1 Our Vision: People who experience mental illness living well Our Mission: Comcare will contribute positively to the recovery of people who experience mental illness through the provision of quality community services and social housing, and support mental health sector development. Job Description Title: Department: Location: Reports to: Emergency Housing Team Leader Comcare Community Housing Duke Street, Christchurch Community Housing Manager Supervises: Emergency Housing Transition Coordinators (5), Tenancy Managers (2) Administration Support (1) Purpose of Position: The main purpose of this position is to take responsibility for the Emergency Housing Team within Comcare, covering all aspects of the service. This includes staff management, operational management, relationship management with the sector relating to urgent housing need, contract fulfilment and reporting. Engagement with procurement process, working alongside other social housing colleagues, maintenance of the required level of suitable properties to deliver service, intake management and risk assessment are also key tasks. Functional Relationships: Internal Community Housing Team Central Administration Service Managers and Team Leaders Comcare staff External MSD and other agency clients in housing need MSD Housing Team and W&I staff Related Community Organisations Clinical providers, primary and secondary care

2 Authorities: Approval of staff leave Approval of contingency fund within delegation level Approval of maintenance expenditure within delegation level Recommend to the Community Housing Manager that staff expenses are legitimate and be approved Salary Range: $60,000 - $68,000 Key Responsibilities In collaboration with the Community Housing Manager oversee the service delivery of the Emergency Housing team Supervise and support all Emergency Housing staff Manage the work flow of Emergency Housing Required Outcomes/Results Positive relationships with referrers and key stakeholders are established and maintained Communication and information sharing strategies are developed and implemented Robust evaluation process is implemented and monitored, focussing on monitoring outcomes of tenancy sustainability planning Meet regularly with the Community Housing Manager to discuss your own practice, service development and any other issues affecting your team Assist Community Housing Manager with review of role descriptions, recruitment and orientation of staff Ensure service guidelines are accurate and maintained Provide guidance and support to staff to develop their own knowledge and practice through regular supervision involving managing workloads Staff development plans are implemented and reviewed every 6 months Information is provided to Community Housing Manager on staff leave / cover arrangements Staff performance is managed including development of performance plans or disciplinary processes if required. Fully understand the nature of the contract with the Ministry of Social Development and ensure service delivery is compliant with the contract Ensure robust procedures are in place for the delivery of service in line with Comcare policies, Community Housing Regulatory requirements and the Residential Tenancies Act Ensure the referral pathways from the Ministry of Social Development works efficiently, is fully operational and that referral levels meet or exceed contract requirements Manage waitlist when referrals exceed availability and recommend to referrers additional supports. Manage the intake assessment and risk assessment of new clients to Emergency Housing vacancies and communicate the findings fully with the team before a new tenant is engaged with workers Ensure robust holistic plans are in place for every tenant and ensure regular monitoring and evaluation Ensure work is evenly distributed between team members Client movement through the service is maintained to meet contract requirements

3 Ensure team provides required information for completion of any health or the Ministry s contract reporting. Complete service reporting requirements and submit to Community Housing Manager by agreed due dates Ensure record keeping of the team is of a high standard, current and meets Comcare processes. Evidence of regular audit will be required. Adequate staffing levels are maintained at all times Appropriate additional resources are engaged to manage identified risks e.g. security, double staffing, additional support to tenant Ensure Community Housing Manager is fully informed of risks, issues and successes of service Manage the Emergency Housing portfolio Monitor outcomes through development of evaluation tool Ensure central administration is informed of the housing being used for Emergency Housing Be fully competent with all IT systems utilised to manage the service With the Community Housing Manager and the Community Housing team, seek properties that meet required standard to deliver service from and organise the set- up of the properties. Alert Community Housing Manager to any issues relating to those properties and pending end of lease. Only the Community Housing Manager or CEO has authority to enter in to lease of property. Manage the relationship between the Property Owner or agent for the leases held for Emergency Housing Manage the process for debt recovery including applications to the Tenancy Tribunal if required Ensure that the On- Call procedure is in place and that all staff are adhering to the processes. The EH Team Leader is second On Call after hours. Evaluate planned interventions and tenant outcomes 3 months post exit of Emergency Housing Report findings to Community Housing Manager and engage in continuous service development based on results aimed at improving client outcomes Reporting and Financial responsibilities Provide reports to MSD as contractually required Provide Community Housing Manager with information as requested Provide oversight of financial spending within the Emergency Housing portfolio and ensure delegations are followed.
