1 Vacancy Announcement World Vision International Nepal (WVIN), an international Christian relief, development and advocacy organisation dedicated to working with children, families and communities to overcome poverty and injustice, is looking for potential Nepalese candidates to fill out the following positions: 1. Position: Project Manager (One)-based in East Field Office, Biratnagar Key Responsibilities: To lead and manage KITAB (Knowledge Improvement Through Access of Books) project that aims to transform the book market in Nepal through a technology-enabled market solution that will improve access to, quality and utilization of books through more efficient supply chain, a digital marketplace linking schools to publishers & a social network connecting teachers & a book purchase tracking system to support school progress. The intervention uses Result Based Financing (RBF) to strengthen the education system by compelling all stakeholders to align and support the achievement of existing education standards. The Project Manager will work closely with the relevant external, internal and community partners for overall management of the Project under WVI Nepal, establish effective working relationship, adequate referral and networking with relevant LNGOs, INGOs, World Bank, UN agencies, publishers, community schools, and other civil society groups for project implementation. Ensure excellence in Project implementation in terms of impact, reporting, and timeliness. Stay abreast of compliances and requirements. Capacity building of Project team members, field based staffs and implementing partners on compliance requirements. Minimum Qualifications and Experience required: Bachelor s degree or equivalent qualification in Education, Social Science or relevant discipline (preferred Master s degree) with at least 5 years experience in national and/or international NGOs; Demonstrated depth experience and effectiveness preferably in an NGO context in working with community/grassroots people and organizations, specially focus on classroom interventions, early grade reading, ICT interventions; Extensive experience and recognized expertise in models and methods of training, facilitation and capacity building, Project Management and organizational development for staffs, communities and government stakeholders; Thorough understanding and experience about Nepal Government s strategies, policies, guidelines on early grade reading and ICT policies. Experience of working on Result Based Finance model Project will be an added value. 2. Position: Support Service Field Officer (One)-based in East Field Office, Biratnagar Key Responsibilities: This position will be responsible for providing Finance and Supply Chain Management (SCM) support to WVIN s NGO Partners and ensure all NGO Partners adhere required finance and SCM compliances, which includes payment and disbursements; procurement review and support; monitoring and reporting with at least 70% visit to the field/project locations. To ensure stewardship, accountability and transparency in the Finance and SCM sectors at all level through the active resourcing and empowerment of NGO Partners. Minimum Qualifications and Experience required: Bachelor s degree in Management, Business Administration specialization in Finance/ Accountancy or related area with at least 2 years experience in the similar field; Must have good knowledge of accounting principles, financial systems, budget/cash-flow monitoring, Supply Chain Management System and internal controls; Understand advocacy theory, process and practice; Experience of log frame and partner collaboration; Knowledge of Procureto-Pay processes; Should have good knowledge on Admin, Procurement, Finance, Security policies and procedures etc. 3. Position: Monitoring, Evaluation, Accountability, Learning and Strategy Officer (One)-based in East Field Office, Biratnagar Key Responsibilities: MEALS Officer will be responsible to support Field MEAL Specialist to ensure assessment, baseline, regular monitoring and evaluation of KITAB (Knowledge Improvement Through Access of Books) project are done with high quality. The position is further designed to ensure the digital platform prepared for the project has been handled properly. The work further includes coordination, network and collaboration with the stakeholders are done to ensure all the M&E requirements are met. Minimum Qualifications and Experience required: Bachelor s degree in Development Studies, Economics, Public Health, Agriculture or similar field (preferred Master s degree) with at least 2-3 years proven experience on monitoring, designing and leading surveys, carrying out basic data analysis (central tendency, cross tabulations) esp. for indicators relating to education; Skills on writing quality reports and data management. The position is also supposed to work very closely with the local government in terms of getting approvals, aligning the projects into government's educational strategies, and advocating for the digital platform system establishment and strengthening the implementation of book corner in community schools as a part of government's prioritized minimum enabling conditions (PMECs). 4 Partnership Management 5% Lead the management of partner NGOs performance to ensure that project results are delivered as per the agreed MOAs, plans, budgets, quality benchmarks, donor guidelines and requirements, government regulations, and organizational policies and procedures. Ensure adequate strengthening of partner NGOs management, technical and functional capacity to achieve projects deliverables. Ensure that regular and timely meetings with partner NGOs take place as per expected requirements, corrective actions from project monitoring and tracking are taken, and action plans are followed up. Facilitate the district level requirement for selection of partner NGOs. Provide project stakeholders with comprehensive documents and each stakeholder clarified on their role and responsibilities. The department works as an independent body to improve WVIN s programme quality and demonstrate evidence of changes to have maximum impact to the most vulnerable children and communities. The department has been restructured on lean and sufficient principle to provide guidance and oversight to field to achieve WVIN strategy.
