1 Job Description Title: Position: Project Manager European Union Supported Programme for Transboundary Water Management in the Cubango Okavango River Basin The EU Project Manager reports directly to the Executive Secretary Organizational and Project Context The Cubango-Okavango River Basin is a transboundary basin which includes parts of Angola, Botswana and Namibia. The long term fate of the basin and its delta depends upon the sustainable management of its water resources, since the three countries have different but legitimate perspectives on the same river system. Future development plans, especially on agriculture, might have a considerable impact on the quantity and quality of the waters reaching the delta. Recognising that the next decade is critical, the three countries have put in place mechanisms and policies to manage potential impacts through the 1994 Permanent Okavango River Basin Water Commission (OKACOM) Agreement, which commits the three member states to promote a coordinated water resource development. A Strategic Action Programme (SAP) for the Sustainable Development and Management of the Cubango-Okavango Basin was approved in 2011, and plans are being made to implement it. The SAP includes a long-term planning framework, the Basin Development and Management Framework (BDMF), established to improve the basin governance and tackle specific issues on 4 thematic areas: 1) livelihoods and socio-economic development; 2) water resources management; 3) land management; and 4) environment and biodiversity. The proposed action focuses on establishing the foundation for sound decision-making by supporting the BDMF, in particular the data collection, data management and analytical systems that provide information used in decision-making (Decision Support System DSS in OCAKOM terminology); thematic area 2) water resources management, by filling gaps in the data monitoring networks and developing early warning systems; and thematic area 3) land management, with the aim of introducing better land-use planning guidelines and addressing livelihood issues that lead to environmental degradation. The overall objective of the Action is to strengthen the Cubango-Okavango river Basin governance and promote sustainable management of its water and land resources. Main Duties: The EU Project Manager will provide specific professional knowledge that is needed for the guidance and evaluation of results of the SAP programme implementation with regard to the EU Project. The functions includes provision of the overall oversight of project implementation, preparation of the required technical studies and strategic analysis for OKACOM as well as the specific professional knowledge that is needed for the guidance to and evaluation of results of the SAP programme implementation. The function includes preparation of the required technical studies and policy analysis for OKACOM. Specific Outputs

2 Specific Tasks: Management of the EU supported programme for OKACOM SAP implementation based in Gaborone, Botswana The day-to-day technical and financial monitoring of the implementation of the project Establish a permanent internal, technical and financial monitoring system for the action and elaborate regular six-monthly progress reports and final reports Preparation of work plans and budgets for the EU Project activities Preparation of key background documents for OKACOM and participation as required in the meetings Quality assurance of key documents prepared by projects and consultants and prepare recommendations to OKACOM Ensure and maintain linkages between the implementation management structures Prepare quarterly, annual, mid-term and terminal project progress reports including technical, and policy matters, for the consideration of the Project Steering Committee, OKACOM and EU Delegation to Botswana and SADC Provide professional guidance to partner institutions on overall project implementation and coordination in line with the OKACOM SAP, OKACOM Fiver Plan and any other OKACOM strategic policy documents Draft ToR and supervise inputs of short/ long-term consultants and ensure proper delivery of all outputs under implementation Provide comprehensive technical input and oversight on all project components and deliverables Provide overall project technical advice and direction in coordination with OKACOM Programme Coordinator. Assistance to the OKASEC Programme Coordinator in implementing the monitoring and evaluation for the basin Evaluate the performance of the project staff in collaboration with OKACOM Executive Secretary Represent the Project in meetings and conferences to which the Project is invited to attend Works under the direct supervision of the Executive Secretary in supporting OKACOM SAP implementation and other OKACOM mandate Dedicate time to support the operational functions of the OKACOM Secretariat Undertake any other task that might be assigned from time to time by the Executive Secretary Qualification Requirements The EU Project Manager must possess the following qualifications: 1. Post graduate Degree in Environmental Management, Water Resources Management or similar years working experience in areas related to institutional development and capacity building, governance, environmental management and inter-governmental cooperation. Proven expertise in policy analysis and facilitation of consensus building. 3. Ability to work in a multi-cultural environment and under high pressure situations and with minimum supervision. Leadership ability, management, organisational, communication, interpersonal, cross-cultural, networking and negotiating skills

3 4. Good understanding of the socio-economic and political dynamics in the river basin and the development needs and aspirations of each of the riparian countries. Experience from the riparian countries will be an advantage 5. Excellent oral and written skills in English and knowledge of Portuguese will be an added advantage. Main Duties: The Systems Support Specialist has overall responsibility for the development of the DSS including: design of the structure of the DSS incorporating where appropriate the existing basin information systems and planning tools in proper synchronisation with existing platforms and systems across the Member States; development of integrated Geographical Information System (GIS) and the linkages to national databases and support to national departments for developing and upgrading the GIS and databases; design and linkages to remote sensing data management systems; design and implementation of use interfaces/ dashboards/ websites; and training of OKASEC and Member State professional staff in the use of the DSS. Specific Tasks: 1. Development and maintenance of technical data collection, exchange and analysis systems (link to GIS and DSS)

5 2. Identification, acquisition, development, adaptation and customization of suitable applications related to the relevant thematic areas of the SAP e.g. basin water resource models 3. Prepare specifications and terms of references for specialist inputs to supplement the in-house capacity. 4. Identification, acquisition and development of suitable visualization tools 5. Negotiation and specification of technical standards for different types of data and harvesting, cleaning/ reformatting, analyzing/ reporting, storing data products 6. Development of functional networks amongst various hardware and software platforms for effective data transfer 7. Provision of training and facilitate the effective use of ICT tools by OKASEC staff, Technical Committees and Institutions at national level. 8. Preparation of key background documents for OKACOM and participation as required in the meetings 9. Works under the direct supervision of the Project Manager for the EU Project supporting OKACOM SAP implementation 10. Dedicate time to support the operational functions of the OKACOM Secretariat 11. Undertake any other tasks that might be assigned from time to time by the Executive Secretary Specific Outputs: Well-functioning Decision Support Systems effectively used by OKASEC staff, Technical Committees and National Departments Qualification Requirements The Systems Support Specialist must possess the following qualifications: 1. Degree in Computer Science/ IT or similar specialising in GIS, remote sensing, natural resources/ basin modelling and Decision Support Systems 2. Five years working experience in the development and use of decision support systems, and in particular GIS and natural resources management/ basin models, with at least two years experience in end user liaison and training 3. Demonstrated capacity to work with visualization tools, geo-referencing and spatial analysis of both biophysical and socio-economic parameters 4. Able to work in a multi-cultural environment and under high pressure situations and with minimum supervision. Management, organisational, communication, interpersonal, cross-cultural, networking and negotiating skills 5.
