1 JVO EXECUTIVE EDUCATION PROGRAM 2016 TRAINING CALENDAR* COURSES SCHOOL OF GOVERNMENT Local Governance (Post Election Courses) Integrates concepts from public administration, political science, and organization studies towards a deeper understanding of the government, its structure, roles, limitations and failures TENTATIVE DATES Local Governance and Public Management for Newly Elected LCEs The course will imbue participants with the basic principles and operative policies of the Local Government Code coupled with practical and experiential knowledge about the management and operations of LGUs - both as development agents and arena for change and reform Newly Elected Local Chief Executives, Sanggunian Members, Department Heads, Provincial/City/Municipal Administrators, and other technical staff of LGUs June Effective Leadership Course for Newly Elected Officials This course aims to develop the leadership potential and capabilities of the newly elected officials through effective leadership and management principles Newly Elected Local Chief Executives, Sanggunian Members, Department Heads, Provincial/City/Municipal Administrators July 4-6 Effective Local Legislation and Governance for Neophyte Legislators and Politicians This course aims to empower participants to become effective in formulating laws and ordinances and in managing their local government offices Local Chief Executives; Members of Councils at the provincial, municipal, and city levels; Provincial/City/Municipal Planning Development Officers; Department Heads; Technical Staff of Policy Departments at the national agencies July 7-9 Strategic Management for Good Governance Acknowledging the different needs and capabilities of various institutions, this course teaches practitioners on how to better manage their respective organization through strategic management principles and methods July 11-13

2 Leadership and Governance Courses Provides practitioners with the necessary competencies and knowledge in effecting positive changes in their respective organizations enabling them to deal with more complex problems and challenges through adaptive solutions and effective decision-making skills Greater than Leadership Orients practitioners to work beyond technical solutions to development program challenges through the adaptive leadership approach August Leading and Managing Public Organizations: Paving the Way for Political and Economic Change Enables practitioners to know the importance of being innovative and forward-thinking leaders, approaching issues in a critical and resourceful manner especially in the pursuit of political and economic reforms September 6-8 Strategic Management and Effective Leadership for the Public Sector This course intends to develop important skills in leadership and strategic management to meet the growing demands of the roles as public officials September Constraints to Collective Action in Governance Reforms This course introduces practitioners to the different constraints that reform programs usually face from the formulation to the implementation stages and the ways on how to successfully adapt and provide solutions to them September Challenges and Innovations in Governance

3 Re-examines theories and practices relating to power, ethics and accountability, and how these can be effectively aligned in public governance. Public practitioners will be trained to recognize, articulate and navigate various ethical dilemmas and decision-making challenges in the public sector. Social Accountability for Good Governance This course will introduce the participants to the complexity and dynamism of social accountability as an approach to good governance, examine contextual factors that appear to be critical in shaping social accountability interactions, and offer a flexible but analytical framework to guide the participants in strengthening social accountability measures and practice October 4-6 Knowledge and Information Management Equips practitioners with the skills to create content management systems to make information about an organization available to its members through portals Local Chief Executives, Department Heads, Provincial/City/Municipal Administrators and other technical staff of LGUs; Managers/ Directors / Chiefs of non-profit and private organization; Knowledge and Information Management Practitioners / IT Managers and Staff October Program Development and Management Policy development is a complex practice that involves several paradigms seeking to enable policy practitioners to face policy-related challenges. Courses on policy development focus on transforming leaders to better equip them in the formulation, implementation, and monitoring and evaluation of policy outcomes. Policy Development and Analysis for Public Leaders This course will enable policy-makers and leaders in carefully understanding the what, why, and how of pursuing courses of action to address social phenomena, and will cover the different components of policy analysis, development, implementation, monitoring and evaluation to achieve intended results which are vital in decision making Local Chief Executives, Members of Councils at the provincial, municipal, and city levels; Provincial/City/Municipal Planning Development Officers, Department Heads, Technical Staff of Policy Departments at the national agencies, Officials of Project Design and Implementation for Inclusive Development: Processes, Tools and Strategies This course integrates approaches and techniques in project planning and management that aims to capacitate practitioners in developing and designing reform-oriented and sustainability-driven projects with the overall goal of strengthening local economic development October October 25-27

4 Local Chief Executives, Sanggunian Members, Department Heads, Provincial/City/Municipal Administrators, Planning and Development Officers, Managers / Directors / Chiefs of non-profit and private organizations, Project Managers and Staff of different organizations Rapid Results Approach for Effective Organizational Management Introduces practitioners to a results-based management strategy which is aimed at achieving major reforms or change efforts. It consists of using structured processes that mobilize teams to achieve results in 100 days through effective collaboration, empowerment and accountability. Local Chief Executives, Department Heads, Provincial/City/Municipal Administrators, Managers / Directors / Chiefs of, Human Resource Management Practitioners from different organizations November 8-10 Measuring Government Performance: Innovations in Monitoring and Evaluating for Results This course focuses on the need to apply monitoring and evaluation skills to projects so that results will be effectively achieved through innovative solutions that translate to actionable plans and measurable performance November Local Chief Executives, Department Heads, Provincial/City/Municipal Administrators, Managers and Staff of Planning and Development / Monitoring & Evaluation Departments Local Economic Development Courses These courses aim to develop the fundamental knowledge and competencies of practitioners in applying the LED concept and approaches towards building an economic and social welfare development in their respective LGUs with emphasis on the stimulation of sustainable income generating opportunities in ways that encourage local participation and consensus building Urban Planning and Economic Development This course covers the financial, administrative, political and participatory dimensions of planning, design, and development and informational base for making deliberate decisions to ensure livable cities vis-à-vis sustainable development requirement Local Chief Executives, Department Heads, Provincial/City/Municipal Administrators, Project and Planning Heads and Officers of government, non-profit, and private organizations November Social Entrepreneurship Development and Leadership for OFWs This course opens practitioners to the avenues by which Overseas Filipino Workers (OFWs) and their families are encouraged and aided to develop their own businesses to augment December 6-8

5 their earnings and to engage their respective communities in development as leaders of ground-level growth SCHOOL OF GOVERNMENT Local Chief Executives, Planning & Development Heads and Officers of government, nonprofit, and private organizations, Social Entrepreneurs, OFWs, Business Development and Community Development Practitioners Resource Mobilization for Local Development: Opportunities and Challenges in Local Finance This course will enable practitioners to have a clear understanding of the various modes by which an LGU could mobilize resources for its projects or programs Local Chief Executives, Sanggunian Members, Departments Heads, Provincial/City/Municipal Administrators, Members of the Local Finance Body, and other technical staff of LGUs January *All courses can be customized to address specific needs of local government agencies, government offices, and private organizations. *Training dates are tentative and courses may be re-scheduled and/or cancelled without prior notice. *Fees vary per course.
