The CIH Certificate in Resident aims To enhance the skills of active residents to enable them to participate fully in the development, management and assessment of housing services for communities. To prepare learners for further study and/or employment. The Qualification Reference Number is 501/1161/9 Regulation start date: 01/09/2010 Qualification review date:31/08/2015 The qualification is an introductory vocational qualification for the housing sector, which is broadly comparable to an A-level standard or an NVQ. The qualification is aimed at: Residents and tenants (holding tenancy agreements) actively involved in their local housing organisations and communities. Frontline housing staff working in the resident participation area. People aged 19+. The qualification is supported by Asset Skills, the Sector Skills Council for Housing. September 10

3 The CIH recommended guided learning hours are 240. The qualification is graded on the basis of Pass / Merit / Distinction. This qualification is not eligible for an aegrotat award. The Unit and Qualification Certificate will include the logos of the regulators of England (Ofqual), Wales (DCELLS) and Northern Ireland (CCEA) and is accredited only for England, Wales and Northern Ireland. Know the agenda setting 1.1 Identify resident led, statutory, and bodies involved in the policy representative organisations involved in making process. the policy making process at national, regional and local levels. 1.2 Assess the influence of each of these organisations on a specific topic of policy development. 2. Additional Information about the unit Unit purpose and aims 2.1 Identify key events and movements relating to resident participation beginning in the twentieth century, in the local authority context and beyond. 2.2 Explain when and how residents organisations have had major influences locally, regionally and nationally. 3.1 Compare a model of resident participation developed outside the UK, with that developed within the UK. The unit requires learners to consider current issues affecting housing and communities across the UK. Learners will also consider the history of resident participation and models of participation from outside the UK.
