemicals' as changes are made. Labeling Assist Site Managers with labeling requirements as requested. Training Develop an employee training program and coordinate implementation with the Site Managers. Principal/Site Manager General Coordinate implementation with Safety Services. Maintain a central binder(s) in the workplace containing the district's written HAZCOM program. Ensure that every employee knows where the binder is and make it available to all employees. Additional binders may be kept within local work areas as desired by the Site Managers. Site Managers should not develop their own written program unless noted separately in this document under Curriculum Coordinators. The central binder will include the following sections: District 81 written program; S80.60 through S Inventory List of Hazardous Chemicals. MSDS file. Training records. Provide a copy of the HAZCOM program, S80.60 through S80.63, and the "List of Hazardous Chemicals" to any employee upon request. Specific MSDSs may also be provided per employee request. MSDS Maintain a current MSDS for each hazardous chemical used. Request the MSDS from the manufacturer or supplier. Prior to introducing any new chemical into the workplace request an MSDS review, assignment of a reference number, and approval of use from Safety Services. Additionally, ensure Safety Services receives a copy of all MSDS updates or revisions. Labeling Ensure manufacturer and local secondary containers of hazardous chemicals are labeled, tagged, or marked. See S Page 2 of 5

3 Training Arrange for the mandatory annual HAZCOM information orientation for all employees and document the training. The district HAZCOM video will be televised on KSPS at least annually and shall serve this purpose. Contact Safety Services for a copy of the HAZCOM video for separate viewing. Arrange for the mandatory annual HAZCOM training for specified employees directly exposed or potentially exposed to hazardous chemicals and document the training. Supervisors should monitor for the need of more frequent training due to introduction of new chemicals, complexity of operations, and non-routine tasks. Employees who are directly exposed or potentially exposed to hazardous chemicals must be identified in writing and receive training specific to their exposure. Use sections S80.62 through S80.64 for training. Contact Safety Services for assistance in training supervisors, foremen, and, or employees. Delegations Inspections Contractors Non-Employees Curriculum Coordinators Identify in writing your overall HAZCOM coordinator, MSDS coordinator, labeling coordinator, and trainer. These duties may be delegated to one or more individuals. A sample is on page S Place the completed list of responsible/delegated persons at the beginning of the HAZCOM/MSDS binder. Conduct an annual self-inspection of the HAZCOM program using the self-inspection checklist provided in and S Forward a copy of the results to Safety Services. Ensure contractors receive information and training when directly exposed or potentially exposed to hazardous chemicals owned or used by the school district. At a minimum, provide a copy of the appropriate MSDS, information regarding precautionary measures needed to protect employees under normal work conditions and in foreseeable emergencies, and information regarding the district's labeling of hazardous chemicals in the workplace. Contractors are expected to train their own employees and Site Managers are expected to verify training has been conducted. Providing a contractor access to this written HAZCOM program is usually sufficient to comply with regulatory requirements. Contact Safety Services for assistance. Ensure students, volunteers, and visitors receive appropriate information, training, and, or supervision when directly or potentially exposed to hazardous chemicals during non-routine tasks. Curriculum coordinators in arts and crafts, vocational education, and science will be responsible for specialized oversight of their program areas and coordination with Safety Services. Page 3 of 5

4 Purchasing Manager All Managers Employees Ensure a MSDS is requested with each purchase order of chemicals. MSDSs received shall be forwarded to the ordering Site manager and Safety Services. Designate on the MSDS which department/shop ordered the material. Responsible for information orientation of ancillary personnel in administration, food services, express, and etc. Each employee will receive information and training regarding the district's HAZCOM program and make themselves familiar with the appropriate HAZCOM binder. Each employee is expected to handle, store, and use hazardous chemicals in a responsible manner based on the information and training received. If there is any doubt as to what action to take contact your Supervisor, Safety Committee, Site Manager or Safety Services. Each employee is responsible for carrying out the HAZCOM regulations and procedures documented in this section, as well as memoranda from district safety administrators. SCOPE AND APPLICATION Employees Non-Employees Consumer Products Waste/Discarded Chemicals Personal Items All employees shall receive information and training regarding hazardous chemicals in the workplace. Will receive information and training as determined by the Site Manager. This HAZCOM program does not apply to consumer products where it can be demonstrated that the chemical in question is used in the workplace in the same manner as normal consumer use, and where the use of the consumer product results in a duration and frequency of exposure to employees which is not greater than exposures experienced by consumers. Check with Safety Services to determine applicability. This HAZCOM program does not apply to Hazardous Waste defined by the Hazardous Waste Management Act (Chapter WAC). If you have hazardous waste or chemicals that need to be discarded contact Safety Services to coordinate for proper and safe disposal. This HAZCOM program does not apply to food, drugs, or cosmetics intended for personal use or consumption. Page 4 of 5
