2 45 Years of Re-Imagining Public Health Public Health Management Corporation (PHMC) is a non-profit public health institute that builds healthier communities through partnerships with government, foundations, businesses and community-based organizations. From humble beginnings in 1972, PHMC has grown into one of the largest and most comprehensive public health institutes in the country, with 350 programs and a network of subsidiaries at more than 70 locations serving more than 350,000 people annually. PHMC builds unique collaborations to provide a continuum of public health services in a wide range of fields. PHMC s runs programs directly as well as through PHMC Affiliates, smaller non-profits offering community-based services. PHMC and its Affiliates provide outreach, health promotion, education, research, planning, technical assistance, and direct services programs. This comprehensive suite wraps services around individuals and families in the most needy communities. Setting National Public Health Standards As it celebrated its 45 th Anniversary in 2017, PHMC made new acquisitions and entered new partnerships that demonstrate its ability to shape standards of care across the nation. Educating Children with Developmental Disorders: PHMC acquired Fairwold Academy in January 2018, ensuring that a school educating the most underserved children in the nation s educational system would remain open to set new standards of education and care. Treating Addiction: In November 2017, PHMC partnered with four other national organizations to execute the Parity10 Compliance Campaign, a three-year effort to unite local and national advocates in 10 states to pursue full enforcement of the Mental Health Parity and Addiction Equity Act, with the ultimate goal of improving access to substance use disorder and mental health treatment. In 2016, PHMC worked with the City of Philadelphia to open Pathways to Recovery, a partial hospitalization program to help individuals struggling with both addiction and mental health issues. Delivering Cost-Effective Local Access to Care: PHMC opened its sixth nursemanaged federally-qualified health center with Temple University Hospital, providing affordable services to those needing general care. Disrupting Cycles of Violence: The Joseph J. Peters Institute, in collaboration with Strawberry Mansion: Sanctuary for Hope (SMASH), was awarded a twoyear grant from the Pennsylvania Commission on Crime and Delinquency to provide community-based Trauma-Focused Cognitive Behavioral Therapy in an effort to stop the cycle of poverty and violence plaguing the 22 nd police district in Philadelphia. 3 Sustaining a Growing Workforce PHMC is a continually growing and changing organization, with acquisitions and affiliations adding new staff members executing new programs every year. Today, PHMC s staff numbers more than 2,500, working within the institute s headquarters and across a distributed network of service delivery sites. Each of these sites marshals distinct forms of expertise and works within a specialized regulatory environment to serve communities confronting shifting public health challenges. The HR team at PHMC is charged with attracting, supporting, and integrating the diverse talents of this complex team within an organization seeking continual innovation and improvement. Learning and Innovation at PHMC PHMC s Human Resources department s 16 staff members are responsible for all aspects of staff relations, including hiring and promotions, design and administration of salary and benefits packages, diversity and inclusion, learning and development, performance evaluation, and legal compliance. The charge of the Learning and Development team is critical to advancing the organization s business model and success: the integration of the diverse experience of its staff members within a coherent and evolving organizational culture, so that the talents of each person are sustained and magnified through the efforts of all others. The three-person Learning and Development team develops initiatives to engage employees as individuals, as team members, and as enterprise partners. Its initiatives include: Highly effective onboarding that offer support to all new staff members, including direct hires and staff who join PHMC through acquisitions and mergers. Talent Development that includes clear learning opportunities for younger employees and identification and nurturing of potential leaders within the organization. PHMC University, an online home for courses that provide state-mandated training as well as additional elective education in both technical and soft skills. Partnerships with institutions of higher education that create a range of opportunities for PHMC staff to access low-cost education and earn certifications or degrees that advance their careers: A 19- to 21- month Master s degree program with cohorts of PHMC employees A choice of standard degree programs and programs specifically tailored to PHMC Exceptional higher education partners, including Bryn Mawr College and Drexel University A United Way campaign that unites staff in giving to the Greater Philadelphia region PHMC serves The range of learning opportunities that PHMC offers is overly decentralized within the large and complex institute. The Learning and Development team has an opportunity to re-imagine enterprise-wide initiatives that improve training outcomes, foster elevated performance levels, and enhance employee engagement and satisfaction. 3

