2 Announcement Date: 2 Aug 2017 Closing Date: Sun 13 Aug 2017 RFP#: ASMO-KAB Subject: Corporate Trainings Services (Staff Capacity Building) 1. About ASMO The Afghan Social Marketing Organization (ASMO) is a social marketing and behavioral change communication organization established in August ASMO as a free-standing, not-for-profit Afghan organization aims to create positive health outcomes by giving Afghan households the information they need to make informed and healthy choices and expanding access to high quality health products through commercial markets. The Sustaining Health Outcomes through the Private Sector Plus (SHOPS Plus) project led by Abt Associates awarded Afghan Social Marketing Organization (ASMO) a project that improves the delivery of high quality family planning and maternal and child health products to target populations in Afghanistan through the private sector. SHOPS Plus will provide technical assistance to ASMO in designing and implementing high quality social marketing interventions which leads to increased access to affordable priority health products and increased demand for priority health products and services. In addition, SHOPS Plus will collaborate with ASMO in developing a vision and roadmap for ASMO sustainability. 2. Purpose/Intent: ASMO is soliciting proposals from Corporate Training Agencies, Educators or Consultancy Service Companies for short term training services. ASMO s needs for training is specific to employee s performance which is known as Corporate Training. In other words, prime objective for training need is to enable employees to update their job knowledge/skills in order to ensure efficiency and productivity. ASMO has prepared training needs that identifies training objectives and programs. For more details, see SoW (scope of work) of this RFP. Interested service providers are encouraged to apply for this announcement and to send their proposals at/before closing date. 3 3. Contents: In order to simplify the evaluation process and obtain maximum comparability, ASMO requires that all responses to the RFP be organized in the manner and format described below: 3.1. Executive Summary: Proposal should include one page executive summary to state how and why the respondent entity is best and qualified to fulfill the requirement of this RFP and to include name of the entity, address, contact details and also clear statement of intent to describe the real intention of the respondent entity for performing the job as per RFP requirements Professional Experience/Management: Respondent should include in their proposal a brief list of concluded contracts with previous clients supported with copy of the related contracts. Concluded service should be relevant (of the same purpose and nature of the RFP). Also, CV for key personnel as well as for educators (trainer) proposed to be engaged for this service must be provided Price: Proposal should include detailed price schedule showing hourly charge for trainer s fees per training listed below under the SoW). If applicant wish to include other charges such as admin fee, ect and they are applicable, they must be shown in separate line. In other words all other charges other than trainers fee if applicable must be separately shown. This RFP has requested AFN price. However, if respondent wish to present price (quotation) in USD, prices will be converted to AFN per daily exchange rate DAB (Da Afghanistan Bank) to give comparable data for evaluation. 4. Scope of Work (SoW): The scope is to organize and conduct specific training known as (Corporate Training) for ASMO s employees and as per training plan consist of the following: 1. M&E, Data Analysis, and Research Methodologies - 7 day/56 hour 2. Financial Management and Accounting 4 day/ 32 hour 3. Internal Audit & Compliance Management 7 day/ 56 hour 4. Marketing Strategies 3 day/24 hour 5. Human Resource Management - 3 day/24 hour 6. Procurement & Marketing 4 day/32 hour 7. Fundamental Marketing /Communication Channel 4 day/ 32 hour 8. English Business Writing Course - 44 days / 352 hours All these trainings are required to be conducted/completed within 45 days in Aug/Sep 2017 as per schedule that will be available. 4 (decrease/increase) very slightly depending the changes in schedule. ASMO takes the responsibility s to provide presentation materials/equipment, stationaries for trainings at ASMO venue. Training syllabus include: 1- M&E, Data Analysis, and Research Methodologies: Research Methodology, Main Elements Of An M&E Plan, M&E Strategy, Complexities Of M&E Implementation Plan, M&E Plan Implementation Modalities 2- Financial Management and Accounting Advanced Accounting & Budgeting, Book-keeping, Cash management, Risk management 3- Internal Audit & Compliance Management Advance internal audit according to the USAID rules and regulations, best practice of current international organization s 4- Marketing Strategies Product Identification & Marketing Strategies, 5- Human Resource Management: Fundamental of Human Resource Management, Strategic HR Management 6- Procurement & Marketing: Procurement Management Cycle, Purchasing and sourcing, Social Marketing Strategy 7- Fundamental Marketing /Communication Channel: Essentials of marketing and communication 8- English Business Writing Course Business communication, developing writing skills, basic writing concepts (such as spelling, grammar, and punctuation), report and proposal writing Deliverables/Responsibilities: Trainer should conduct the service according but not limited to the following responsibilities: - Organize and conduct trainings according to the schedule that will be available - Liaise with AMSO HR responsible about finalizing schedules and timelines or venue change - Provide trainees with certificates - Deliver to ASMO brief reports outlining training agenda, participates, syllabus covered 4 P a g e : R F P C o r p o r a t e T r a i n i n g s ( S t a f f C a p a c i t y B u i l d i n g)

