5 Key strategic FSA priorities Priority outcomes include: Consumers have information to make safe choices Increase information on hygiene standards - FHRS Enforcement (and regulation) is effective, consistent, risk based and proportionate Strengthen delivery of official controls Improve knowledge of what works in driving up compliance Increased focus & resource on delivery eg fraud, intelligence (sampling & training) More enforcement research to evidence different approaches and their outcomes

6 Review Delivery of Official Controls Reviewing controls (food safety, standards & feed) undertaken by LAs/PHAs Reviewing the structures for delivering official controls Delivery model is complex across UK; Food safety is not just a local issue Financial pressures on local services and priorities Responds to concerns raised by authorities, external parties and EC Need to ensure effective & sustainable controls. Report due early Board reviewing June 2012

7 FSA Compliance & Enforcement Strategy Target interventions on highest risk Greater emphasis on tackling persistent \ serious non compliance Greater recognition to businesses means of securing compliance (Earned Recognition) Increase transparency of hygiene standards (FHRS) Use wider incentives and alternative approaches Enforcement research - what interventions work best The most effective use of resources regardless of delivery model. Approach to be incorporated into COP review

8 Data shows Current LA responses Risk based approaches key focus on improving compliance Targeting High Risk businesses (99% A&B \ 94% C inspected when due) Greater emphasis on persistent \ serious non compliance, and best fit approaches Increase % of interventions which are revisits, monitoring\intelligence. Resulting in improved compliance levels especially at upper and lower levels

9 Current LA responses Intelligence shows: Increase in shared services Greater outsourcing of activities Systems approaches which target non compliance and reduce processes Greater partnership Working with businesses, eg developing Primary Authority Inspection Plans Greater targeting of the skilled resource and better use of intelligence to direct resources FSA supporting the evaluation of different approaches, including AGMA business compliance initiative.

Single national scheme for the Olympics As of this week 272 LAs operating FHRS (70% LAs) including AGMA. estimated 95% LAs committed to or running FHRS by time of the Olympics Wales considering Bill for mandatory display and paying for revisits also rolling out scheme...not less of the same!