4 The Opportunity PHMC seeks a strategic, innovative Managing Director of Learning and Development (LD) to oversee a senior management priority: a professional development program that fosters cohesion, engagement, and accomplishment of a geographically and structurally distributed 2,500-person staff. The Managing Director is responsible for developing, executing, and sustaining enterprise-wide programs for training and professional development in a constantly changing environment. Reporting to PHMC s Chief Human Resources and Inclusion Officer, the Managing Director leads a three-person team that meets all learning needs, including those related to regulatory and compliance mandates, academic partnerships for degrees and certificates, technical and soft skills training, PHMC s core curriculum in its company culture, and the development of leadership and supervision skills. Essential duties include: Program Design and Organizational Strategy In collaboration with PHMC s Senior Management team, align LD goals and deliverables with PHMC s strategic priorities; ensure that learning processes, systems, and cultures help position the institute as a national leader in public health, human services, and non-profit management. Partner with the HR and Communications teams to develop, articulate, and promote a compelling vision of enterprise-wide learning that inspires employee enthusiasm and engagement. Design and secure broad internal support for learning projects that foster a common culture that is adaptive, resilient, and open to change; assess, administer and recommend improvements to an effective and efficient program. Represent PHMC to external constituencies, including potential non-profit, philanthropic, corporate and government partners, in order to advance strategic business opportunities. Identify and develop opportunities for continued maintenance and expansion of academic partnerships models. Program Management Ensure that learning systems support productivity and performance through the full employment cycle, including workforce integration and career progressions. Lead system support for cross-functional workforce analysis, including performance evaluation, talent management, succession planning, and inventories of professional credentials and licenses. Evaluate programs to ensure they are user-centered and meet the needs of a diverse workforce. Oversee PHMC University, PHMC s web-based platform for online learning and reporting, and PHMC Balance, the organization s worksite wellness initiative. Unit Supervision Establish a climate that attracts, retains, and motivates accomplished team members; ensure full and equitable accountability across the unit. Provide constructive supervision and ongoing performance feedback for all direct reports. Recommend new positions needed to effectively execute LD initiatives. Manage expenses within budgetary guidelines, ensuring fiscal responsibility and transparency. Assess, select, and manage relevant vendor and agency partnerships. 4

5 The Candidate The ideal candidate for this position will be a systematic thinker, persuasive leader, and knowledgeable organizational development professional. The candidate will have a sophisticated sense of how to align individual development with departmental staffing needs and organizational strategies within a large and complex institution in an environment of continual growth and change. The candidate will excel at building trusting relationships, internally and externally, that foster effective execution of learning initiatives and widespread participation within them. Background Minimum of 7 years of experience in learning and development, human resources, or learner services in a complex environment. Master s degree in a relevant field (Organizational Psychology, Business Administration, etc.) is preferred. Ability to meet all regulatory agency requirements and PHMC policies, including FBI, child abuse, criminal, medical, and other clearances. Skills and Experience Track record of creating and managing highly effective and well-regarded staff learning and development programs. Demonstrated ability to motivate and engage staff in learning and development activities; ability to transform individual learning into an enterprise-wide strategic advantage. Understanding of the competitive marketplace for talent and familiarity with best practices and emerging trends in organization and talent development. Knowledge of learning theories and organizational psychology related to staff development; experience responding to the educational needs and learning styles of a diverse workforce. Excellent writing skills; demonstrated ability to write content-specific and technical proposals for submission to potential investors in PHMC and to the federal government. Advanced presentation skills appropriate to national, statewide, and local professional audiences. Experience in fiscal and budget management. Leadership Style Highly collaborative, with a record of leading collaborative program design and development. Excellent interpersonal and relationship-building skills; comfort building partnerships internally and externally for business development goals. Demonstrated commitment to teamwork and transparency; capacity to motivate others to invest in and adhere to those values. Inclination to collect and interpret data, attend to patterns in details, and use data for informed decision-making. Ability to work within established deadlines and budgets. 5