5 - Prior commutation and liaise with ASMO s HR responsible about training handouts/materials for distribution - Deliver training handouts/soft and hard copy to HR ASMO Requirements: - Proven experience as corporate trainer at national or International level, skilled in business English language & high level presentation skills - Understanding of effective teaching methodologies and tools - Certification of experienced and professional trainer - Ability to apply new techniques/method of trainings 5. Post Evaluation Meeting: Top three or more will be shortlisted for interview. Potential and best competitor meeting the requirements that include competency, relevancy, and experience will be selected. 7. Submission Guideline: Quotation must be in printed in three copies written in English or in Dari/Pashto language and to contain in envelop with proper sealing and marking. Envelop should include RFP reference number, name and contact number of the submitting company. Proposals should be sent no later than 2:00pm Sun 13 Aug 2017 and to the attention of Mr. Khalid Ahmadzai, Procurement Manager, at ASMO s main office and at the below given address. Evaluation/Selection Process: Proposals received will be reviewed to determine responsiveness with respect to the requirements. Proposals who have not met the requirement or determined to be nonresponsive to the requirement will be considered ineligible. So, any response failed to be prepared in accordance with instruction as per 3.1, 3.2 & 3.3 and failed to include required document as per section 9 below will be regarded as non-responsive and will be disqualified for the purpose of review. 5 P a g e : R F P C o r p o r a t e T r a i n i n g s ( S t a f f C a p a c i t y B u i l d i n g)

6 Briefly, proposals will be considered as disqualified if they are non-compliant as per requirement under 9 below. Responsive proposal will be reviewed and scored by the ASMO evaluation committee pursuant to the grading scale it creates. The criteria to evaluate and score responsive proposal shall include but not limited to reasonable price and relevant experience. Scoring consists following: - 60 mark for price: Applicant will not obtain full mark if price is not quoted as per instruction under 3.3 above. Adequate, comparable details should be included mark for experience: Experience must be relevant and verifiable. Copy of recently concluded contracts with clients should be included. Instructions under 3.2 above and 10 below should be followed. 9. Disqualification/ Minimum Submission Requirements: Respondent should read carefully the RFP to ensure proper understanding and is required to include for submission all of the followings, otherwise submission will be regarded as disqualified. - Attachments/support documents requested under 3.1, 3.2 & Color printed copy of business license - Prices schedule (must be printed in the company letterhead) attached - Evidence of pas experience as per instruction 3.2 and references as per 10 below - Signatures/dates: Entire proposal documents including return copy of this RFP should be duly signed/stamped only by responsible person or person who is authorized to submit the proposal. Every documents in the proposals must be confirmed/dated. 10.Past Performance: Respondent should include in their proposal record of their past concluded contracts that are relevant to this RFP. References are requested to be provided and supported with copy of the contract. It is the legal responsibility of the company representative to ensure strict and full compliance with these Executive Order and laws Prohibited Source Countries For the purpose of this work, no goods/resources to be procured/supplied from countries that are classified by USAID as prohibited sources such as Cuba, Iran, Laos, North Korea, Sudan and Syria Payment/Tax Responsibilities: ASMO s term/condition for payment is in Afghani at predefined installments. 8 11.4. Anti-Human Trafficking ASMO is committed to a work environment that is free from human trafficking, which for purposes of this policy, includes forced labor and unlawful child labor. ASMO will not tolerate or condone human trafficking in any part of organization. This policy is consistent with ASMO s Code of Ethics and Business Conduct and our core values to protect and advance human dignity and human rights in our business practices. ASMO employees, contractors, subcontractors, vendors, suppliers, partners and others through whom ASMO conducts business must avoid complicity in any practice that constitutes trafficking in persons. Action involving, suspension and termination will be taken if vendor or contractor evidenced for non-compliant. Trafficking for this purpose includes but not limited to the following: Trafficking in persons shall mean the recruitment, transportation, transfer, harboring or receipt of persons, by means of the threat or use of force or other forms of coercion, of abduction, of fraud, of deception, of the abuse of power or of a position of vulnerability or of the giving or receiving of payments or benefits to achieve the consent of a person having control over another person, for the purpose of exploitation.
