Thank You for the Invitation An Honour to be here Leadership that is second to none, at all levels Ready for the near future. Talk about what WE need to do for ourselves and for our communities

Partnerships What, Why, Who me?? This is a hackneyed phrase Is it appropriate to US?? From where I m sitting All we ve got is each other!! Cab Government be a Partner?? If so how and on what topics If we can manage this piece Does it get other possibilities into play?? So Where Are WE??

Paid Political Announcement by the Official Agent for. And I approve this message Trying to be objective in the first part of this presentation What the BT does to make it better for our Contractors What we might need to do until the next industrial job comes along

The Work Picture in NB Horrid, but time might fix that Maintenance Lack of pipeline capacity, means people aren t investing in AB or SK There is a saving grace INFRASTRUCTURE

GOC $153 Billion Plus what s left from the Tories Training & maybe.fair Wage The Hidden Deficit Meetings with Ministers Provinces total a bit less but when municipalities are counted in also an additional $150 B WORK WE HAVEN T BEEN ON IN 40 YEARS!! & A PLACE TO TRAIN (there are issues skills and contractors) Infrastructure Spending

Huge Issue(s) Getting Back into the market Wages & how we get benefits Where we get people Taking in people How the dispatch system works These things used to be in our wheelhouse!!

Can WE get over ourselves and make this work?? Short answer is..we can Need a Plan so we know when we ve arrived Not going to build the Plan today, but I ll talk about things that Add Value

The Stinkin Union Does What??? Plenty, the Human Resources Department for?? Personnel functions Recruiting & Retention Dispatch Diversity Benefit Plans Develop & Initiate Training Upgrading & Maintenance of Skills Soft Skills (NB-MAP) Supervisory Skills Planning Comp & Benefits Safety training and harmonization Standards Provide a Voice & Discipline Make smart Deals (PLAs)

What Else?? Politics & Advocacy Projects Investment in PPP or other vehicles Infrastructure Bank -- too soon to actually know what this will do, but..hope springs eternal) Manage Change Fix the past Diversity Supervisors Veterans & Other Worthy Things Codes & Standards ABCs Research Safety Training & Advocacy Mental Health in Workplaces Charity See the Future & Plan for it (in partnership, if we re serious)

Will We Be Ready for the Next Big Job(s)? Replace the aging workforce Foremen er Forepersons Get employers to hire apprentices, support employers who hire, train, and retain apprentices Facilitate and promote mobility Intra-provincial Inter-provincial Measure and improve productivity 11

Making the Workforce Go Further Overlaps Work Teams (call them what you will) Recall within limits Hiring Local People There is more..

Mobility Your trade Someone else s Make it all work Not easy, but doable The ravages of time on the Old & Bold There is a school of thought that says.. Even Further

Components of population growth, Canada Source: Statistics Canada and BuildForce (fall 2015) 14

Replacement demand, Canada Cumulative Retirements as a % of 2016 Labour Force Canada 22% New Brunswick 29% Prince Edward Island Quebec Nova Scotia 25% 25% 26% Newfoundland & Labrador 23% British Columbia 22% Ontario 21% Manitoba 20% Alberta Saskatchewan 17% 19% 250,000 Retirements 0% 5% 10% 15% 20% 25% 30% 35% Construction & Maintenance Outlook ( ) -

Keep It In the Ground!! Rallying cry of a small group of people, whose influence is significant If you think we re going to replace fossil fuels in the next 2 years, 2 decades, or before 2100 Show me the Transition Plan Gains to be made (and they create construction jobs)

Will We Have to Fight for Every Project?? There is opposition to each one and it s organized!! Our side of the argument is not viewed as sympathetic (or ethical for that matter) It is not told very well at all!! The Politics of Being the Bully

Strategic Goal Not the individual project It is the Oilsands (or whatever other Energy Source that is out there)

The Few Slides Reasons to do STUFF Distinguish Ourselves!! Work Ready Live up to our deals Control what we can control Take people in Embrace diversity Support those who support us

Speak Truth to Power & to.members Sit down with your Partners and make a plan Execute Adjust Execute (Repeat as necessary) Leadership

You Get Our Taxes.. And you get tax points, gas tax infrastructure dough from. WE want you to spend it in a way that makes sense for US Largest consistent purchasers of construction That does NOT mean business as usual!!

I know purchasing decisions are small Can t prefer one class of taxpayers --- so Lowest Bid??? Mug s game if there ever was one Studies say.. Quality (Life cycle) Schedule Dispute Resolution Issues Safety On site management Bid shopping Training p political

So, Tender Evolution Systems Private Sector Owners use them, why Manage Risk Will contractor go broke?? Hurt people Manage how much you have to do Ensure interfaces/integration are managed War with the subs Users of the workforce (so have an investment in making sure there are enough)

More Gain What other goals can your (OUR) money achieve?? Training & Apprenticeships Community Benefits Safe (OSC 23% safer) If you build these into your commercial terms.they will do it to get the job

Do You Have to re-build?? Or expend bigger sums on maintenance & operations?? There was a time when the Engineering Departments in Cities were. How will they manage productivity & quality issues?

Sharing the Wealth Gain Sharing Value Engineering Productivity Amina Robinson George Jergeas Incentive to low ball the subs and suppliers goes away So does he culture of claims

Don t Invest, But Expect a Dividend?? Isn t that what some expect when they don t train? Cost to Society Sunk Cost Time to complete Apprentice s positive ROI (and it s not just trades engineers, etc.) Can t get them when needed, raises costs More work for the crats, but the return is worth it!!

What Can Be Done?? Weighting for Safety Mandatory Training for new workers Employs qualified workers (for pretty obvious reasons) NOT IN THE UNDERGROUND ECONOMY!

We Need to Pump for the Next Big Job We can make the difference if we get engaged on Energy East Be INFORMED SHOW UP AT.. Call your MP/MLA Call them again Call the Federal Minister of Natural Resources Webportal will be up for this Tell your neighbours

Get Engaged on Energy East It is a big part of the future for us here in Atlantic Canada!!

We Need an Oil Pipeline to Succeed! In Canadian Interest Terms there is no doubt which one it is. Energy East Irving will. Displace Foreign Crude Energy Self-sufficiency for Canada Montréal Est But this one could be on the ROPES Kinder Morgan 890K bbl/day, triples the size, but. Northern Gateway a goner KXL even so Line 3 cancelled Line 9 Reversal??
