General Summary of Function/Purpose of Position This entry level transportation planner position participates in tasks needed to complete the annual Highway Call for Projects (CFP). This will include assisting in the development of various reports and reviewing CFP submittals. The position will also assist in producing long-term (20 year) state revenue forecasts using the Michigan Department of Transportation (MDOT) long-range revenue model. This position will participate in activities related to pavement condition forecasting and the development of the statewide investment strategy for the Capital Highway program.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 30 Participate in the development of various reports for the annual CFP process. Assist in the coordination of information requests and compile information for various documents throughout the cycle of the CFP process including, but not limited to, the Goals and Strategies Submittal Report and the Final Executive Report. Assist in the development of the CFP general information and instructions documents as requested/needed. Provide assistance to the Road Rehabilitation and Reconstruction Subcommittee and other subcommittees as needed. Duty 2 Assist in coordinating information and submittals from regions or program areas for CFP documents. Assist in addressing comments and supplemental information requests from the CFP Approval Committee. Assist in the development of the CFP process improvement working paper. Assist in updating the CFP general information document. Participate as a team member with the CFP Strategy and Program Coordination Subcommittee. Review CFP project spreadsheets and justification forms, and review and analyze forms for the Road Rehabilitation and Reconstruction Subcommittee as needed. Assist in the development of CFP region level funding targets. Produce long-term (20 year) state revenue forecasts using the MDOT long-range revenue model. Duty 3 Assist in developing long-range transportation revenue forecasts for the Michigan Transportation Fund and its distribution to different transportation agencies for proposed increases or decreases to current tax rates or changes in socio-economic activity. Incorporate forecast assumptions and inputs into the long-range revenue model. Assist in recommending revenue forecasts to the Department of Treasury and MDOT s Finance Division to coordinate with the development of short-term forecasts of state transportation revenues. Assist in completing analyses of Secretary of State vehicle registration computer files for compiling model input data. Assist in implementation of modifications to the forecasting model to reflect changes in existing tax structures as needed. Assist the Road Quality Forecasting System (RQFS) specialist in activities related to pavement condition forecasting. Duty 4 Assist the RQFS specialist with analysis of network conditions and progress toward department pavement goals as needed. Assist the RQFS specialist in developing cost tables used in RQFS. Assist the RQFS specialist in pavement condition forecasting, as related to transportation planning documents (i.e. State Transportation Long-Range Plan, Transportation Asset Management Plan, Five-Year Transportation Program, and meet and sustain funding need documents). Assist in the development of the statewide investment strategy for the Capital Highway program.

3 Assist in the review of information provided by program system managers and other sources for the purpose of developing the investment strategy for the Capital Highway program. Assist in populating and maintaining statewide template targets in the departmental database. Complete statewide and regional target transfers and adjustments on the departmental database as needed. Assist in developing recommendations to leadership regarding the progress of obligation authority and program authorizations for individual template categories. Assist in creating various database queries to support the monitoring process for program obligations and program authorizations. Assist in developing and maintaining effective reports for immediate reference to answer inquiries about the overall Capital Highway program template. Duty 5 General Summary: Percentage: 10 Other duties as assigned by the bureau. Assist with bureau related functions as assigned. 16. The entry level transportation planner, with appropriate training, is expected to exercise independent judgment and initiative in order to complete the required tasks. Whenever possible, the planner should identify, recommend, and implement improvements in the work methods and materials utilized in the position, and use judgment to determine the best problem solving approach to efficiently complete work assignments. Decisions need to be made determining appropriate methods, noting limitations of data, and deciding how to communicate results. 17. Describe the types of decisions that require the supervisor's review. The supervisor s guidance is asked for when conflicting priorities arise. Decisions regarding the distribution of material for the public require supervisor s review. 18. What kind of physical effort is used to perform this job? What is the function of the work area and how does this position fit into that function? This work area: (1) Coordinates and monitors the annual Highway Call for Projects consistent with the department s long-term goals and financial constraints; (2) Develops and monitors pavement condition forecasts and strategies; and (3) Prepares long-range revenue forecasts. The work area coordinates reliable and consistent information about the Capital Highway program for department management to allow effective administration of the program and responds to inquiries from the director, Office of Communications, Legislative Affairs Office, legislators, public officials, and the public. This position prepares long-term revenue forecasts, and assists in development of the annual Highway CFP and pavement condition forecasts. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Possession of a Bachelor's degree in urban or regional planning, resource development, engineering, statistics, mathematics, geography, economics or a related field. EXPERIENCE: Transportation Planner 9 - No specific type or amount is required. Transportation Planner 10 - One year of professional experience in the planning and assessment of transportation planner systems equivalent to a Transportation Planner 9. Transportation Planner P11 - Two years of professional experience in the planning and assessment of transportation planner systems equivalent to a Transportation Planner, including one year equivalent to a Transportation Planner 10. KNOWLEDGE, SKILLS, AND ABILITIES:

5 Knowledge of the organization and of the transportation planning process. Knowledge of urban, regional, and statewide planning as it relates to transportation systems. Knowledge of federal and state laws related to transportation planning. Ability to use a personal computer. CERTIFICATES, LICENSES, REGISTRATIONS: Possession of a valid driver s license.
