Introduction / Background The African Development Bank s HR Shared Services Division (CHHR.2) is seeking a Consultant to work with recruiting system and Learning system, to support its activities on providing reports on all aspects of historical and statistical Human Resources data and participate to the HR-related IT development projects. Being the Centre of shared services within the Human Resources Department (CHHR), CHHR.2 is responsible to process individual decisions regarding staff and their remuneration, benefits and employment contract with the Bank, in line with established policies and procedures in an efficient and timely manner, in order to contribute to the satisfaction of staff and management. 2. Objective and activities of the Assignment The Consultant will administer Taleo Recruiting system, assist in administration of the e- Learning platform, contribute to the quality control and the generation of reporting activities and assist to analyze user requirements.

Main activities and deliverables The Consultant will be required to perform the following tasks: Administer Taleo Recruiting module Provide Support to Recruitment; Coordinate Requisitions and Positions in liaise with HR Master data; Reporting Provide usage report; Provide reports to recruitment team; Assist in providing Help desk assistance to candidates To ensure Candidates utilize erecruiting System the most effective and efficient way; Provide User Support to All Staff and Managers To ensure staff and managers utilize erecruiting System the most effective and efficient way; Technical issue Work with CHIS and all other providers: Oracle Taleo, SAP to solve as quickly as possible any technical issues related to erecruiting System; Test and implement the quarterly release (update) Oracle Taleo Test and implement the trimestral release (update); Assist in administration of the e-learning platform (LMS) Setup and administration of training sessions; Planning alerts, reminders and follow-ups; Programming of exports and training statistics; Oversight of the verification/review/clean-up processes for Staff Records and HR Master Data Assist in the compilation and preservation of statistical data on staffing; Participate in projects related to improving the quality of data or improvement and automation of periodic reports; Participate to the HRIS development projects; Assist in the training development materials relating to HRIS applications and train users; Assist, as appropriate, to carry out various activities of client management. 4. Management/supervision of the consultancy The Consultant will work under the overall guidance of the HR Analyst and Master Data Officer and the direct supervision of the Senior HR Data Analyst Officer. The consultant shall submit a monthly report on the progress on expected deliverables. 5. Duration of the Assignment The duration of the mission is estimated at 6 months (renewable upon successful completion of the assigned tasks) and the commencement date is planned for August 20 th, 2018.

Required Qualifications and Experience At least a Master s degree or its equivalent in HR, Information Systems, Quantitative methods, Finance, Business Management, or in a related discipline; Minimum of 5 years of relevant experience; Be a national of one of the member countries of the Bank; Strong analytical skills, and proficiency in the use of Bank standard software (Word, Excel, Access, PowerPoint, and web tools), preferable experience of SAP HR; knowledge and a good mastery of spread sheets, database software and related tools; Ability to be multi-tasking, compile, organize and prioritize under pressure with minimal supervision; Ability to meet strict deadlines and capacity to initiate and manage innovations and changes; Have a strong sense of rigor and accuracy, be proactive in implementing control and verification activities; Fluent in French or English, with preferably a working knowledge of the other language. 7. Remuneration for the Assignment The Consultant will be hired for a period of six (6) months and paid a lump sum per month in accordance with the established rules and procedures of the Bank s procurement rules regarding Consultant.
